3.1 GOVERNMENT-FURNISHED BULKHEAD

3.1.1 Location

The upstream sides of the tainter gates shall be dewatered using a Government-owned bulkhead currently located at the John Redmond Lake storage yard. The Contractor shall return the bulkhead to the storage yard at end of the contract.

3.1.2 Bulkhead Transportation and Placement

The Contractor shall be responsible for transportation of the bulkhead from and to the storage yard and placement of the bulkhead in front of each gate.

The Contractor shall be responsible for all damage to the bulkhead during his possession and use of the bulkhead. The Contractor shall not exceed the load limits of the bridge. The John Redmond spillway bridge has been analyzed for the use of a Linkbelt HTC-8670LB crane for placement of the bulkhead. The

SECTION 01 00 00 Page 4 results of the analysis are in the report “John Redmond Lake, Neosho River, Kansas; Spillway Bridge Evaluation, Linkbelt Crane” dated July 2004. The Contractor may review the entire report at the Tulsa District office. The HTC-8670LB crane shall be used only as described in “CRANE PLACEMENT PLAN, LINKBELT HTC-8670LB” included at the end of this section. If the Contractor desires to use any other crane on the bridge, he must first analyze the bridge for that crane lifting the bulkhead or any other loads. The Contractor’s crane/bridge analysis shall be performed by a Licensed Professional Engineer with documented experience in crane dynamic load analyses. The Contractor shall submit to the Contracting Officer for approval the load analysis and an operation plan showing the size and type of crane, where and how it will be operated, and how the outriggers will be placed. Government review of the plan and any required resubmittals may take up to 30 days for each review. Depending upon the weight, boom, and placement of the outriggers, the bridge may not support crane operations unless the required Linkbelt HTC-8670B is operated as shown.

3.1.3 Government Tainter Gate Inspection Before Start of Work

After the bulkhead has been placed in front of each gate, the Contractor shall allow up to 2 hours during normal working hours prior to beginning work on a gate to allow Corps of Engineers personnel to inspect and photograph the upstream side of a gate. The Contractor shall coordinate the date of these inspections with the Contracting Officer at least 1 week ahead of bulkhead placement.

3.2 TRAFFIC CONTROL

Prior to starting work at the dam, the Contractor shall submit a traffic control plan for Government review. The traffic control plan shall be in accordance with all requirements of this contract and the Manual on Uniform Traffic Control Devices (MUTCD), 2003 Edition. The Government may take up to 14 days each to review the traffic control plan and any required revisions.

The road that passes the lake office and crosses the dam is a Coffey County road. Two lane bridge closure will only be allowed during transportation and setting of the bulkhead. The Contractor shall notify the public, Contracting Officer and local, county, and state officials seven (7) calendar days before all partial or complete bridge/road closures. No complete bridge/road closures shall take place during or two calendar days before or after a Federal holiday unless prior approval is granted by the Contracting Officer.

Long-term one lane bridge/road closures will be allowed if proper traffic control in accordance with the MUTCD is provided at all times.

3.3 DISASSEMBLY/REASSEMBLY OF HOIST CABLE AND HITCH ASSEMBLIES

Prior to blasting and painting each gate, the hoist cables shall be disconnected from the gate hitch assemblies and removed from the gate in order to protect the hoist cables and hitch assemblies. New cable hitch pins, bushings, washers, and retaining rings shall be manufactured/provided by the Contractor in accordance with the drawings. Following painting, the hoist cables and hitch assemblies shall be reassembled and the hoist cables retensioned. The Contractor shall adjust the tension of the hoist cables in accordance with specification Section 05 50 03 MISCELLANEOUS ITEMS, paragraph ADJUSTMENT OF WIRE ROPES TENSION. The Government shall provide the tensiometer specified above. The Contractor shall operate each gate through two complete cycles, full open to full closed.

