The existing bridge crane is a 250-ton, top-running bridge type with two bridge girders and two trolleys. Each existing trolley has one main hoist rated for 125-tons and one auxiliary hoist rated for 20-tons. The rotor assembly lift was designed for 175-tons and the runner assembly lift for 250-tons. The anticipated generator unit rehabilitations and turbine replacements will be restricted by weight in order not to exceed these crane limits.

Scope of work: The following is a list of the major items of work included in this Contract. All of the items listed here are described in greater detail throughout the rest of the technical sections. The work includes the removal of the existing components and systems of components which are known to have asbestos containing material and lead based paint, without being specifically identified. The work includes, but is not limited to:

a. Inspection of welds on all four hoist drums, inspect for wear on components of four load blocks, inspect all wheels and open gear sets.

b. Optional CLINs may be exercised by the Government in order to replace components or assemblies that are found, by inspection, to be not serviceable.

c. Design, fabricate, and shop test the rebuild of each hoist gear reducer by removing load brake function and extending the input shafts.

d. Remove and dispose of existing operator cab, and replace with new.

e. Remove and dispose of existing crane electrification system, and replace with new.

f. Remove and dispose of existing shaft couplings, bearings, seals, and brakes, and replace each with new.

g. Remove all wheel assemblies in order to inspect wheels, open gears, and shafts for wear. Dispose of all wheel bearings and replace with new.

h. Rehabilitate, inspect, and load test all four hoists after reassembly.

i. Miscellaneous grout repair along crane rail.

j. Coat the entire crane with new paint system which is intended to encapsulate the existing lead based paint.

k. Provide operation and maintenance manuals for the new aspects of the bridge crane.

l. Provide as-built drawings for the new configuration of the existing bridge crane.

1.13. EVALUATION CRITERIA

Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors of the base proposal. Tradeoffs are not permitted. Proposals will be evaluated for acceptability but not ranked using non-cost/price factors.

An evaluation for acceptability will be performed on each proposal received by the deadline with FAR 15.101- 2(b)(3). The proposal that provides the lowest overall price and is otherwise technically acceptable (LPTA) in all factors will be selected for award. To be considered technically acceptable, no technical factor in the proposal may be determined to be unacceptable. The failure of a proposal to meet any of the factors will result in a technically unacceptable rating and preclude award. Exchanges with offerors may occur. The Government intends to award without discussions, but discussions may occur, when necessary, after a competitive range is established.

Past Performance history shall be evaluated for each vendor and their supplier’s past performance history in the Past Performance Information Retrieval System (PPIRS). The Government will review the experience forms submitted as well as all CPARS, ACASS, CCASS evaluations regardless of project and past performance questionnaires for projects submitted. Vendors and their suppliers whose proposal having anything other than an “Unsatisfactory” rating in PPIRS are considered eligible under this evaluation criteria.

Price will be evaluated and considered but will not be scored or combined with other aspects of the proposal evaluation. The proposed prices will be analyzed for reasonableness. They may also be analyzed to determine whether they are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the information provided by the Offeror. Additionally, all offers will be analyzed for unbalanced pricing in accordance with FAR 15.404-1(g) and may be rejected if it is determined that the lack of balance poses an unacceptable risk to the Government.
