Supplemental Bidders’ Inquiries and Government Responses dated June 5, 2019 are provided for clarification. The specifications and drawings have been amended when necessary to incorporate the supplemental responses.
PCB Test Results dated 2-6-2015 are provided for information only in response to a bidder’s inquiry. Results indicate all PCBs are below action levels.

SUPPLEMENTAL BIDDERS INQUIRIES AND GOVERNMENT RESPONSES
JUNE 5, 2019
• Specification Section 02 42 00.00 26 Paragraph 3.2.1 states all insulating oil and piping in the powerhouse shall be removed up to the capping location in the Paint & Grease Room and Oil Purification Room as indicated in the plans and specifications. What is the total quantity of oil that is to be removed on the project, from the transformers, tanks, piping, etc.? Should the contractor assume this oil is above or below 50 ppm? This has a large impact on pricing and must be known prior to bid.
o The existing generator step up transformers each contain 6,350 gallons as shown on the transformer nameplates in the reference drawing package. Assume 1000 gallons in the tanks for a project total of 13,700 gallons. All oil is below 50 ppm as shown in the attached oil test reports. See updated section 01 22 00.00 26 item 0030.
• The existing units are very large in size and weight. Will the government allow the units to be partially disassembled onsite to allow for smaller over the road loads. This will greatly reduce overall project costs.
o Can remove bushings, surge arrestors, and coolers, and other misc. equipment. No salvage of transformers onsite. See updated section 26 05 00.00 26 paragraph 3.2.7, 3.2.8.
• The new cable schedule calls for 15kV #6 cable to be installed. #2 is the smallest 15kV cable that we can find. Should we #2 for this circuit?
o The cable and conduit schedule has been updated to use #2 15KV cable. See updated E- 801, 802
• Section 26 05 19.00 26 “Insulated Wire and Cable” paragraph 2.2.5.1 provides two jacket options. Neither of the options are stock items for cable manufacturers and must be ordered with minimum quantities. This contract requires 31 different conductor/size configuration cables that would require a minimum order. This would lead to thousands of feet of unneeded cable at additional unnecessary cost to the contract. We propose substituting a thermoplastic CPE jacket which is a common stock item for cable manufacturers that can be ordered in exact quantities required by the project.
o The cable and conduit schedule has been updated reduce the number of cables. See updated E-801- 804. Thermoplastic will not be allowed.
• Is a Seismic Certification, including shake table testing, required for the metal enclosed bus duct?
o The bus duct is required to have a seismic certification in accordance with section 13 48
00.00 26 paragraph 1.4.4 which allows testing or analysis.
• The drawings indicate that the fire pump controller is to be furnished under another contract. However, the new fire and jockey pumps supplied under this contract will require specific controllers. Should the contractor provide and install these controllers under this contract? If by another contract, they would need to be coordinated with the new pumps and installed prior to or at the same time as the pumps.
o The Fire pump is will be supplied and installed under another contract. This contract requires connecting to the controller.
• How is the contractor to get the new 6,000 gallon tanks into the existing Oil Purification Room. Drawing MD104 says to enlarge the doorway of the insulating oil room for the replacement of the six tanks in that room, but doesn’t address the two in the oil purification room. Should the contractor also plan on enlarging the door to the oil purification room?
o The contractor will need to construct the tanks in the oil storage room. Enlarging the door will not be allowed.
SUPPLEMENTAL BIDDERS INQUIRIES AND GOVERNMENT RESPONSES