SECTION 01 00 00 Page 5

3.4 REMOVAL AND REINSTALLATION OF TRUNNION ARM INCLINOMETERS

Prior to blasting and painting each gate, the trunnion arm inclinometers shall be removed. After each gate is painted, the trunnion arm inclinometers shall be reinstalled. Recalibration will be performed by the Government.

3.5 EXISTING GAGES ON GATES 13, 14, AND PIER

Gages currently exist on Gates 13, 14, and the pier between these two gates.

The contractor shall remove and replace or properly protect these gages, as applicable, during construction activities associated with this contract.

3.6 PROTECTION OF GOVERNMENT PROPERTY

In addition to all requirements to protect Government property in the base specifications, Contract Clauses, and Special Contract Requirements, the Contractor shall take particular care to protect the tainter gate hoist operating machinery assemblies, which are highly susceptible to damage by dust, blast media, and debris. In addition, the Contractor shall not drill holes or otherwise alter or deface any existing structure including the tainter gates, piers, bullnoses, weirs, catwalks, or equipment decks unless requested in writing with proposed repair methods and approved in writing by the Contracting Officer prior to alteration. Scaffolding, work platforms, or equipment shall not be attached to catwalks or equipment decks unless requested in writing with attachment details and calculations showing the catwalks or equipment decks are capable of supporting the proposed loads.

3.7 MODIFICATION AND REPLACEMENT OF STIFFENER PLATES

One-inch diameter drain holes shall be drilled in the ½” stiffener plates between the first two and last two ribs on each gate. Two each stiffener plates are downstream of each hitch block and upstream of the knee braces.

See Drawing C152-665.4, Section A-A and Section Thru Cable Hitch for stiffener plate locations. The holes shall be drilled near the upstream (lower) edge of each plate to insure complete drainage. After drilling, burrs and sharp edges shall be removed by grinding to insure proper coverage of paint. Fourteen of these 44 stiffeners are sufficiently corroded to require removal and replacement. Location of the 14 stiffeners requiring replacement shall be as directed by the Contracting Officer after blasting.

3.8 REPLACEMENT OF BOTTOM AND SIDE SEALS ASSEMBLIES

The Contractor shall replace the side and bottom seal assemblies of each gate with all new assemblies and hardware, and adjust them for proper fit to minimize water leaks when the gates are closed. The steel bars and angles used to attach the seals shall be pre-painted with the 5-E-Z paint system before installation. The bolts for attaching the side seals to the skin plate shall be coated with fluorocarbon polymer that is resistant to chipping and rubbing off.

As-built Drawing 152-C10-36/1.2 depicts the existing gate seal details.

Installation of the new gate seals shall follow this drawing except that 1) the new side seals shall extend the entire height of each gate instead of just the lower 9 feet and 2) that the treatment of corner seals shall be modified as described herein. The current installation has the side seal assemblies going all the way to the bottom of the gate so they bear against the weir sill, and has the bottom seals butting up against the side angles.

SECTION 01 00 00 Page 6

The new installation shall end the side seal assemblies even with the bottom of the bottom plates and the side and bottom J-seals shall meet with a pre-molded corner. Corner plugs/wedges made from the rubber seal material shall be installed and secured with epoxy adhesive in the holes at the bottoms of the side seal angles. This modified seal installation procedure shall be fully documented on the as-built drawings. All adjustments of seals and assemblies, including providing and positioning any necessary shims, shall be included in this scope of work.

As part of the work to replace the seals and to reduce leakage, the Contractor shall fill any seams and imperfections in the weir and pier sills with Belzona 1311, Thortex Metaltech E.G., or Devcon’s Plastic Steel Liquid B. In addition, the Contractor shall apply sealant in any seal assembly joints that allow leaks.

3.9 REPAIR OF SIDE ROLLERS

The existing side rollers do not roll. The Contractor shall remove, disassemble, blast, and paint the bracket and wheels. The Contractor shall manufacture/provide new roller pins and hardware (bushings, grease fittings, and cotter pins) as shown on the drawings. The Contractor shall then lubricate, reassemble, and reinstall the side rollers. Use LE Lubricant No.

