Per section 01 32 33, Section 3.1 Construction Photography, are the 25 pre-construction photographs required of the entire project area or per work area (i.e., Atlantic City, Sta. 0+00-90+00, Atlantic City, Sta. 90+00-180+00, Ventnor City, Sta. 180+00-225+27, etc.)?
Bid as shown; contractor shall take 25 pre and post-construction photos at the same locations in each municipality that work is proposed to take place.
24-Jul-24
Per section 01 32 33, Section 3.2, Aerial Obliques, are the aerial views required for one city or the entire project as a whole? Do all the towns needed to be photographed monthly or just the current working beach location?
Bid as shown; aerial Obliques shall be taken for the entire project area as a whole each month.
Please confirm that Geo-Referenced Aerial Imagery is only to be acquired prior to the start of the project as a whole and after completion of the entire project, not per work area.
Confirmed.
Please confirm the highlighted coordinate in the image below. This is found on Sheet C-403 of the Drawings.
Highlighted coordinate was a carry over. See AM0002 for the updated Sheet C-403.
5) Section 01 35 26, Section 1.7.4.1 Dredging SSHO Personnel Requirements, states:
“a. Provide a minimum of one primary Level One SSHO assigned for the primary shift.
Note: Hopper Dredges with U.S. Coast Guard, credentialed crews the prime contractor may d designate a Level Two SSHO in lieu of having a Level one SSHO onboard.
b. For a project involving multiple work shifts, provide a minimum of a Level One SSHO for each additional shift.
c. For individual dredging projects the prime contractor will designate additional Level Three SSHOs at locations where the primary Level One SSHO is not located (example: on dredge, tug, material placement site).
Examples of one dredging project site is reflected in each of the following:
(1) a mechanical dredge, tug(s) and scow(s), scow route, and material placement site; or
(2) a hydraulic pipeline dredge, attendant plant, and material placement site; or,
(3) a hopper dredge (include land-based material placement site - if applicable.)
Can you confirm if Level Three SSHOs are required in additional to a Level One SSHO assigned to each working shift?
Yes, Level Three SSHOs are required in addition to a Level One SSHO assigned to each working shift.
1. Level 1 SSHO is required for each shift.
2. A Level 3 SSHO is required for each site where the primary SSHO is not physically located. For example, Contractor should have one Level 3 SSHO on each Dredge or one Level 3 SSHO at each placement or disposal site WHEN the Primary SSHO for that shift is not physically on site at that location.
Will this contract require a Government Field Office (Section 01 50 00, 3.7) in addition to a Government Project Office (Section 01 50 00, 2.5)?
Bid as shown; a Government Field Office in accordance with Specification Section 01 50 00, paragraph 2.5 and paragraph 3.7 is the only office that is required for this project.
They are one in the same. All applicable requirements of paragraph 2.5 and 3.7 shall be provided by the contractor.
Are dune crest surveys required for this contract? They are mentioned in section 01 71 23, 3.8 Photographic Documentation of Surveys, but there is not a specific section describing the requirements for these surveys.
Bid as shown; all required surveys go from the survey baseline out to the limits indicated in this section. These surveys encompass the dune crest and dune toe at each survey line.
8 19-Jul-24 Can you confirm Geoid model 12B is to be used for this project? Geoid 18 shall be used for this project . 24-Jul-24
Do the coordinates indicated in the drawings represent the top or bottom of slope for in regard to the borrow areas?
No, contractor shall not impact the ground surface outside the borrow area limits/outlines.
For the Dune Reconstruction, is the contractor allowed to stockpile material dredged from the borrow areas?
Bid as shown; generally, the dredge contractor pumps the berm and shapes the dunes with the sand that is deposited on the berm. However, the contractor's means and methods for constructing the dunes are up to them.
Can you provide the anticipated date of award and NTP?
A specific date for the Award and NTP cannot be forecasted at this time. Both are dependent on there being a successful low bidder, the timely submission and approval of pre-award survey documentations, and the submission of required post award documents. If all documents are approved, then NTP may be issued at that time.
12 22-Jul-24 What are the borrow area slopes? No slopes are indicated on the drawings or stated in the specifications. See response to RFI #9. 24-Jul-24
22-Jul-24
Section 01 32 33, Page 5, Measurement and Payment, b., states “The work specified in this section for digital aerial imagery will not be measured for payment and all costs in connection therewith shall be included in the contract lump sum price for the Bid Item titled Digital Aerial Imagery”.
