PERFORMANCE WORK STATEMENT
Performance Work Statement
For
Video Teleconference Room Suite Lifecycle
Part 1
GENERAL INFORMATION
1. GENERAL: The 81st RSC Headquarters is located at 81 Wild Cat Way, Building 1525, Fort Jackson, South Carolina. Inside the Headquarters building there is a Command Conference Room (“CCR”) which supports Internet Protocol (IP) video teleconference (“VTC”) equipment that transmits both classified/unclassified material/operations. The system’s classified side was separated recently, however, there exits non-functioning equipment remaining therein. The separation of the classified from the unclassified components leaves the command without a properly functioning unclassified IP based VTC system which includes nonfunctioning, outdated equipment. The VTC configuration operates using three separate TV’s, which allows viewing from different directions. It has one touch screen to control the system. The current system has been modified multiple times and is a patchwork of multiple modules which have now reached its end of life.
1.2 Description of Services/Introduction: This is a turn-key buy. The successful contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, expertise, and anything else as needed to perform the necessary work to perform to the standards in this contract except those items provided by the Government.
1.3 Objectives: As noted above, this is a turnkey buy. The successful contractor shall procure and install modern IP capable VTC equipment such as the Polycom Bundle HDX Media Center 8000® or the Cisco TelePresence, MX200 or MX300®. PLEASE NOTE: This is not an endorsement of any particular VTC make or model. Rather, this information is illustrative and being solely provided to give the selling community a general idea of the government’s need. The successful contractor shall make a global assessment of the government’s VTC equipment needs. The successful contractor shall uninstall/recover/remove any and all unnecessary equipment by breaking it down and removing it from the current system. In other words, any equipment that cannot be reutilized shall be removed and turned over to the Government. Installation shall ensure improved airflow for the entire system to prevent possible overheating, cable management throughout the system, room, executive table, and hide unnecessary cabling from atop the conference room table and any other areas within sight. All recovered / removed Items will remain on site and returned to the government control immediately. The overall goal is to maximize savings through re-using that equipment which can be used, minimized footprint of the new system, and selection of the optimal equipment that integrates with current systems yet will provide long term, maintenance free equipment that avoids planned obsolescence.
1.4 Scope: The contractor shall provide all material, labor, equipment, and supervision required to accomplish the following:
Procure and install a commercially available VTC system with the capability to host and present presentations with local content connected to the VTC equipment.
VTC should be capable of being viewed on different TV screens with ability to isolate which screen is showing VTC or content.
VTC equipment should have multiple ports for different types of connections such as VGA, DVI, and HDMI.
Provide all necessary hardware, equipment and infrastructure support to push and display content to remote site connections and dialed in users.
The installation of any IT/ Phone related equipment and supporting infrastructure will comply with UFC 3-580 June 2007(B) the Army Reserve IT Manual W/Change 3 (C), I3A dated Feb 2010 (D), the Army Reserve ICT & Construction Criteria Diagrams W/Flowcharts Dated 17 Dec15. Attached as Annex’s for information purposes.
Must also meet DISA STIG and USARC ARNET requirements. Attached as
Annex’s for information purposes.
Completed project will include wiring and design diagrams of VTC system provided to the 81st RSC to meet IT best practices and for historical recordkeeping. Any possible coding shall remain Government property.
Removal of any non-functioning and/or not need components of the current system.
Provide all user manuals
1.5 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to protect, secure, identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6 Quality Assurance: During relocation, quality assurance checks will be conducted to ensure services closely associated with inherently governmental functions are not being performed. The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.7 Recognized Holidays: The contractor is not required to perform services on federally recognized holidays.
