About this file
This document contains a request for information from contractors for the Industry Day 2023 regarding the Hereford Inlet to Cape May Inlet Coastal Storm Risk Management Initial Construction project. The U.S. Army Corps of Engineers Engineering District Philadelphia is seeking contractor input on means and methods for dredging and placing sand within the borrow area and project limits, including equipment types, staging requirements, pumping capacities and losses, production rates, wave height feasibility, sequencing options, and placement methods around existing structures. Contractors are asked to provide their proposed approaches to accessing the borrow area via land, sea, or combination; dredging equipment; transporting and placing sand in various areas including use of hydraulic placement in North Wildwood; minimum site dimensions and access points needed based on means and methods; discharge pipe sizing and estimated losses for mobile submersible pumping between 5,000 to 22,000 feet; maximum wave heights for surf zone dredging; sequencing construction if sand removal is limited to September through May; and feasibility of tracking volumes for payment as with standard beach renourishment projects.

W912BU24B0004 - Request for Information Industry Day 2023
Hereford Inlet to Cape May Inlet Coastal Storm Risk Management Initial Construction Cape May County, New Jersey
1. With the location of the borrow area and without being allowed to remove sand outside of this boundary, how would you access the borrow (land, sea or combination)?
2. With the known details for dredging within the borrow area, what type of equipment would you propose to use?
3. Sand placed in North Wildwood for berm construction must be hydraulically placed. In other areas of the project this restriction may not apply. How would you transport and place sand in Wildwood, Wildwood Crest and Lower Township?
4. Based on your anticipated means and methods and proposed equipment, what are the minimum staging requirements and what are the minimum dimensions required for access points?
5. Required back passing distances could be between 5,000 and 22,000 feet. Using a mobile submersible pump:
a. What diameter discharge pipe would be proposed?
b. What would be the estimated losses during pumping?
c. If work hours are assumed 24hours/day, what is the range of production rates (volume sand placed) that could be reasonably accomplished?
6. What are the maximum wave heights that dredging within the surf zone would be feasible?
7. If sand removal below the MLW is limited to September (Labor Day) – May (Memorial Day), and there are no time restrictions about this point, how would you sequence construction?
8. Is it feasible to track volume for payment based on the BD/ADs similarly to standard USACE beach renourishment projects? We may want to refine this question a little but it touches on Dan’s question
9. The contract may require placement of fill around and under existing features such as piers.
How would this impact placement methods?