There is no line item for Digital Aerial Imagery. Please clarify where the cost should be.
Measurement and Payment paragraph revised and included in AM0002: No separate measurement or payment will be made for the work specified in this section and all costs in connection therewith shall be included in the the cost of all the bid items.
Section 01 57 19 Page 13, 3.4.2 Piping Plover Protection, a., states “plover monitoring will not be required unless there is a change in nesting status within the project area. Will the contractor be compensated under Contract Clause “Changes” if monitors are required in the project area?
Bid as shown; if plover monitor becomes required during construction, it would be a contract change.
Section 01 57 19 Page 14, 3.4.2.1 Monitoring Requirements, states “Piping Plover monitoring shall begin on 15 March and continue until all chicks from adjacent nesting sites have fledged or construction related activities have terminated if there is any documented nesting activity in 2024.” This contradicts what was stated in 3.4.2.1. Please confirm whether piping plover monitors are required for this project?
Bid as shown; piping plover monitors are not currently required for this project.
The beachfill template for Fill Area 1 is from Sta 0+00 to Sta 70+00. On the Bid Schedule, the base section is from Sta 0+00 to Sta 90+00. Is the base quantity of 922,000 cy supposed to be placed between Sta 0+00 to 70+00 or Sta 0+00 to 90+00?
Bid as shown; see note 10 on sheet C-001.
Referencing Drawing C-104, Note 13, states “Obstructions remaining at time of construction between Sta 42+10 and 44+50 in the area shown may need to be removed or relocated prior to beachfill construction. COR coordination and approval is required prior to any removal, relocation or demolition.” This could be a significant amount of cost to the contractor not knowing if they will have to relocate or demolish the structure prior to bidding. Please clarify whether the contractor will be required to relocate or demolish the structure prior to beachfill.
Obstructions consist of temporary items, fencing and wooden stairs surrounding the main structure but do not include the main structure.
On drawing C-106, the symbol between Sta 119+00 to Sta 121+00 indicates a dune planting area, although it is in a pedestrian crossover area. On drawing C-108, the pedestrian crossover area (Sta 163+00 to Sta 164+00) has the reconstruct dune symbol. The table of quantities shown on C-106 indicates dune planting and reconstruct dune in Sta 119+00 to Sta 121+00.
Please clarify whether the pedestrian crossover from Sta 119+00 to 121+00 should include reconstruct dune instead of dune planting.
Symbol for Sta 119+00 to Sta 121+00 will be updated to dune reconstruction symbol. See AM0002 for the updated Sheet C-106.
For Options 8-10, 17-19, 26-28 & 33-35, does the government intend to award the larger option first (75,000 cy) before awarding any following options (50,000 cy and 25,000 cy)?
The intent is to award the larger option first for options listed in this RFI.
If Options 8-10, 17-19, 26-28 & 33-35 (separately or together for each respected beach area) is awarded, this will provide a very thin fill density (between 3 cy/lf and 16 cy/lf). The cost and delays associated to this very thin beachfill will be greatly higher than other beachfill areas. Can the Corps specify a minimum fill density (say >30 or >40 cy/lf) that the contractor can anticipate in the above option areas of concern? Contractors are taking the risk on the award of these beaches (extra pipeline, low production and increased delays and fill loses), and should have a specified tolerable minimum quantity per linear foot of beach that they can expect for pricing and operational purposes prior to bid.
The intent is to limit fill density to a minimum
>20 CY/LF.
For Options 8-10, 17-19, 26-28 & 33-35, how will the government estimate for those line items be estimated? For all contractors to bid on the same project, defined assumptions should be given during the time of bid. Is it the intent to spread one line item the full length of the beach stationing given on the bid schedule? Or will that line-item cubic yard be spread of a stretch of beach that is only 1,000ft?
See response to RFI #20.
In regards to the borrow area, please define what “all sand resources shall be removed” refers to. Due to dredging inaccuracies, 100% exhaustion is not realistic.
Bid as shown.
Due to removing all sand resources, please consider adding a slope boundary around the border of Borrow Area H. This will allow for more productive digging by not requiring the contractor to remove material close to the border of the borrow area and the potential for material caving in to the borrow area outside of the allowed dig area.
Bid as shown.
