Volume II will be evaluated to determine the reasonableness of each offeror’s cost proposal over the life of the contract, and the adequacy and value of the cost data. The offeror shall read cost proposal contractual requirements very carefully to ensure that all required items are present in the cost proposal. REMEMBER, the Government intends to award without discussions. All information required must be submitted with the cost proposal. Since the evaluation of the cost proposal represents a portion of the total evaluation as described in Section M, it is possible that an offeror might not be selected for award because of unreasonable, incomplete, inaccurate, or non-current cost proposal information and/or cost or pricing data. The cost proposal shall consist of the following:
3.5.1 Factor 5, Subfactor 1, Tab 1 – Section B, Supplies or Services and Cost/Prices. The price portion of this evaluation will be subjectively evaluated and a best analysis of the proposal as a whole performed to determine best value to the Government. A price analysis will be used, where appropriate, for the purpose of determining the reasonableness and best value of the proposals.
The offeror shall fill out Section B, Pricing Schedule in its entirety. If the offeror has a different job title or if the offeror is proposing to use subcontracted labor in which the subcontractor uses a different job title for any of the listed employees, the offeror is instructed to conform to the notes in Section B and use the most appropriate or similar job title listed in the table (i.e.: Clerical/Administrative Assistant). The proposed labor rates are to be fully burdened rates [to include overhead, general and administrative costs, facility capital cost of money, escalation, etc.] with the exception of profit which will be negotiated on individual task orders. The rates proposed in Section B will be legally binding and will be the maximum rates that the offeror will use for all firm-fixed price task orders issued within the five year performance period of the contract. Lower rates may be offered at the task order level, if deemed appropriate by the offeror. The offeror will provide proposed labor rates for each year; however, the Contracting Officer will have the discretion to renegotiate those rates annually based upon the current Consumer Price Index.

The Government will provide an Example Project for the offerors to prepare and submit a detailed price proposal as part of their price proposal submission for the RFP. The Example Project will be based upon an EMS project that represents the type of work contemplated for this IDC SATOC. The offeror shall provide and clearly describe all assumptions used when developing their price proposal as though the offeror were submitting a proposal for a new firm fixed-price environmental services task order for the Example Project in Section J of this solicitation. For this exercise, the offerors will be utilizing the proposed labor rates from their proposed pricing schedule [Section B – Supplies or Services & Prices] for home office and field office personnel.
Even though the technical description of the sample project in Section J is abbreviated, the price proposal should represent the requirements for the full work effort. The Government will provide a cost estimate template for use in development of the price proposal for the Example Project and the cost estimate should utilize an industry approved software package capable of providing sufficient information to adequately and accurately capture the projected project costs. Direct costs should be detailed by labor, equipment, and material, and should include subcontractor markups, when applicable. All quotations and documentation will be noted in the proposal. Indirect cost categories such as prime contractor’s home office and field office overheads and profit should be identified, and appropriate costs included for each in the estimate. The offeror’s proposal for the Example Project will be compared to the Independent Government Estimate and evaluated to determine reasonableness and distribution of costs.

however Annual Representations and Certifications will be obtained through the System for Award Management (SAM) Database for contractors that have worked with the Government and are registered in SAM. ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner.
There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract
Rating will be neither positive nor negative.