3752.

3.10 REHABILITATION AND PAINTING OF GATES

3.10.1 Lead Content

The existing paint has a lead content of 36.3 ppm. Containment and monitoring measures shall be as specified in Section 09 97 02.

3.10.2 Corrosion Repair Documentation

For all corrosion damage, the Contractor shall document the corrosion damage by taking digital photographs of the damaged areas before and after the repair. The photographs shall have a legible scale/ruler in the picture and a means to indicate size and depth of corrosion. Locations of corrosion-damaged areas shall be documented by sketches of the gates with measurements from a known point or feature and cross-referenced with the digital photographs.

3.10.3 Corrosion Repair Greater Than 1/8 Inch Deep

Repair these areas with weld build-up as specified in Section 05 50 14. To insure no holes, pits, or low areas remain, the entire weld build up area shall extend completely above the original metal profile and ground back to the original metal profile. Blast to white metal an area covering a minimum 1 foot beyond the weld and apply the first coat of the 5-E-Z paint system.

For areas that require weld build-up opposite of a side that has already been painted, these areas shall be jointly inspected on the painted side after the weld is completed. If the paint has been damaged due to welding operations, the area on the painted side shall be repaired by a method to be approved by the Contracting Officer.

3.10.4 Corrosion Repair Less Than 1/8 Inch Deep

SECTION 01 00 00 Page 7

For all corrosion damage less than 1/8 inch deep, blast to white metal then immediately fill the damaged area with epoxy coating Belzona 1311, Devcon Plastic Steel Putty, or Thortex Metaltech E.G. Sand the epoxy smooth, clean with solvent, and apply the first coat of the 5-E-Z paint system.

3.10.5 Blasting and Painting

Blast and paint each gate and trunnion anchorage in accordance with Section 09 97 02. Paint system shall be 5-E-Z. Each subsequent coat of paint shall completely hide previous coat. After painting, add two coats of coal tar epoxy to the skin plates where the hoist cables contact the skin plate to protect against abrasion of the paint by the hoist cables.

3.11 ANODE REPLACEMENT

Each gate has two 24-pound block anodes and 10 cable anodes. All anodes shall be replaced in kind in accordance with the provided drawing and Section 26 42 14 CATHODIC PROTECTION SYSTEM (SACRIFICIAL ANODE). CRANE PLACEMENT PLAN

LINKBELT HTC-8670LB

JOHN REDMOND LAKE, KANSAS

1. The bridge will be in an over-stressed condition for the rolling crane and for the working setup. For the rolling crane, the deck is near the operating limit and is operable only by restricting impact and speed to less than 5 mph and by properly distributing the counterweights.

2. The Contractor shall use a Link-Belt HTC-8670LB crane to move the bulkhead and shall follow the crane setup below and the attached drawings. Use of any other crane will only be allowed as specified in Section 01000 - Scope of Work, paragraph 3.1.3 Bulkhead Transportation and Placement.

3. The crane placement on the bridge is shown in plan on the attached two drawings titled “Plan - Recommended Crane Placement.” Amend both drawings as follows: Delete “RECOMMENDED” from drawing title in lower right hand corner. Delete “REFER TO DETAILED PROCEDURE, PARA.5, RECOMMENDATIONS” in lower right hand corner. Crane placement shall be as shown on the two drawings.

4. The carrier with crane weight shall not exceed 96,500 lbs. The bulkhead weighs 19,000 lbs. The lifting load for the bulkhead with rigging weight shall not exceed 20,580 lbs.

5. Crane lifting charts for “Intermediate Outriggers” shall be consulted.

The following procedures depart from the published charts but Link-Belt has provided intermediate capacities between 30' and 35', in 1-foot increments. (At 33' lift radius, 21,100 lbs. is allowed for an 80' boom, mode B.) See Appendix A, this report, for the 20 April 2004 fax from Link-Belt.

