SECTION 00 11 00 SUPPLIES OR SERVICES AND PRICES/COSTS

1. OFFERS

a. The R. S. Means (RSM) Facilities Construction Cost Data Book (current edition at the time of bid submission) and the Pulsar operating software shall be used for the base period.

b. The offer shall be a coefficient. A coefficient, as defined in AFARS 5117.9001, is "a numerical factor that represents costs (generally indirect costs) not considered to be included in RSM unit prices (e.g., general and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, and also contractor's profit)."

c. Coefficients proposed by offerors are multiplied by the unit prices in the RSM to price a job or project on individual orders. The coefficient(s) proposed by the offeror and accepted by the Government are incorporated in the JOC. Offerors who submit separate coefficients for separate line items in the RSM will be considered unacceptable and the offer will be rejected. Coefficients shall not extend beyond three decimal places.

d. When developing task order proposals – use "Average" rows in the R. S. Means if shown.

If only "Minimum/Maximum” rows are shown use the "Minimum" row. Also, use the column entitled "Total Bare Costs" which includes material, labor, and equipment. Do not use the column "Total Incl O & P."

e. The offeror's price coefficient factor must include but not be limited to the following:

26. Risk of poor subcontractor performance and re-performance

27. Other risks of doing business

29. The offeror should consider the cost of final clean-up and removal and hauling of trash, debris and rubbish in their coefficient. The Government will not pay nor accept line items for the final clean-up or rubbish, hauling, etc., on delivery orders, unless it is explicitly excluded by the line items in the RSM.

30. Travel

SECTION 00 22 11

PROPOSAL EVALUATION AND CONTRACT AWARD

PART 1 - GENERAL

1.1 PROPOSAL EVALUATION

Proposals will be evaluated by a Source Evaluation Board (SEB). The SEB will be composed of Corps of Engineers and McAlester AAP personnel. Identities of Board members are confidential and members will not be available for contact or discussion prior to submission of proposals.

1.2 EVALUATION CRITERIA

Proposals for this solicitation will be evaluated in three areas: MANAGEMENT, PAST PERFORMANCE, and COST. Each area contains evaluation factors that correspond to the outline specified in Section 00 22 10 PROPOSAL PREPARATION.

They are listed in descending order of importance with the first Factor the most important and the last Factor the least important. Sub-factors within each factor are listed in descending order of importance unless specifically stated otherwise. All evaluation factors (other than cost or price), when combined, are more important than the cost or price.

1.2.1 Management

a. Factor 1: Offeror’s Experience.

(1) Experience

(2) Resource Commitment

(3) Management Commitment

(4) Financial Capacity

b. Factor 2: Utilization of Small and Small Disadvantaged Businesses.

(1) Amount of proposed participation of small and small disadvantaged businesses, as compared to large businesses, for subcontracts.

(2) Outreach efforts for participation of small and small disadvantaged businesses in subcontracts.

c. Factor 3: Project Organization and Personnel.

(1) Approach

(2) Personnel

(3) Team Organization & Responsibilities

(4) Subcontractors

d. Factor 4: Management Control Systems, Implementation, and Past Success.

(1) Quality Assurance

(2) Controlling Time

(3) Limiting Cost Growth

(4) Past Success

1.2.2 Past Performance

00 22 11-1

Past performance will be evaluated as documented in the Construction Contract Administration Support System (CCASS) and by contacting references for indications of customer satisfaction. In addition, experience with similar facilities of size, occupancy, complexity, and cost will be given greater consideration than experience with dissimilar facility types. Those Offerors with no relevant performance history will not be evaluated in this area.

1.2.3 Cost

Offerors shall complete the Bid Schedule by filling out the coefficient blanks. An executable Bid Schedule is included in Section 00 11 00 herein.

Cost will be evaluated using price analysis techniques. In selecting the best overall proposal, the Government will consider the value of each proposal in terms of the quality offered for the price. Each proposal will be evaluated for price reasonableness and balance. For evaluation purposes, each offeror’s coefficient proposed will be evaluated based on the following:

(1) 90% of the work will be performed on McAlester AAP (excluding family housing area) during normal working hours.

(2) 1% of the work will be performed at the family housing area during normal working hours.

(3) 5% of the work will be performed on McAlester AAP (excluding family housing area) during other than normal working hours.

(4) 4% of the work will be performed using the non-prepriced coefficient.

(5) Similar evaluation will be performed for the option periods.

c. The non-pre-priced rate will also be evaluated based on the reasonableness of the non-pre-priced rate as compared to the pre-priced coefficient(s).

d. NOTICE: For the purpose of proposal evaluation only, offerors should base their proposals on a notational target cost of $200,000.00 for the base period. This figure is for proposal evaluation only and may not reflect the actual dollar amount of projects delivered during the contract period.

e. The coefficient for the option periods will also be evaluated based on reasonableness as compared to the coefficients of the base period.

1.3 METHOD OF PROPOSAL EVALUATION

Proposals will be reviewed to determine if they contain the required minimum procurement and technical data. Incomplete proposals may be eliminated. All forms and certifications shall be filled in and all requested data must be provided.

After the compliance review, the SEB will begin evaluation of the areas set forth herein. The cost proposal information will be evaluated (not scored) as to reasonableness and realistic cost.

The competitive range will be determined. The competitive range will consist of all proposals that are considered to have a reasonable chance of being selected for award.

00 22 11-2

After the determination of the competitive range, written and/or oral discussions may be conducted with all Offerors within the competitive range.

Upon completion of written and/or oral discussions, Final Proposal Revision will be requested.

The Government may reject any or all proposals and waive minor informalities or minor irregularities in proposals.

1.4 SELECTION AND AWARD

Award will be made to the Offeror, which in the judgment of the Contracting Officer, provides the best combination of management and reasonable cost. The Government reserves the right to make award to other than the lowest cost Offeror, price and other factors considered.
