QUESTIONS & ANSWERS
Questions & Answers Section
Contractor Questions 1: The fiber requested for the two routes are SM OS2 IN/OUT according to the SOW. This can be confirm?
Government Response: Yes. That is correct. The fibers are SM OS2 IN/OUT.
Contractor’s Question 2: Only for clarification, is it require to do the Confined Space report with the Multi-Gas Air Monitor. For work in Confined Space going to be require the use of Rescue Emergency equipment with all the procedure? The Confined Space form is provided by the owner or by the contractor?
Government response: NEC does not have a requirement for a Confined Space report. However, any personnel working in NEC confined spaces must: use a calibrated Multi-Gas Air Monitor to test air quality, a tri-pod to lower and raise personnel and equipment, and personnel entering the confined space must wear a full body harness with D ring on the back to be hooked to the tri-pod hook. Personnel must also have the Fire Department number on hand to call in case of an emergency for 1st responders to arrive. The fire department dispatch number is (787) 707-3410 and (787) 707-5911. They must provide the exact location, manhole or hand hole number and street, i.e., Southgate Road or Patriot Blvd, etc. If the contractor has a confined space form, NEC will accept that copy for record purposes. However, NEC does not have such form.
Contractor’s Question 3: We need to provide the certification of calibration for the Confined Space Air Monitor, OTDRs and Fiber equipment calibrations documents?
Government Response 3: Contractor is required to ensure the fiber optic is ready to be use. Equipment used to complete task is contractor’s responsibility. Yes. NEC requires that the contractor provide evidence of calibration of Confined Space Air Monitor, Optical Power Meter, and Optical Laser Source devices. NEC does not require calibration documentation for OTDRs, but should be in good working condition.
Questions related to route from MH-25 to HH B-566:
Contractor’s Question 4: The conduit that we are going to use is a vacant spare pipe?
Government Response 4: NO, It is not vacant. Two 12 strand fiber Optic Cable (FOC) and 100-24 Gauge Jelly filled (PE-89).
Contractor’s Question 5: The J-hook are just for the Bldg566?
Government response: Yes. B-399 conduit is close to the cab.
Contractor’s Question 6: Is it require to install a plenum inner duct for the interior of Bldg. 566?
Government response: Yes. It is required.
Contractor’s Question 7: Is i t require to provide FO cable test before and after installation?
And provide both test reports?
Government response: Yes. A fiber optic (FO) cable test is required by NEC after the installation.
The test results must provide OTDR trace readings, and fiber optic cable loss readings. Both results must be provided to the NEC in paper copy accompanied by electronic copy such as CD or DVD.
Contractor’s Question 8: We need to provide test certification for the cable link from end (BLD
566) to end (BLD?)?
Government response: YES, From Building 566 Telecommunication room (TR/ER) to building 527 Telecommunication room (TR).
Contractor’s Question 9: Is i t require to do other work at the end of the UGFOC-48-SM A- 6 Cable or is already terminate and ready for route cable certification?
Government response: It is terminated in a patch panel
For the route from Wind Turbine to MHB-399:
Contractor’s Question 10: During the site visit the existing HH have heavy traffic cover, are require to provide the same cover for the new ones to install?
Government response: Yes. Contractor shall consider existing conditions to maintain uniformity throughout the base.
Contractor’s Question 11: During the site visit we have notice that some areas have rocks, do you have any soil study for this route from existing HH-4D to Wind Turbine?
Government response: No soil study/soil data is available for this particular area. Based on previous works in the area we do not anticipate for the contractor to encounter issues with large size rocks. The size of rock material, expected to be encountered along the excavation, is such for a regular excavator equipment to manage without any issues.
Contractor’s Question 12: The pull box installation, we don’t find installation details. Can you provide details for it?
Government response: Yes. Attached to this amendment is the specifications required for the installation of the Pull Box.
Contractor’s Question 13: Is the utility detection ground penetration radar required to provide a detailed detection report?
Government response: Though the Contractor is required to submit an excavation permit to DPW, the information provided in such permit will not provide the exact location of the underground infrastructure. Though the Government does not require for the Contractor to provide a detection report, the Contractor is responsible for implementing a mechanism to assist him/her in the effort of identifying a more precise location of such utilities along the intended excavation work in order to mitigate potential damages to those.
Contractor’s Question 14: The area form HH-4D to wind Turbine is an existing rain drain can consider in case the new trench running at this specific area.
Government response: Contractor should perform work as stated in the SOW, if exposure of the line become visible with time Government will consider the situation at that time. Contractor shall ensure Installation at the present time is in accordance with regular construction and installation standards for the specific work to be perform.