• Spec section 26 13 13.00 26 2.2.2 shows breaker ratings to be 2000A. Drawing E-602 shows generator breakers to be 3000A. Please clarify.
o All 15kV breakers are 2000A. See updated E-601, 602, 603
• Drawing E-603 does not indicate amp rating for breakers XJ01, 02, 03, 04, Please clarify required breaker rating.
o All 15kV breakers are 2000A. See updated E-601, 602, 603
• Spec section 26 13 13.00 26 2.2.2 states that all breakers shall be a generated rated breaker. Please clarify that this is required for the other breakers in SJ2 and SJ3 (Lock switchgear, SS transformer).
o All 15KV breakers are generator rated breakers so all breakers are interchangeable.
• If 3000A rated breakers are required, then it is not possible to have an auxiliary section (PT) above the breaker. The requirement for 80” high structure does not allow physical space for an aux compartment with a 3000 amp breaker in a single structure. The 3000A breaker is a taller breaker than a 2000A breaker. In order to keep the same footprint, SJ2 and SJ3 would require either the Lock Swgr or SS XFMR breaker to be 2000A or less. SJ1 and SJ4 would meet the width requirement with putting all PT’s in opposite structure from breaker.
o All 15KV breakers are 2000A. 80” is to upgrade operation and maintenance access to equipment from the original switchgear. The maximum depth is 92 inches. See updated section 26 13 13.00 26 paragraph 2.3.2.
• Specification Section 41 22 23.19 Paragraph 2.2 calls out a Harrington RH05U-52D4P-4-V model or equal. The Harrington unit and its equals are not available with 60-minute rated hoist or trolley motors as required in paragraph 2.6. In addition to this a Class C crane would typically have a 30-minute rated motor on both the hoist and trolley and be well within the customer’s usage unless it was a very long lift hoist with a slow lifting speed. If the USACE would like 60-min rated motors on both the hoist and the trolley we can provide them, albeit not with a Harrington model or equal. Please advise on how to proceed.
o Section 41 22 23.19 paragraph 2.6 has been updated to a 30 minute duty rating.
• Specification Section 41 22 23.19 Paragraph 2.8 requires provision of a 3 position spring return bypass key to lower the hoist once it reaches the weighted limit switch (last line of defense before a two blocking condition). This is not something you’d see with this duty hoist and it cannot be provided with the Harrington or equal unit. We can provide it, but it will be with a heavier duty, much more expensive hoist. Please advise on how to proceed.
o Section 41 22 23.19 paragraph 2.8 has updated the limit switch requirements. A 3 position spring return switch is not required.
• Please clarify the intent of the 30 day period in paragraph 3.4 of Section 26 08 01.00 26. How many days of assistance with the government require for commissioning assistance? Since paragraph 3.4 states the government will have 30 days to perform their commissioning, should we assume there will be a 30 day period after finishing the first unit before we can begin the second unit?"
o The 30 day period has been updated to 7 days in section 26 08 01.00 26 paragraph 3.4.
The Contractor has to finish the first unit before beginning the second unit.

SUMMARY OF WORK
PART 1 GENERAL
1.1 SUMMARY OF WORK
The work to be performed under this contract consists of providing the labor, equipment, and materials to remove the existing GSU transformers, the 15 kV switchgear for units 1, 2, 3, and 4, the non-segregated bus between the generator and the 15kV switchgear, the non-segregated bus between the transformers and the 15kV switchgear, the non-segregated bus between the station service transformers and the 480V station service switchgear, the 480V switchgear, the 13.8kV/480V transformers, 480 Volt switchgear feeders, make connections to the new GSU transformers, install new non-segregated phase bus between the transformer and 15 kV switchgear, install new non-segregated phase bus between the 15 kV switchgear and generators, install new 15 kV switchgear, install new 480V switchgear and
13.8 kV/480V transformers, provide new controls and relaying, furnishing new control room remote 480V switchgear panel, furnish and install new motor control center feeders, and all the necessary auxiliary and ancillary equipment and systems required to install the equipment at the R.S. Kerr Powerhouse to make it fully operational. The new GSU power transformers are to be furnished by others with the external connections and deluge system to be made under this contract as summarized below and as required in specifications and drawings.
The work includes, but not limited to, the following:
a. Remove and dispose of two (2) three-winding GSU transformers including oil, piping, cabling and conduit, equipment no longer to be used and the disconnection from the overhead transmission line.
b. Remove and dispose of the four 15 kV switchgear lineups (unit 1, 2, 3, and 4) including the cable and conduit no longer to be used.
c. Remove and dispose of the two (2) 13.8 kV/480 Volt station service transformers including the cable and conduit no longer to be used.
d. Remove and dispose of the 480V switchgear lineup including the cable and conduit no longer to be used.
e. Remove and dispose of the existing non-segregated bus for units 1, 2, 3, and, 4 to include the sections from the generator to the switchgear and from the switchgear to the two GSU transformers.
f. Remove and dispose of the existing non-segregated bus for the 480 Volt switchgear to include the sections from station service transformers to the 480 Volt switchgear.
g. Remove six (6) tanks, oil piping, and accessories from insulating oil room.
h. Remove the existing oil filled transformer nitrogen piping, fire suppression deluge piping, oil piping systems, and their support structures.

