W912BV23Q0001 Amendment 0004 RS Kerr Powerhouse, 480V Motor Control Center Supply
Bidder Question Government Reply
For loads listed in schedule for “Heaters”, please clarify requirement for contactor w/overload (FVNR) or contactor only (FVC). On previous Corps of Eng hydro jobs, Heater loads are fed from contactor only units.
Per contract and reference drawings, it needs to be FVNR.
Sheet E‐205, A/C, Heating, and Ventilating No Distributor Center has one unit ( unit “a1”) with five contactors fed from one breaker. This is not a typical design with current MCC’s. On a previous COE job, each heater was fed from a separate breaker/contactor. This allowed each breaker to be sized correctly for heater kW rating. Control power can be provided from one larger CPT to all contactors. Please advise if this is an acceptable design.
This question would apply to any units shown with multiple contactors feed from one breaker.
The design needs to be as shown on the contract drawings. Refence drawings 3201‐D‐5035 and D‐6904001‐1 show how existing equipment is configured and per note 3 of E‐205 the new equipment needs to be configured to match the refence drawings.
Sheet E‐24 – Water Treatment Dist Center – Incoming feeders are shown to be 90A trip. If 100% rated breakers are required, then 100A would be the minimum trip setting available. Please advise if this rating would be acceptable.
These breakers have to be 90A as the upstream breakers are also 90A.
2.2.5.3 Horizontal Wireways ‐ Top and Bottom Wireways height will vary depending on specified location of Master Terminal Blocks indicated on Drawings. If MTB is to be located at top, the top wireway will be 15” and bottom will be 3”. If MTB is to be located at the bottom, the top and bottom wireway will be 9” each. Advise if this is acceptable.
This is acceptable as long as the MCC meets the maximum height shown on the drawings.
2.2.12 – There were not any shunt trips indicated on drawings for Main breakers. Please advise if shunt trips are actually required on main breakers.
Provide shunt trip devices where indicated in the specifications and as shown on the drawings.
2.4 – 100% rated breakers is not usually specified for all breakers. If this is required, is this only for the main circuit breakers? For example, 100% rated breakers are not common below a trip rating of 100A. Also, if 100% rating is required in the 100A – 225A range, a larger frame breaker is required which can increase the overall dimension of the MCC.
100% rated breaker is not needed. Not sure where it came from as we don’t typically specify that.
2.5.1 – each MCC would be provided with 14AWG SIS control wire and SIS power wire. This is standard and meets all UL and ANSI requirements. Is this acceptable?
For power circuits #14 SIS is acceptable if the ampacity is less than 20 amps.

Electrical; MCC layouts; Is there sufficient room where the MCCs are located for them to increase in width if due to the requested equipment requirements. EX:
UNIT DISTRIBUTIONS UNITS 1‐4 show 4 sections totaling 80”, would there be sufficient room if we had to increase this MCC to 5 sections, totaling 100”
MCC units shall be configured and provided to the sizes shown on the contract drawings.
Are the terminal block units used in the existing MCCs located in the top and bottom wireways OR are they using up a space factor?
The existing terminal block locations are shown on the reference drawings.
Would the use of NEMA space saving reversing and non‐reversing starters unit be acceptable? (these reduce the space factor required for each)
The space saving reversing and non‐reversing starters unit are acceptable as long as they are NEMA ICS18 compliant.
Are their existing conduits in the floor that need to be matched up within the new MCC configurations or are they all going to be new?
The existing embedded conduits need to be reused.
On all of the ones lines it has the symbol for a magnetic overload on all locations except for the mains. Some of these are listed as just breakers in the equipment list. Are these magnetic overloads needed anywhere except for the starter units?

I have the reference drawings for the Starters. Are the schematics going to be the same or very similar on the new MCCs?
The schematics will remain the same.
Is there sufficient room at the jobsite that would allow the MCCs to grow in size (left to right) if needed? Some of the equipment requested and with the use of the terminal block units taking up a space factor could create a need for this. Are there scaled drawings available of the floor layouts?
MCC units shall be configured and provided to the sizes shown on the contract drawings.
There isn’t anything in the solicitation regarding a required delivery date. What is the required delivery date?
Delivery of all materials/products shall be within 365 days from award.
Will the Corps allow progress payments on this contract against a cost loaded schedule?
No progress payments.
There is reference to 01 33 for submittals, but no such section in the solicitation documents.

For the wire, there is no cable and conduit schedule, just the footages of the price schedule. Are the cables to be supplied each type of cable for each run on a separate spool?
Each run of cable does not to be on a separate spool.

