Responses to Contractor Questions – Solicitation W912C4-16-R-5011 81ST Regional Support Command (RSC) As of 15 September 2016
Q: “Page 9 of 77, Performance Work Statement (PWS), Paragraph 1.0, states that both SIPR and NIPR VTC equipment exist in the conference room. The PWS implies, but does not directly state that the contractor is to install both a functional SIPR and a functional NIPR system.”
ANSWER: The Requirement is for the NIPR/ARNET VTC to be replaced
Q: “Our technicians were told at the Site Survey, that the NIPR was to be maintained and the SIPR related equipment was to be totally discarded and removed from the premises. This is due to the fact that the SIPR is not used, and that there is a NIPR requirement only. Nonetheless, the PWS does not state the elimination of the SIPR system.”
ANSWER: Removal of SIPR equipment is authorized in order to install NIPR/ARNET VTC equipment. Any SIPR Equipment removed will be turned over to the COR for proper disposal.
