About this file

This document is an amendment to a Request for Information (RFI) for an Indefinite Delivery Indefinite Quantity (IDIQ) Architectural and Engineering Services contract for the U.S. Army Corps of Engineers (USACE) - Philadelphia District. The amendment provides responses to questions submitted by potential offerors, clarifying information about the contract requirements and evaluation criteria. Key details include:

The contract is a Small Business Set-Aside with a total maximum capacity of $24 million. The contract will be for general engineering and design services to support the Philadelphia District's Civil Works Program. The responses confirm that submissions will be evaluated based on the criteria in the solicitation synopsis, not the detailed Statement of Work. Relevant projects completed outside the 7-year window will be considered, but carry less weight. The agency plans to post additional amendments on July 10 and July 19 to provide further clarification and answers to questions.

RFI #QuestionUSACE Response
1What was the award number of the previous Philadelphia A&E IDIQW912BU18D0007
2The Word document attachment, “SOW CIV Pgm AE IDC _final.docx,” mentions many additional services not included in the synopsis, such as electrical engineering, fire protection engineering, etc. Does our submission need to include qualifications for every service listed in this Word document or just the services listed in the synopsis?Submission should address qualifications listed in the synopsis.
3On page 7 of the synopsis under Submission Requirements Excluded from the SF330 70 Page Limitation, ISRs and Commitment to Small Business are listed. As this contract is a Small Business Set Aside and these items are not referenced anywhere else in the synopsis,. are these items still required to be submitted with the response? That section will be revised to remove ISRs and commitment to small business since they are not required for this solicitation.
4Is one 11 x 17 page acceptable for the organizational chartYes
5Confirm that firms' submittals will be evaluated strictly against the scope listed in the Synopsis under III. Selection Criteria A and NOT the scope of work provided in the Word file titled, "SOW_CIV_Pgm_AE_IDC__final.docx".SF330s will be evaluated against criteria in the Synopsis, not against the SOW
6Confirm if Section II. Project Information in the synopsis will be part of the evaluation under Selection Criteria A. For example, Section II states that high voltage distribution may be included under this contract, yet there is no mention of electrical scope in Criteria A or an electrical engineer in Criteria B.SF330s should be tailored to the criteria set forth in factors listed in the solicitation; in this example high voltage distribution and electrical engineer is not part of the evaluation criteria
7Confirm that relevant Section F projects completed outside the 7-year window will still be evaluated (with less consideration).Projects may be completed outside the 7 year window and will receive less consideration.
8Since development of our submittal will rely heavily on your response to our questions, please consider publishing answers to questions as soon as possible.Acknowledged
9If you have specific date you will be releasing answers to questions, please publish the date in SAM.gov to allow firms to plan for adjustments that may be necessary.Acknowledged, schedule for posting amendments is 10 July and 19 July
10Confirm that a PPQ (using the NAVFAC/USACE form) completed for another pursuit may be submitted in this response. That is correct