Can you please comment on the evaluation criteria and NIST requirements as well?
A vendor will not be eligible for award if they don't have a NIST score.
The RFQ appears to be “for direct purchase” by USACE. This seems unusual in our experience with other sites and districts. Please confirm the intent to have USACE purchase directly based on responses to this RFQ. Also, as you are able, please comment on the drivers for direct purchase rather than purchase through a general/prime contractor which we find more common.
This is a direct purchase.
SECTION 26 24 19.00 Paragraph 2.2.8.2: While this spec calls for three form C contacts in each controller, our experience with USACE jobs typically includes three form C contacts in the contactor and one in each CB to monitor status. Are auxiliary contacts required in the CB?
The circuit breakers need to have bell alarm contacts.
Much of our past work with USACE seems to benefit from I/O cabinet sections or separate cabinets. Do we need to include I/O cabinet similar to other USACE projects?
No I/O cabinet sections or separate cabinets are needed for the MCCs.
23 Is Maintenance Mode required on the MCB? Yes, maintenance mode should be included.
SECTION 26 24 19.00 Paragraph 2.2.9.5: The spec describes Elapsed Time Meters.
The one lines do not include any. Please clarify if we should add them to the controllers?
Elapsed Time Meters are not required.
SECTION 26 24 19.00 Paragraph 2.2.5.1 requires: "Provide each removable unit with a provision for padlocking in a position in which it is disconnected from the vertical bus, although not removed from the stationary structure ." We know that this is a common specification from USACE. In our more recent discussions with other USACE districts, in the last year or 2, we are finding that the engineering team most directly involved in any given lock/dam request indicates that this is “legacy text and not required at this time”. Our MCC solution can provide this and we are happy to provide it, but it does add noticeably to the price and perhaps also the delivery lead time. So, we want to confirm that this requirement is important for the scope of work for this RFQ, and not merely a piece of “legacy text” that has not been consciously considered.
This requirement is not needed, it is legacy text.
We find the request for cables and wireway a bit unusual unless installation is also requested, as these are often provided by installation contractors. Please confirm that installation of these MCCs is currently excluded from the requested scope of work.
Installation of the MCCs will be by others and is not included in this scope of work.

We have not located meaningful schedule or Period of Performance information for this scope of work, please discuss desired schedule and any order of delivery for these units.
There is no PoP, it is a supply buy. Delivery of products shall be within 365 days from award.
Please indicate any additional terms and/or possible DPAS priority ratings for this scope of work.

52.212‐2 EVALUATION‐‐COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES: Is the evaluation criteria strictly for the offeror or does it include the manufacturer?
Offeror.
Section 3.0 EVALUATION OF OFFEROR PROPOSALS requires all vendors to have a NIST score. “(2) Vendors MUST have a NIST score to be eligible for award. Vendors without a NIST score will be rated as “unacceptable” and ineligible for award.”
a. Are offeror’s who are considered a Non‐manufacture in accordance with the NAICS 335313 rule required to obtain the NIST score?
b. Considering the government has already posted all the drawings and details to the Internet, what type of Department of Defense (DoD) controlled unclassified information (CUI) will be involved in this contract?
c. Are the offeror’s manufacture of the equipment required to have a NIST score?
d. Are the cable manufacturers/suppliers required to have a NIST score?
The prime contractor must have a NIST score.
Will you be using ProjNet per 1.4 OFFEROR'S QUESTIONS AND COMMENTS? No.
1.7 PROPOSAL SUBMITTAL, allows proposals to be emailed rather than using the PIEE system. Is this correct?
PIEEE is required unless the system is down, then email will be acceptable.

SECTION 26 05 19.10 10: 1.1.3 states to make submi als in accordance with
Section 01 33 00 however, this section is not provided.

36 SECTION 26 05 19.10 10: Will hard copies of submittals be required? Digital/Electronic copies of submittals are acceptable.
SECTION 26 05 19.10 10: Requires testing of shields. Do any of the new tray cable require shields?
No, these cables do not need to be shielded.
SECTION 26 05 19.10 10: Paragraph 2.2.1 Submittal Requirements mentions a Submittal Register. Will the COE provide this?
Submittal Register is the responsibility of the contractor.
SECTION 26 20 00: What are the seismic requirements per Section 1.7? See amendment and specification 13 48 00.00 26 for seismic design and supply requirements.

SECTION 26 24 19.00: What is required for the Training Manual listed in 1.3 SD‐10? The training manuals need to include items listed in paragraph 3.3 and any other materials needed to train project personnel on the equipment maintenance and operation.
SECTION 26 05 19.10 10 Paragraph 2.2.5.1 states that cable jackets shall be one of the materials listed:
a. Heavy‐duty black neoprene (CR‐HD)
b. Heavy‐duty chlorosulfonated polyethylene (CSPE‐HD)
c. Heavy‐duty cross‐linked (thermoset) chlorinated polyethylene (CPE‐XL‐HD).
None of the jackets above are stock items and would have to be special made, with each size requiring a 10,000’ minimum order.
Paragraph 2.2.5.1 further states that variations from the materials required below will be permitted only if approved for the specific use, upon submittal of sufficient data to prove that they exceed all specified requirements for the particular application.
We propose multiconductor cables with a CPE thermoplastic jacket. Data can be provided showing that it exceeds all applicable requirements listed in Paragraph
2.2.5including:
• Section 4 of NEMA WC 70
• NEMA WC 70
• Section 4.1 of NEMA WC 70
• No polyvinyl chloride (PVC) compounds Will the government accept cables with CPE thermoplastic jackets?
The use of cables with chlorinated polyethylene (CPE) thermoplastic jackets is acceptable.
