About this file

This is a Commercial Solutions Opening (CSO) Announcement of Intent (AoI) for the M109A7 Paladin breech mechanism component manufacturing and testing. Released by the U.S. Army's Soldier Protection and Head Systems (SPHS) on August 13, 2025, with Amendment 3 issued February 12, 2026, this AoI seeks innovative manufacturing approaches, technical feedback, and qualification testing support for breech mechanism Part Number 11583671 installed with the Breech Reliability Upgrade Kit II (BRUK II) in accordance with the M109A7 Technical Data Package (TDP).

The Government seeks a new supplier capable of manufacturing, testing, and delivering the specified breech mechanism while meeting first article test requirements including radiographic and fatigue laboratory testing. Identified high-level challenges include utilizing 2D TDP for manufacturing, meeting specialized testing requirements, implementing specialized manufacturing processes, and addressing the limited supply base for forged parts. Responses must be submitted via email by March 16, 2026, at 5:00 P.M. EST to Brittany Palomino (CSO AoI POC) and Elise Wong (Contracting Specialist). Access to technical data is restricted; interested vendors must execute a Non-Disclosure Agreement and obtain appropriate certifications, including Joint Certification Program (JCP) registration and DD Form 2345 approval for export-controlled materials. The announcement explicitly states the Government is not obligated to issue a Commercial Solution Proposal request or make an award, and no funds are committed until a formal contractual document is issued by the Contracting/Agreements Officer.
