Selected Contractor will be issued keys to all gates within the contract scope.

US Citizenship, Non-felony, and no outstanding warrants. Selected contractor and their employees will be subjected to a background check and initial scan every time they enter the base.
3. What would be the cost of badging, per employee, or would the client be paying that?
Badging employees that contractors need to get access to the base is free. The badges can be extended to the term of the option year and if any additional new employees will be doing the snow removal, they will need to be added to the base for site access and approval at least 72 hours in advance of the job to be performed.
4. Where should the contractors designate pile zones for snow at each parking lot?
Military equipment can be relocated at any time and so designated pile zones will not be identified. However, Individual building managers can help and identify areas they prefer for pile zones, government will provide feedback to contractor if pile zones are not favorable and/or disruptive to normal operations.
5. Is this a small business set aside and if so does the contractor need to be verified as a SAM entity available for all award?
Yes, this is for small business and the contractor needs to be registered in SAM for all award. Section A, L, and M are crucial parts of the solicitation that need to be read thoroughly!
6. Is there anywhere on site within Selfridge that we could park a small wheel loader with snow push box?
To support a government/contractor partnership, we will assess the storage options for allowing the winning contractor to store equipment on property. Currently, contractor equipment being stored on site is not authorized.
7. In the Description it States "Email proposals will be accepted. Facsimile proposals will not be accepted. Proposal shall be electronically. " How do we submit our proposal and supporting documents to you electronically? You will email your proposals to Ashley.a.young2.civ@army.mil. Please make sure you include all required documents and that you fill in the “fill in” sections of the clauses found on the solicitation!!
8. In the Description it States "PROPOSAL SUBMISSION REQUIREMENTS:
Review Section L of the Request for Task Order Proposal for additional submission requirements." I am having a hard time finding this information. Could you point me in the right direction?
Section L is small but the area you really should be looking at are section A and M a well very carefully. There are also clauses with fill in sections that need to be filled in! Section L is on page 55 and 56 but please based on preference in the previous question email your proposals to Ashley.a.young2.civ@army.mil
9. Are there any other requirements that I am unaware of besides being SAM Certified and being a Small Business under 9 Mil in revenue to be correctly qualified for consideration for this bid?
Please read the solicitation line by line and do not skim over the contents!
10. How are the CLINS supposed to be priced is it by each time the contractor plows the parking lots or by the full season?
Please price the CLINs by the season each year. Each sub-CLIN under the annual CLIN is a different set of buildings and parking lots. Use the drawings to estimate your prices per area each full season.
