About this file

This document is a Questions and Answers (Q&A) file for Solicitation W912CH-25-R-0108, Revision 1 dated 01 Jul 2025, for the M250 Smoke Grenade Launcher procurement. The Q&A addresses key technical and procedural aspects of the solicitation, including confirmation that Sections C.1-C.3 are mandatory contract requirements. Clarifications were provided regarding technical data sharing with U.S. government program offices in Poland and Romania, meeting protocols (typically conducted via MS Teams or phone conference), and delivery date modifications. Specifically, the government updated CLIN 0001 and CLIN 0002 from specific delivery dates to Delivery after Receipt of Order (DARO) dates through Amendment 0003.

The associated federal contract opportunity involves the Army Contracting Command-Detroit Arsenal seeking a Firm Fixed Price contract for 108 M250 Smoke Grenade Launcher units, which include discharge units, covers, and other armament subsystem components. The procurement requires vendors to be registered in the System for Award Management (SAM) and certified under the United States/Canada Joint Certification Program. The Technical Data Package is export-controlled, with an anticipated solicitation release date of 30 March 2025. Proposal submissions will be required through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, with prospective offerors strongly encouraged to complete registration and obtain appropriate access roles in advance.
