About this file

This document is an Amendment (0001) to a federal solicitation (W912CH-24-R-0180) for a Chemical Agent Resistant Coating-Low Solar Absorption (CARC-L) paint system contract. The US Army Contracting Command-Detroit Arsenal intends to award a single, three-year Firm Fixed Price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, set aside exclusively for small businesses. The amendment modifies key contract details, including reducing the total guaranteed minimum quantity from 10.5 to 9 gallons and the maximum quantity from 56,690 to 12,309 gallons, and adjusting paint container specifications to include 1.5-gallon, 3-pint, and 10x200mL containers for MIL-DTL-64159C specifications, or 1-gallon and 4-oz containers for MIL-DTL-53039F specifications.

The solicitation requires contractors to provide CARC-L paint in specific colors (222 green, 222 brown, 222 tan, 222 sand, and 222 black) and requires qualification by the US Army Research Laboratory. The contract will use a Lowest Price Technically Acceptable (LPTA) source selection process, with proposals evaluated on technical and price factors. The solicitation closing date has been extended to July 7, 2025 at 12:00pm local Detroit time. Delivery timeframes are set at 30 days after delivery order award, with potential shipping destinations including multiple military installations such as Fort Cavazos, Fort Bliss, Fort Stewart, Fort Benning, Anniston, and Detroit Arsenal.
