About this file
This document is a presentation for an Industry Day hosted by the United States Army Corps of Engineers (USACE) Tulsa District. The purpose is to provide information on an upcoming design-build project to replace the upstream-most cell (Alignment Cell 3) of the pile structure used to align downstream-bound vessels to the lock wall at the W.D. Mayo Lock and Dam.
The key details are: The existing Alignment Cell 3 was destroyed in 2023, and the Tulsa District is exploring the use of Fiber Reinforced Polymers (FRP) in its replacement construction. The estimated construction price range for this project is between $5,000,000.00 to $10,000,000.00. The Industry Day forum will be held virtually on June 5, 2024 from 9:00 AM to 11:00 AM, and interested prime contractors or subcontractors are invited to attend. Specific procurement information will be available in a future solicitation posted on the SAM.gov website.

Scope of Work
W.D. Mayo Lock and Dam is located on the Arkansas River at navigation mile 319.6. It is in LeFlore and Sequoyah Counties about nine miles southwest of Fort Smith, Arkansas. The lock has a 110-foot by 600-foot chamber with horizontally framed miter gates. It has a 20-foot normal lift and 24-foot maximum lift.
Extending approximately 700 feet upstream of the lock’s upstream guidewall are a series of three sheet pile structures used to align downstream-bound vessels to the lock wall. The upstream-most cell (Alignment Cell 3) was destroyed in 2023. The replacement structure will be constructed in the same location (see location map).
Background information on the demolished Alignment cell 3 includes:
Constructed around 1973.
52.5-foot diameter.
The exterior wall was driven 46’ PS-28 steel piling driven approximately 14.5 feet to rock.
The interior was filled with quarry run stone and capped with concrete.
Sheet pile construction had significant historic corrosion.

Some fill material may still be on the river bed. All debris above the silt line was removed. Probably still some material embedded in the silt. Brought in a salvage company to remove as much as we could. Nothing in the Nav Channel that is effecting Navigation. Only remove something that would prevent installation of the new structure(s).

Project includes:
Replacement of the 52.5 foot diameter Alignment cell in the same general location.
Replacement will include FRP (Fiber Reinforced Polymers) Multiple geometric configurations may be considered, including:
Arched guidewall similar to bridge protection structures using large diameter FRP pipe piles and FRP fendering FRP dolphin pile group with a pile cap Ring(s) of FRP piles.
Anticipated vessel impact force is approximately 1,000 kips with a pile stick-up height above bedrock of approximately 46 feet.
