Section 6.4 of specifications calls for a 300 gallon plastic container as shown in appendix B. May we substitute a metal dumpster that is equivalent in size and capacity? It would be similar to the bin in the attached PDF.

Government Response. . Metal refuse containers may be submitted for plastic if the units are of the same size and volume capacity, however; the lids must be of lite weight plastic for easy and safe lifting.

The solicitation requires a Health and Welfare payment of $4.27 per hour. Our company already offers 25% payment of health insurance, 4% 401k matching, and company-paid uniforms and life insurance. Do these benefits count towards satisfying the H&W requirement?

On: Feb 29 2016.

Government Response. . In answer to the question, the 25% payment of health insurance, 4% 401k matching, and life insurance are acceptable towards the Health and Welfare payment of $4.27/hr. Uniforms are not a bona fide fringe benefit and cannot be counted towards this amount. If the total fringes do not equal the $4.27/hr then the employee is due the remainder in cash.

As long as the amount paid for the employee is at least $4.27/hr and paid to a trustee or third person plan, they will be in compliance. If the employee chooses not to participate in the offered plans, then he is due the $4.27/hr health & welfare as cash fringes on his check.

Further questions in regards to the Wage Determinations should be directed to the Department of Labor.

On page one of the Pre-solicitation notice it states the contractor must be registered and current with (SAM)in order to receive a Government contract award. Is it necessary to incur that cost prior to the contract being awarded?

On: Mar 03 2016.

Government Response. . Yes, in accordance with the solicitation Contractors must be registered and current with System for Award Management (SAM) in order to receive a Government contract award.

However, there is no cost associated with SAM registration. Please go to www.sam.gov to register free of charge. If you use a search engine you may be directed to a company that will charge you to register so please cut and paste the website into your web browser. you may submit a quote even if your registration is not finalized but it must be finalized at time of award or you will not be eligible. Will an SF1449 be required for this bid? Page one says it will not, later in the solicitation it mentions filling in SF 1449 form in different places

Government Response. . No, a 1449 will not be issued for this requirement. This requirement was issued as a combined synopsis solicitation under FAR 12.603 where the 1449 is not used. I will issue an amendment removing all references to the 1449. On: Mar 11 2016 Current Request Status: Request Closed
