About this file
This is a Solicitation (RFQ W912CH24Q0090) issued by the Army Contracting Command - Detroit Arsenal for four SOC-410 Directional Hemispherical Reflectometer (DHR) devices. The requirement is a small business set-aside being solicited on a sole-source basis to Surface Optics Corporation under FAR Part 19.5.
The DHR devices will be used for quality control procedures to test Chemical Agent Resistance Coating (CARC) applications on Army vehicles. Each unit must have two modes: an Engineering mode for measuring and storing DHR measurements across six specified spectral bands, and a Quality Control mode that displays only pass/fail results. Key specifications include password protection features, capability to measure at 20 & 60 degree angles of incidence, and ability to measure across Near Infrared, Short Wave Infrared, Mid Wave Infrared and Long Wave Infrared bands. The contract includes requirements for a Start of Work Meeting within 10 days after award and a Critical Design Review within 6 months. The total period of performance is 7 months. The contract will be awarded as a Firm-Fixed-Price contract.

C.1 Scope
C.1.1 Purpose
The U.S. Army has a requirement to perform quality control procedures as new Chemical Agent Resistance Coating (CARC) coatings are applied to Army vehicle systems. One of these quality procedures utilizes a device called a Directional Hemispherical Reflectometer
(DHR) to ensure the proper application and effectiveness of these coatings without revealing potentially classified information. Each
DHR tool shall be equipped with the standard Engineering Mode and Quality Control Mode.
The Contractor must develop this device with the required specifications detailed in sections C.2 and C.3 and adhere to the product reviews detailed in section C.4. After the DHR passes the Critical Design Review (CDR) detailed in section C.4.2, the contractor must deliver seven of the finalized devices to the U.S. Army in accordance with (IAW) section C.7.
C.2 Device Specifications
Each unit shall have the following 2 modes:
C.2.1 Engineering mode (standard SOC-410 operation) with the following features:
C.2.1.1 The capability to measure, display and store DHR measurements for each of the following 6 spectral bands and for 20 &
60 degree angles of incidence:
C.2.1.1.1 Near Infrared (NIR): 0.9 to 1.1 \'b5m
C.2.1.1.2 Short Wave Infrared (SWIR): 1.9 to 2.4 \'b5m
C.2.1.1.3 Mid Wave Infrared (MWIR): Three bands

(b) 3.0 to 5.0 \'b5m
(c) 4.0 to 5.0 \'b5m
C.2.1.1.4 Long Wave Infrared (LWIR) 8.0 to 12.0 \'b5m
C.2.1.2 Numeric DHR data will be displayed and can be saved on media card.
C.2.1.3 Access to Engineering mode will be password protected.
C.2.1.3.1 Password must be at least 8 characters in length.
C.2.1.3.2 When in Engineering Mode, the User must have the ability to update password as needed.
C.2.1.3.3 Passwords can consist of both alphanumeric and special characters.
C.2.1.3.4 There must be a method to unlock Engineering Mode in the case of a lost password such as a hardcoded administrative Master password or some other scheme.
C.2.2 Quality Control mode (modified SOC-410 operation) which will measure DHR but only display PASS/FAIL for each of the following spectral bands for 20 & 60 degree angles of incidence. Quality Control mode will not store any data and can be used without an SD card.
C.2.2.1 Near Infrared (NIR): 0.9 to 1.1 \'b5m
C.2.2.2 Short wave Infrared (SWIR): 1.9 to 2.4 \'b5m
C.2.2.3 Mid Wave Infrared (MWIR): Three bands