Contractor’s Question 15: Some area have like abandon concrete platform (entrance) in case of impacted we need to restore it as before at this areas?
Government response: If a deviation of the excavation cannot be realized, any areas disturbed by this project needs to be restored back to its original condition or better. In addition, any areas disturbed by the contractor not contemplated within the project, needs to be restored back to its original condition or better.
Contractor’s Question 16: Is consider to install plenum inner duct in Bldg. 399 for this new fiber run?
Government response: YES, Use approximately 30 feet of plenum innerduct. Minimum One (1) inch.
Contractor’s Question 17: In the wind generator mention to fuse the cable with an existing one, this FO connection is suing a fiber splice enclosure, can provide details for this enclosure. Ex.
Where is going to be install? Is Wall mount, underground or rack?
Government response: Enclosure is inside the cabinet. However, the existing cabinet belongs to Johnson Control (JCI) group. We believe it to be beneficial to intercept cable underground at the corner of site cage going to the Wind Turbine, and install a box at the intercept point to fuse right there.
Contractor’s Question 18: In the wind turbine area will the tube be brought to this area, we want to know if there are existing ducts that will be intercepted outside the platform or will it be necessary to install a new duct to the cabinet?
Government response: There are existing conduits that shall be intercepted outside the platform. The new schedule 40 conduit must intercept underground cable coming from the wind mill outside of the platform. The intercept point will need a splice box of 24” X 36” X
30” Polymer Concrete Assembly box to fuse existing FO cable to new FO cable. Nameplate on box should read “Fiber Optic.”
Contractor’s Question 19: Why in NEC Concept Drawing OSP Construction for the installation of a FOC-12-SM from South Gate WIND Turbine Instrument Panel to B399 for the DES CCTV Cameras present Material List with Option 1 and Option 2?
Government response: Cable termination shall be ultra polish connecter (UPC-SC) Pig tail by fusion method.

TECHNOLOGY (IT) SYSTEMS
The recent disclosure of U.S. Government documents by WikiLeaks has caused damage to our national security.
Each DoD employee and contractor is obligated to protect classified information and the integrity of government IT systems in accordance with applicable laws and DoD policies.
Unauthorized disclosures of classified documents (whether in print, on a blog, or on websites) do not alter the documents’ classified status or automatically result in declassification of the documents. To the contrary, classified information, whether or not already posted on public websites or disclosed to the media, remains classified, and must be treated as such by DoD employees and contractors, until it is declassified by an appropriate original classification authority.
DoD employees and contractors are reminded of the following obligations with respect to protecting classified information and the integrity of unclassified government IT systems.
DoD employees or contractors shall not access classified information unless they have:
o Received a favorable determination of eligibility for access by an appropriate authority, o Signed an approved nondisclosure agreement, o Demonstrated a need to know the information, and o Received training on proper safeguarding of classified information and on the criminal, civil, and administrative sanctions that may be imposed on an individual who fails to protect classified information from unauthorized disclosure.
DoD employees or contractors shall not remove classified information from official premises or disclose it without proper authorization.
Except as authorized by DoD policy and procedures, DoD employees or contractors shall not, while accessing the web on unclassified government systems (including BlackBerries or other smartphones), access or download documents that are marked classified (including classified documents publicly available on WikiLeaks.org and other websites), as doing so risks putting classified information on unclassified IT systems.
This requirement applies to accessing or downloading that occurs using government computers or employees’ or contractors’ personally owned computers that access unclassified government systems, either through remote Outlook access or other remote access capabilities that enable connection to these government systems.
This requirement does not restrict employee or contractor access to unclassified, publicly available news reports (and other unclassified material) that may in turn discuss classified material, as distinguished from access to the underlying classified documents available on public websites or otherwise in the public domain.
DoD employees or contractors shall refer all public queries on this matter to their servicing Public Affairs office;
they shall neither confirm or deny the presence of classified information in articles or websites in the public domain.
DoD employees or contractors shall refer Congressional queries pertaining to the presence of classified information in articles or websites in the public domain to their servicing Congressional Affairs office.

Note: In the case of classified documents inadvertently accessed or downloaded from the WikiLeaks website or other websites posting WikiLeaks-related classified documents, the IAM will document each occurrence and delete the affected file (s) by holding down the SHIFT key while pressing the DELETE key for Windows-based systems. No incident report or further sanitization of government IT systems is required. This guidance pertains only to the accessing or downloading of the classified documents described above because of the extent of the compromise and the prohibitive cost of standard sanitization procedures.
