PROJECTS WITHIN THE GEOGRAPHIC BOUNDARIES OF THE SOUTHWEST

DIVISION (SWD) AND PROJECTS ASSIGNED TO THE SOUTHWEST DIVISION,

PRIMARILY LOCATED AT FORT BLISS, TEXAS AND NEW MEXICO.)

18 May 2016 1 June 2016 13 June 2016

1. OBJECTIVE

This requirement is for completion of a full range of environmental and related services associated with the management of hazardous, non-regulated, and universal wastes for projects assigned to the Southwest Division, U.S. Army Corps of Engineers. The Performance Work Statement (PWS) entails a full range of hazardous waste management services to include, but not necessarily be limited to: collecting and/or hauling hazardous, non-regulated, and universal wastes within a local area; operating hazardous waste transfer stations; volume reduction and recycling and/or disposal of generated wastes; maintaining compliance with environmental regulations and permit requirements; and sampling, analyzing, inspecting, treatment, labeling, packaging, record-keeping, manifesting, and providing relevant supplies and limited spill response. Types of wastes to be managed may include, but not be limited to petroleum-oil-lubricant (POL), toxic waste as defined by Toxic Substances Control Act, freon, and polychlorinated biphenyls.

The Government intends to award an indefinite delivery single award task order contract using a competitive, “best value tradeoff” selection approach in which all factors other than cost or price, when combined, are significantly more important than cost or price. It is effective for a base period of three (3) years upon award with one, two (2) year option. The resulting Indefinite Delivery Contract (IDC) will be awarded in accordance with FAR Part 15 and applicable supplements, guidance, and instructions. Task Orders (TOs) awarded under the basic contract will be Firm Fixed Price Performance based.

All the technical ratings in Volume 1 Factors will be combined, based on their assigned weighting, to assign an overall Technical Adjectival Rating.

3.1 Factor 1, Tab 1 – Technical Approach for Base Contract/Seed Task Order

The two main components that make up Factor 1 are the technical approach relative to the contract general performance work statement (Section C) and the technical proposal relative to the Seed TO PWS (found in Section J). Offerors must address both elements to meet the requirements of this factor.

3.1.1 Technical Approach for Base Contract

In accordance with Section C, Offerors should specifically discuss their general approach for managing, supporting, and operating HWSF at DoD installations/locations that are fully compliant with all state, federal, and DoD requirements. Technical approach discussions should include any innovative approaches for any aspect of operating a DoD HWSF that have or could result in cost and time savings for the government. Major elements of HWSF program operations including but not limited to performance of hazardous, regulated, and universal waste pick-up and transportation services, waste minimization, neutralization, disposal operations, establishing/managing satellite accumulation points and other storage facilities, manifesting, and spill cleanup and remediation managed waste should be addressed.

The Offeror’s Technical Proposal should articulate a clear understanding of the PWS requirements and the methodology that will be utilized to achieve PWS objectives during the performance period of the TO.

Program efficiencies and cost savings resulting from application of innovative approaches is a priority for the Ft Bliss HWSF program therefore Offerors are encouraged to utilize innovative approaches to degree possible. Rationale should be provided indicating why their specific proposed approach is technically feasible, cost effective, and compliant with all federal, state, and local regulations at Ft Bliss. The Offeror’s proposal should demonstrate the advantage to the Government of the proposed methodologies relative to all PWS requirements. The Offeror’s proposal should also demonstrate an understanding of the performance based nature of the TO and acknowledge and accept any risks associated with the proposed technical approach in meeting the PWS requirements.

The Offeror shall submit a Seed Task Order Milestone Schedule, without costs, that is consistent with their proposal and correlates to their Technical Approach. The Seed TO MS is presented as Seed TO Appendix A/Attachment 3 in Section J and includes the CLIN structure. Milestones should be definable that correlate to measurable steps necessary to the achievement of the performance objective. If awarded the Seed TO will become TO 0001 of the awarded contract.

As part of their Seed TO technical response, the Offeror shall also submit a detailed staffing and management plan and an activity and deliverable based milestone schedule (without cost) framework for achieving the proposed site-specific performance objectives and milestones. The Offeror must indicate whether it was the prime or subcontractor on each project. If the Offeror was the prime contractor, the Offeror shall also describe its primary role/duties in execution of the work (i.e. the major components of the project which were completed by the prime’s staff and major components which were subcontracted out).

A project is defined as: Work performed pursuant to one specific TO of an ID/IQ type contract at one site or multiple sites at a single installation or facility or work performed pursuant to a site-specific C-type (non-ID/IQ) contract for one site or multiple sites within a single installation or facility.
