INTENT

The intent of this scope of work is to align the Starboard side layshaft bearings, layshaft, drum bearings and drum shafts while the vessel is moored at the Mooring Barge 2, which is spudded near the mouth of the Schuylkill River. No work shall be done on the Port side.

SAFETY

Coordinate with the crew and the COR, and ensure the electrical systems and hydraulic systems are disconnected, secured, and tagged-out.

There are multiple hydraulic piping lines and hydraulic valves that run either along the deck, winch foundations, and the bulkheads. Extreme care and caution shall be taken not to damage the hydraulic piping.

Clean and gas-free for Hot Work, both the forward starboard and the aft starboard winch rooms. Provide a marine chemist gas-free certificate prior to any hot work.

Any rotation of the winch equipment will be done by the crew, and coordinated with the

COR.

GOVERNMENT FURNISHED MATERIAL

None.

SCOPE OF WORK – STBD DRAGARM WINCH LAYSHAFT

The contractor shall provide all necessary labor, material, services (including rigging), parts, tools, material and equipment to perform and complete the work in accordance with the following specifications. The Government will provide forklift and crane service as required.

The starboard winches are located on the starboard side, in the upper levels of the voids, outboard of the hopper. The dragarm winch extends from approximately Frame 49 to Frame 87 (approximately 75 feet), and contains equipment servicing the trunnion elbow, ball joint, and draghead.

The alignment shall be performed on the Mooring Barge 2 (MB2), located in the

Delaware River, near the mouth of the Schuylkill River. The Government will provide daily launch services to/from the MB2.

Using laser alignment, verify the alignment of the entire starboard layshaft (from trunnion to draghead), and the three drum shafts, using the attached and most recent alignment report from 16 May 2020 as reference. Verify the parallel and angular alignment of layshaft to drum shafts (both vertically and horizontally). This procedure may require the removal of existing bearings caps.

To perform the laser alignment, cut a “window” in the watertight bulkhead between the forward and aft winch rooms. Upon completion of all work, re-weld the “window” and perform a “soap and blow” test to verify watertight integrity.

For any bearing cap that is removed or exposed, wing clearance readings shall be taken upon removal and again prior to reinstallation of the bearing cap. Provide a report of readings.

Align the trunnion, ball joint, and draghead layshaft bearings, and drum bearings to be no less than 0.005” (max 0.009”) clearance to the shafts. Bearing alignment shall be such that the shafts rest at the bottom of the bearing, and all clearance is at the top of the bearing. The contractor will verify clearance using feeler gages or crush readings to ensure clearance at the top.

All bearings needing alignment will be done with Contractor provide stainless steel shims. Existing tack welds from chocks of bearings needing alignment will need to be removed and re-welded.

Align the layshaft from the trunnion winch to the draghead winch, including the gearbox and motor. Align the three drum shafts to the layshaft, maintaining the parallel and angular alignment of layshaft to drum shafts (both vertically and horizontally). The horizontal parallel distance between the layshaft and the drum shaft centerline s is 44.666”.

Clean and degrease the pinion and bull gears on all winches, and blue-hit the gears to determine contact area. Align the drum shafts and gear to the pinion gear to achieve maximum gear efficiency (95% is optimal).

Final torque of the bearing foundation bolts shall be 800 ft-lbs. Final torque of the bearing cap bolts shall be 400 ft-lbs. All torquing shall be done in 200 ft-lb increments using a cross-pattern. Install the bearing caps with the existing liners and laminated shims (P/N 47547-E and F). To prevent wiping the grease during rotation, the bearing shims and liners shall be installed away from the centerline of the bearing during installation.

On the three winches, adjust both brake band and clutch band Set Screws to allow 1/8” clearance when disengaged. The crew will engage and disengage the brake and clutch as necessary to perform this task.

Adjust the reinstalled items. While the crew is performing an intermediate operational test and monitoring bearing temperatures and checking the deck for vibration, make running adjustments to the brake and clutch bands required for proper operation. This intermediate operational test may run for up to two hours and during this time, the crew will also freewheel and clutch in the winches while monitoring bearing temperatures and checking for deck vibration.

Once aligned and intermediate testing is complete, tack weld in two locations, the wedge chocks at any affected bearings. Install shim to achieve contact between the welded chock, the existing chock, and the bearing base.

PERIOD OF PERFORMANCE

The contract work is expected to begin on/about 20 October 2024. All work listed above shall be completed within 14 calendar days after award of contract, unless extended by a Contract Modification.

PLACE OF PERFORMANCE

All work shall be performed at:

Department of the Army U.S. Army Corps of Engineers, Philadelphia Fort Mifflin Project Office 6400 Hog Island Road Philadelphia, PA. 19153

Section B - Supplies or Services and Prices

RESPONSE DUE DATE

In an effort to encourage competition, this Request for Quotes is being posted to the Government Point of Entry (SAM.gov). However, due to the low complexity of this work, it is in the Government’s best interest to advertise for less than fifteen calender days in order to execute a contract award at the fiscal year end.

