About this file

The file is a Question and Answer (Q&A) log for Solicitation W912CH-25-R-0096, issued by the United States Army Contracting Command - Detroit Arsenal (ACC-DTA). The solicitation is for a single, Firm-Fixed Price (FFP), One-Time Buy with a 100% option for an Ejection Port Cover Assembly (NSN: 1005-00-978-1022, Part No.: 8448525), designated as a 100% Small Business Set-Aside.

Key details include strict export control requirements, mandating Joint Certification Program (JCP) certification for accessing the Technical Data Package (TDP). The Q&A log addresses specific vendor questions about packaging and manufacturing specifications, notably clarifying that commercial off-the-shelf (COTS) variants and polymer materials are not acceptable. Vendors must follow the precise TDP standards, which specify steel construction. The solicitation emphasizes electronic communication, placing the burden on interested parties to monitor amendments, with all questions to be directed to Contract Specialist Ryan Nawrocki via email.

QuestionAnswer
Our main question is whether the EPCs need to be individually wrapped. This request would nearly double the cost, significantly impacting the overall expense. While individually wrapping them is certainly doable, we question its necessity. These items are typically bulk-packed in cases of 500. Opting out of individual packaging would considerably reduce the cost for the ACC-DTA.SPI AM8448525, REV E, located in the TDP does not call out a wrap.

Step 2 of the SPI calls out BAG, MIL-DTL-22020, TYPE I.

The Ejection Port Cover Assy is susceptible to corrosion and is required to be individually bagged.

The solicitation states COLT ejection Port Covers within the TDP/NDA. Is the DTA requesting specifically Colt manufactured Ejection Port Covers or can a contractor offer an alternative that is MIL-SPEC?We do not own the TDP as it's Colts proprietary information. The Ejection Port will have to conform to the TDP's Standards.
While the TDP lists ‘steel’ as the main component, my question is whether or not I can submit my commercial off the shelf variant that is made of polymer. Please advise if a polymer alternate would be acceptable to offer or if the requirement of steel construction is a requirement.
The solicitation for the item includes a TDP (Technical Data Package) upon which all prospective offers must be based. Neither the COTS (Commercial Off the Shelf) variant (as an assembly) nor the polymer material [from which a component(s) of the assembly are produced] are allowed per the requirements of the TDP for the item. Therefore, the COTS variant would not be acceptable.
