About this file
This presentation provides details for an upcoming federal construction contract opportunity for coastal storm risk management work in Cape May County, New Jersey. The Hereford Inlet to Cape May Inlet project hosted an industry day on March 2024 to solicit input on dredging plans and specifications from marine contractors. The U.S. Army Corps of Engineers and New Jersey Department of Environmental Protection aim to issue bid documents by December 2024 that clearly define requirements for dredging a borrow area offshore, transporting sand via pipeline or other means, and placing fill to construct beach and dune profiles. The anticipated contract award is June 2025. The presentation outlines project needs, including hydraulic placement of fill in some areas; placement around structures; and sequencing work to comply with in-water work windows. It also requests contractor feedback on equipment, access, and estimated production rates to inform contract requirements.

INDUSTRY DAY 2023
Hereford Inlet to Cape May Inlet Coastal Storm Risk Management Project Cape May County, NJ
Initial Construction
9:45 REGISTRATION
10:00-10:15 INTRODUCTIONS
10:15-10:45 SCOPE REVIEW
10:45-11:45 INDUSTRY DAY QUESTIONS/ DISCUSSION
11:45-12:00 WRAP-UP
12:15-12:45 SITE VISIT
USACE and NJDEP aim to release Plans and Specifications that are easily understandable, biddable by qualified contractors and constructable with current technology and industry practices.
The purpose of today’s meeting is to solicit input from the marine construction industry and engage in discussions regarding the proposed project to produce high quality construction documents.
INDUSTRY DAY 2023 PROGRAM OVERVIEW
PROJECT OVERVIEW
All drawings and details are presented for discussion purposes and subject to change
BORROW AREA
This represents the permitted borrow. The intent is to use as minimal an area as possible based on the existing conditions at the time of construction. The permissible borrow area under contract is assumed less than the area currently shown.
Overall, the goal is to develop an affordable beach mining protocol that works with nature so that after the mining operation is completed, the beach reaches a new equilibrium condition rapidly, looks natural, and is safe for beach-goers to enjoy.
1. A goal of the project is reducing outfall clogging/maintenance. Priority for dredging locations may be given to areas around existing outfalls.
2. The contract potentially will require dredging operations to begin in Wildwood Crest
3. The intent is to dredge uniformly longitudinally along the beach and not perpendicular to the shoreline. After dredging beach conditions should not have pronounced ridges or scalloping along the shoreline

PEDESTRIAN AND VEHICULAR ACCESS
1. With the location of the borrow area and without being allowed to remove sand outside of this boundary, how would you access the borrow (land, sea or combination)?
2. With the known details for dredging within the borrow area, what type of equipment would you propose to use?
3. Sand placed in North Wildwood for berm construction must be hydraulically placed. In other areas of the project this restriction may not apply. How would you transport and place sand in Wildwood, Wildwood Crest and Lower Township?
4. Based on your anticipated means and methods and proposed equipment, what are the minimum staging requirements and what are the minimum dimensions required for access points?
5. What are the maximum wave heights that dredging within the surf zone would be feasible.
REQUEST FOR INFORMATION DISCUSSION
6. Required back passing distances could be between 5,000 and 22,000 feet. Using a mobile submersible pump:
1. What diameter discharge pipe would be proposed?
2. What would be the estimated losses during pumping?
3. If work hours are assumed 24hours/day, what is the range of production rates (volume sand placed) that could be reasonably accomplished?
7. If sand removal below the MLW is limited to September (Labor Day) – May (Memorial Day), and there are no time restrictions above this point, how would you sequence construction?
8. Is it feasible to track volume for payment based on the BD/ADs similarly to standard USACE beach renourishment projects?
9. The contract may require placement of fill around and under existing features such as piers and outfalls.
How would this impact placement methods? What challenges do you foresee with placement?
