This is a Request for Quotation (RFQ) issued by the U.S. Army Contracting Command – Detroit Arsenal for the procurement of hose assemblies (NSN 4240-01-663-5690, Part No. 71012/6). The solicitation is a total small business set-aside and will result in a firm fixed price purchase order. The RFQ seeks 57 production units with an option for up to 100 additional units (100% option quantity). All offers must be submitted electronically via email to Kimberly J. Parisek (KIMBERLY.J.PARISEK.CIV@ARMY.MIL) by February 26, 2026. Delivery is required FOB destination to Blue Grass Army Depot, Richmond, Kentucky, with the production quantity due 210 days after contract award (including First Article Test Report approval). The option quantity is due 150 days after award without FAT requirements. Inspection and acceptance occur at origin, and military preservation, packing, and marking must comply with MIL-STD-2073-1 and Special Packaging Instruction P71012/6.
The RFQ incorporates a comprehensive technical data package (TDP) with distribution code "C" limiting access to U.S. Government agencies and contractors. Offerors must acknowledge all amendments and complete fill-in certifications regarding small business status, representations and certifications in SAM, hazardous materials identification, and compliance with various federal prohibitions (covered telecommunications equipment, unmanned aircraft systems, and energy sourcing restrictions). The solicitation includes multiple contract data requirements (Exhibit A – DD Form 1423) specifying deliverables such as configuration management documentation, quality program plans, and test/inspection reports. Offers are valid for a minimum of 180 calendar days following the due date, and all questions must be submitted by February 12, 2026, 12:00 PM EST.