i. Design, manufacturer, test and deliver FOB R.S. Kerr Powerhouse four
(4) new 15 kV switchgear assemblies with all breakers and auxiliary equipment.
j. Design, manufacturer, test and deliver FOB R.S. Kerr Powerhouse new non-segregated bus for connection between the generator main leads and the new 15 kV switchgear and non-segregated bus for connection of the new switchgear to the new GSU transformers.
k. Design, manufacturer, test and deliver FOB R.S. Kerr Powerhouse new 480V switchgear assembly including two (2) 13.8 kV/480 Volt transformers with all breakers and auxiliary equipment.
l. Design, manufacturer, test and deliver FOB R.S. Kerr Powerhouse one
(1) 480 Volt switchgear Remote Panel.
m. Modify the existing transformer pedestal. Design and install new transformer foundation to allow the transformer supplier to place the transformers in the final location. The new foundation will include new deluge containment. After the transformer is placed in its final location, weld and provide touchup paint.
n. Connect the power and control cables and conduits to the new GSU Transformers T1 and T2 (furnished by others) on the R.S. Kerr Powerhouse tailrace deck. (transformers to furnished and placed in location by others). Connect the cable from the new high voltage transformer bushings to the overhead transmission lines.
o. Install, level, and test new 15 kV switchgear for units 1, 2, 3, and 4 including all cable and conduit connections to make the equipment fully operational both locally and remotely as well as connection of the 15 kV cable connections to the existing lock switchgear and the new station service transformers.
p. Install, adjust, level, and test new non-segregated phase bus from the new 15 kV switchgear to the existing generator main leads including the bus tap for the existing excitation system.
q. Install, adjust, level, and test new non-segregated phase bus from the new 15 kV switchgear to the new GSU transformers (provided by others) and connect to the low voltage bushings to make it fully operational.
r. Install, level, and test new 480V station service switchgear and two
(2) station service transformers including all cable and conduit connections to make the equipment fully operational both locally and remotely as well as connection of the 600V cable connections to the existing motor control centers. Cover holes in control room. Install new diesel generator HRG.
s. Install, level, and test new 480V station service remote panel including all cable and conduit connections to make the equipment fully operational.
t. Design and install new fire suppression deluge piping and their support structures.

v. Install two (2) new insulating oil storage tanks: "clean" and "dirty" tanks in the Oil Purification Room.
w. Furnish and install new grounding conductors to new equipment.
x. Install all new wire, cables and raceways including supports required to connect the new equipment and make it fully operational including remote operation, alarm and indication. Cables going to existing equipment to be installed by Contractor but terminated at the existing equipment by others.
y. Furnish as-constructed drawings.
z. Furnish the services of manufacturer erecting engineers to supervise, direct the installation, and test the 15kV switchgear, 480V switchgear, and bus.
aa. Perform field acceptance testing and commissioning in coordination with the GSU transformer field engineer for the new transformer. GSU transformer field engineer services to be furnished under GSU transformer supply contract.
bb. Replace the two (2) 4500 GPM unwatering pumps and motors, one (1) 500 GPM unwatering sump pump and motor, and two (2) 500 GPM station service sump pump and motor replacement.
cc. DELETED.
dd. Replace the 4 ton single hoist monorail system on El. 440 with a new 10 ton monorail hoist system comprised of two (2) new 5 ton hoists.
ee. Replace the 18 inch draft tube valves, stems, and actuators.
ff. Replace the spiral case valves.
gg. Upgrade and relocate the governor oil kidney loop filter systems.

1.3 CHANGES IN SPECIFICATIONS AND DRAWINGS
