The contractor shall develop, implement and submit the IMS (Native Schedule) in accordance with CDRL A082 (Integrated Master Schedule) and as detailed in the Department of Defense Integrated Program Management Data Analysis Report (IPMDAR) Implementation and Tailoring

Guide (5/21/20) - section 2.4. The contractor shall submit the IMS in Microsoft Project (MSP) format, without encryption, locks, passwords, or other security protections or features which would prevent the Government from editing, sorting, filtering, or otherwise manipulating the data for Government purposes.

The MSP submittal does not require resource loading, unless it is the only schedule backup submitted. The contractor will validate that all dates match plus or minus one day. One day is acceptable due to differences in how the schedule software calendars work. Differences due to the use of hard constraints are not acceptable, as hard constraints should be limited to the project start and finish.

The MSP version being utilized for submissions to the Government shall be mutually discussed and agreed to prior to the first submission to ensure that the version will be compatible with, and usable by the Government. Any software upgrade to MSP by the Government or the contractor will be mutually discussed and agreed to changing to ensure software compatibility.

Prime contractors shall be responsible for flowing down CSDR requirements contained in their prime contracts to all subcontractors who meet the reporting thresholds specified in DoDI 5000.73, or as required by the Cost Working Integrated Product Team (CWIPT). This includes subcontractors to electronically report directly to the CADE Portal using the CSDR Submit-Review System. The prime contractor shall be required to work with the CWIPT and all appropriate subcontractors to prepare separate subcontract CSDR plans for submission to the CAPE for approval.

C.1.4.1.2.3 Cost and Software Data Reporting Readiness Reviews (CSDR-RR)

The contractor shall host a CSDR Readiness Review (CSDR-RR) virtually or at the contractors facility with a screen sharing platform with virtual capability (for example, Microsoft TEAMS) where CSDRs are prepared with the Governments Cost Working Group Integrated Product

Team (CWIPT) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 242.503-2(b) and DoD Manual 5000.04 (CSDR

Manual). The purpose of the CSDR Readiness Review is to review the contracts CSDR requirements and assess how the contractors accounting system satisfies the CSDR requirements found in DoD 5000.04 (CSDR Manual) and the CSDR Plan (Attachment 0004). The CSDR-RR shall be held within 60 days of contract award or the SOWM on a date mutually agreed to by the CWIPT and the contractor. For additional planning guidance for the CSDR-Readiness Review meeting reference the CSDR Readiness Review guide on the CADE website.

CSDR-RR shall be attended either in person or virtually by members of the prime contractor, Government Program Team Business Management office and representatives of DASA-CE, DCARC and OSD-CAPE.

In a briefing presented by the contractor in its own format, the contractor shall:

- Demonstrate how it collects cost data in its accounting system and how that data will be utilized to provide actual cost transactions and minimize cost allocations when preparing CSDR data deliverables.

- Describe how recurring vs. nonrecurring costs are segregated in its accounting system and for the purpose of CSDR reporting.

- Demonstrate how the data from its accounting system will be mapped into the CSDR reports required by the CSDR Plan

(Attachment 0004) and associated CDRLs.

- Present the methodologies used for mapping internal cost accounts to the WBS, specifically showing how individual Work

Breakdown Structure (WBS) elements and functional element codes will be populated. They will also identify which WBS elements will be populated for each functional element code.

- Propose any changes to the CSDR Plan (Attachment 0004) in order to tailor the plan to the contractors accounting system, to include any contractor recommended changes or additions to the WBS elements. These changes may include adjustments to the submission events and/or submission timelines, particularly in the case of a direct reporting subcontractor performing against a different delivery schedule than the associated prime contractor.

The contractor and CWIPT will also review the initial submission of the Resource Distribution Table (RDT) (CDRL A006 and Attachment

0005), in order to finalize which subcontractors will be required to provide CSDR reporting and electronic submission of deliverables directly to the Defense Cost and Resource Center (DCARC) via CADE, and which subcontractors may qualify for a CSDR direct reporting subcontractor waiver.

The contractors RDT shall indicate which work is to be performed by a Government Depot or Arsenal. Unless otherwise noted, the contractor is not required to flow-down CSDR reporting requirements to Government Depots and Arsenals.

C.1.4.2 Bill of Material (BOM)

The contractor shall provide a costed out "As-Planned BOM" for all FRP M10 Booker vehicles produced on this contract. The "As-Planned

BOM" represents the planned manufacturing BOM and shall align with the CSDR data submitted via Flexfile (CDRL A007) and include data fields to crosswalk each part with the WBS used in the CSDR Plan (Attachment 0004 CSDR Plan). The As-Planned BOM is a complete, indentured list of material (regardless of component item type) required to build and assemble a complete vehicle. The As-Planned BOM shall include the following part level elements, accurately populated: WBS Element and Structure Level of Assembly (Hierarchy), Unit of

Measure (e.g., each, pounds, or inches), Quantity or Value (e.g., count, weight, or length), Nomenclature, Part Number (contractor or vendor as applicable), National Stock Number (NSN) (if applicable), Cost Source (e.g., quote, purchase order, or estimate), Make or Buy, 19 65

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Cost, Extended Cost, procurement lead time, provisioning applicability, vendor, and the Governments rights to the elements technical data. The contractor shall supplement the As-Planned BOM with an analysis that provides traceability and linkage to the data submitted in the Flexfile (CDRL A007). The "As-Planned BOMs" shall be delivered in accordance with CDRL A013.

3. The CLIN or sub-CLIN is resourced by an Accounting Classification Reference Number (ACRN) whose corresponding accounting classification contains the fund code 2040, has a period of performance greater than 15 months in duration, and has a value greater than $1.5 million. Fund code 2040 identifies the Armys Research, Development, Test & Evaluation (RDT&E) appropriation.

The application of this third criteria is irrespective of contract type.

When the CFSR provides data for incentive based CLINs or sub-CLINs, the CFSR shall include an estimate of the CLINs or sub-CLINs expected contract price (in thousands, $K) when contract performance is 100% physically complete. This expected contract price shall be expressed in the CFSR as the sum of the estimated contractor actual costs at complete and the expected profit the contractor expects to claim for every incentive offered in the contract for the applicable CLIN or sub-CLIN. If multiple contract incentives exist for any applicable CLIN or sub-CLIN, the sum expressing the contract price shall list the profit associated with each incentive in the sum separately.

Every CLIN or sub-CLIN that is directly billed by the contractor for payment will be reported on a separate CFSR page. The contractor may aggregate multiple related sub-CLINs on a single CFSR page only if those sub-CLINs are billed at the CLIN level. The general intent is for data in the CFSR to be segregated in such a way that is one-to-one with how the contractor submits billings to the Government for payment.

C.1.4.5 RESERVED

C.1.4.6 Joint Reconciliation

The contractor shall host and participate in Joint Reconciliation meetings with the Government once every 60 calendar days. The purpose of the Joint Reconciliation meetings is to address the disbursement status, projected costs at completion, and required funding adjustments on incentive based CLINs awarded on all M10 Booker contracts.