Responses will due at 4:00 P.M. EST on 26 September, 2024.

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, when the Contracting Officer explicitly requires it for an order issued under a multiple-award contract.

(d) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code(s) assigned to this contract. THIS STATEMENT IS FOR INFORMATION ONLY: IT IS NOT A WAGE DETERMINATION

Employee Class Monetary Wage-Fringe Benefits

52.243-7 NOTIFICATION OF CHANGES (JAN 2017)

(a) Definitions.

"Contracting Officer," as used in this clause, does not include any representative of the Contracting Officer.

"Specifically authorized representative (SAR)," as used in this clause, means any person the Contracting Officer has so designated by written notice (a copy of which shall be provided to the Contractor) which shall refer to this subparagraph and shall be issued to the designated representative before the SAR exercises such authority.

(b) Notice. The primary purpose of this clause is to obtain prompt reporting of Government conduct that the

Contractor considers to constitute a change to this contract. Except for changes identified as such in writing and signed by the Contracting Officer, the Contractor shall notify the Administrative Contracting Officer in writing, within 3 calendar days from the date that the Contractor identifies any Government conduct (including actions, inactions, and written or oral communications) that the Contractor regards as a change to the contract terms and conditions. On the basis of the most accurate information available to the Contractor, the notice shall state--

(1) The date, nature, and circumstances of the conduct regarded as a change;

(2) The name, function, and activity of each Government individual and Contractor official or employee involved in or knowledgeable about such conduct;

(3) The identification of any documents and the substance of any oral communication involved in such conduct;

(4) In the instance of alleged acceleration of scheduled performance or delivery, the basis upon which it arose;

(5) The particular elements of contract performance for which the Contractor may seek an equitable adjustment under this clause, including--

(i) What line items have been or may be affected by the alleged change;

(ii) What labor or materials or both have been or may be added, deleted, or wasted by the alleged change;

(iii) To the extent practicable, what delay and disruption in the manner and sequence of performance and effect on continued performance have been or may be caused by the alleged change;

(iv) What adjustments to contract price, delivery schedule, and other provisions affected by the alleged change are estimated; and

(6) The Contractor's estimate of the time by which the Government must respond to the Contractor's notice to minimize cost, delay or disruption of performance.

(c) Continued performance. Following submission of the notice required by (b) above, the Contractor shall diligently continue performance of this contract to the maximum extent possible in accordance with its terms and conditions as construed by the Contractor, unless the notice reports a direction of the Contracting Officer or a communication from a SAR of the Contracting Officer, in either of which events the Contractor shall continue performance; provided, however, that if the Contractor regards the direction or communication as a change as described in (b) above, notice shall be given in the manner provided. All directions, communications, interpretations, orders and similar actions of the SAR shall be reduced to writing and copies furnished to the Contractor and to the Contracting Officer. The Contracting Officer shall countermand any action which exceeds the authority of the SAR.

(d) Government response. The Contracting Officer shall promptly, within 3 calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer shall either--

(1) Confirm that the conduct of which the Contractor gave notice constitutes a change and when necessary direct the mode of further performance;

(2) Countermand any communication regarded as a change;

(3) Deny that the conduct of which the Contractor gave notice constitutes a change and when necessary direct the mode of further performance; or

(4) In the event the Contractor's notice information is inadequate to make a decision under (1), (2), or (3) above, advise the Contractor what additional information is required, and establish the date by which it should be furnished and the date thereafter by which the Government will respond.

(e) Equitable adjustments.

(1) If the Contracting Officer confirms that Government conduct effected a change as alleged by the Contractor, and the conduct causes an increase or decrease in the Contractor's cost of, or the time required for, performance of any part of the work under this contract, whether changed or not changed by such conduct, an equitable adjustment shall be made--

(i) In the contract price or delivery schedule or both; and

(ii) In such other provisions of the contract as may be affected.

(2) The contract shall be modified in writing accordingly. In the case of drawings, designs or specifications which are defective and for which the Government is responsible, the equitable adjustment shall include the cost and time extension for delay reasonably incurred by the Contractor in attempting to comply with the defective drawings, designs or specifications before the Contractor identified, or reasonably should have identified, such defect. When the cost of property made obsolete or excess as a result of a change confirmed by the Contracting Officer under this clause is included in the equitable adjustment, the Contracting Officer shall have the right to prescribe the manner of disposition of the property. The equitable adjustment shall not include increased costs or time extensions for delay resulting from the Contractor's failure to provide notice or to continue performance as provided, respectively, in (b) and (c) above.

Note: The phrases “contract price” and “cost” wherever they appear in the clause, may be appropriately modified to apply to cost-reimbursement or incentive contracts, or to combinations thereof.