6. The carrier shall be moved with an escort which shall exclude other traffic from occupying the bridge until the carrier has crossed over.

7. Due to the load posting for the John Redmond bridge, counterweights shall be distributed on the carrier. 8,000 pounds shall be secured on the deck of the carrier. 8,000 pounds shall be fastened on the crane cab (upper revolving structure). Tandem axle loads shall not exceed 55,100 lbs or 13,800 lbs per wheel. The crane shall move at less than 5 mph and shall not cause impact on the bridge structure.

8. The crane shall be set with outriggers unequally extended and with 16,000 pounds of counterweights (on the cab). The upstream outriggers shall be set to the intermediate position at 7'-3½" from crane centerline and downstream outriggers shall be set to the fully extended position at 12'- 0". Outriggers shall be set with 30" pontoons. The front-center shall be set with a 16" pontoon.

9. The crane shall be positioned on the bridge-span with the front of the carrier headed west. From the center of pier, the rear outriggers shall be centered 8'-11" and on the adjacent span, the front outriggers shall be centered 11'-0". The right pontoons shall be positioned 2" downstream from the centerline of the upstream girder or 2'-2" (+0/-1") from the upstream curb. Downstream pontoons shall be positioned 6½" upstream from the centerline of the downstream girder or 2'-6½" (+1"/-0") from the

SECTION 01 00 00 Page 10 downstream curb. Cribbing pads shall be used on all five pontoons.

10. The location of the bridge girders shall be verified and the pontoon centers shall be checked for relative location and centering. The centerline for the 2' wide girders is ideally located 2'-0" from the face of curb (base).

11. The bulkhead shall be transported on a flat bed trailer. The trailer shall be backed to locate the center of lift less than 23'-0" from the rear of the carrier. The trailer shall be supported on the same span.

12. The crane shall turn a slew angle from the rear of the carrier and counterclockwise upon the carrier to the upstream side. With the front of the carrier headed west on the bridge, the crane boom is on the right, and the crane has a slew angle of 90 degrees (or +90E).

13. The crane shall lift the bulkhead from the trailer and the lift radius shall not exceed 33'-0" with a slew angle at 15E.

14. Immediately after lifting from the trailer, the crane boom shall be raised so that the lift radius shall not exceed 30'-6". Swinging may then proceed to either drop point on the upstream side of the bridge with the swing angle not greater than 129E (slew angle = 144E) from the pickup.

15. The above procedure shall be reversed when returning the bulkhead to the trailer.

16. The crane may be moved to the next span location to lift and place the bulkhead. Moving shall be accomplished by distributing counterweights from the crane cab to the carrier deck. Not less than 8,000 pounds of counterweight shall be removed from the cab and placed on the carrier deck. The boom shall be returned to a forward position and the outriggers may then be raised. The crane shall move forward at less than 5 mph and without impact on the deck.

17. For an alternate position, the crane may be located at midspan on the bridge. The above procedures are changed as follows:

18. The crane shall be positioned at mid-span on the bridge with the front of the carrier headed west. From the center of pier, the rear outriggers shall be centered 15'-1" and the front outriggers shall be centered 35'- 0". The right pontoons shall be positioned 2" downstream from the centerline of the upstream girder or 2'-2" (+0/-1") from the upstream curb. Downstream pontoons shall be positioned 6½" upstream from the centerline of the downstream girder or 2'-6½" (+1"/-0") from the downstream curb. Cribbing pads shall be used on all 5 pontoons.

19. The crane shall lift the bulkhead from the trailer and the lift radius shall not exceed 33'-0" with a slew angle at 15E.

20. Immediately after lifting from the trailer, the crane boom shall be raised so that the lift radius shall not exceed 18'-0". Swinging may then proceed to the drop point on the upstream side of the bridge with the swing angle not greater than 75E (slew angle = 90E) from the pickup.

21. Reverse the above procedure when returning the bulkhead to the trailer.