Currently, if award, the 4 outfalls originally in the contract added more days to the contract duration. With the addition of 2 more outfall repairs to the contract, will additional days (if awarded) be added to the contract duration? If so, please provide an updated option table.
Additional days will be added, if awarded.
Option table has been updated and will be included in AM0002.

Cloud shadows or overcast conditions allowing visibility of the ground are acceptable. Imagery shall only be collected at a sun angle of greater than 30 degrees. Collection of imagery is preferred to be completed as close as possible to low tide to maximize coverage of the inter-tidal zone.
f. Collect digital 4-band (RGB & NIR) imagery employing a large format digital mapping camera and airborne GNSS technology over the designated area. Flight lines and tiling schemes shall be planned such that no more than 40 percent of any single tile is water (ocean). Deliver the selected areas as full-tile digital imagery products. Propose a tiling scheme with (2500 feet X 2500 feet) image sizes.
g. The acquired imagery shall conform to ASPRS-PAS and EM-1110-1-1000, for a horizontal accuracy class of 12-inches/4 pixels for lower accuracy -visualization mapping.
h. Resolution and Accuracy: Acquire color, vertical aerial photography at 3-inch pixel resolution, meeting or exceeding ASPRS-PAS, for a horizontal accuracy of 12-inch for large scale maps.
i. Bands: Employ multiple wavelengths of aerial imagery obtained through use of a Digital Mapping Camera system to collect digital imagery for this project. Digital imagery to be collected during the flight mission shall be panchromatic (black and white); red, green and blue (R, G, B), and near infrared (NIR). Process all bands into 8 bit, 4-band product deliverables in TIFF & associated .TFW format.
j. Acquisition of aerial imagery shall also comply with the requirements specified in Appendix A, attached to this section.
3.3.2 Data Processing
a. Following data collection, deliver the imagery data frames to the Contractor's production facility. Download the imagery to a production workstation. Resolve the differential GNSS solution by incorporating the Airborne GNSS/IMU data with data collected by utilizing existing Continuous Operating Reference Systems (CORS) as base stations. Smart Base technology from Applanix software POSPac or similar process may be utilized. Apply this differential GNSS and IMU solution to the imagery to achieve direct geo-referencing. Reference the final adjusted geo-referenced imagery to NAD 83 (2011), (New Jersey State Plane Coordinate System), with all units of measure in US Survey Feet. Accomplish radiometric correction to minimize the appearance of seams between image tile frames without appreciable loss of clarity of significant features.
b. Metadata shall comply with FGDC-STD-001. ESRI ArcCatalog may be used to
SECTION 01 32 33 Page 4 create the Metadata records. These Metadata records shall be constructed with sufficient quality to pass through the USGS Metadata Compiler with less than three errors. All products generated must be identified in the metadata.
3.3.3 Data Submittal
Submit the following within 21 calendar days following the completion of imagery acquisition for each pre-beachfill geo-referenced aerial imagery and post-beachfill geo-referenced aerial imagery collected:
a. Submit final, full image tiles in 4-bands imagery in .TIF and .TFW format, 3-inch pixel resolution, in approved tiling scheme. Submit geo-referenced imagery in GeoTIFF format, using no compression.
Include associated world files (.TFW) for each image tile submitted.
Ortho-rectification of the acquired imagery is not required.
b. Submit overall Mr. Sid compression file (with .AUX file) at 20:1 ratio Generation 4 of the overall selected AOI. Null pixel values rendered in white.
c. Submit the finished products via an electronic file sharing system as specified in Section 01 33 00 SUBMITTAL PROCEDURES, with email notification to the COR. If file size exceeds electronic file sharing system deliver all data and supplemental products on USB 3.0 portable external hard drives using one of the following HDD models: Western Digital My Passport Ultra, Seagate Expansion or Seagate Backup Plus Slim or other approved equal. Hard drives shall not require an external power source. Hard drives shall become the property of the Government. No restrictions shall be placed on the data by the imagery/LiDAR provider. Submit 3 hard drives with the pre-beachfill imagery data, and another 3 for the post-beachfill imagery data.
Data collected and produced shall become the property of the Government.
3.4 PHOTOGRAPHIC DOCUMENTATION OF SURVEYS
The photographs specified in Section 01 71 23 SURVEY REQUIREMENTS, are in addition to those required in this section.
3.5 MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work specified in this section and all costs in connection therewith shall be included in the the cost of all the bid items.
SECTION 01 32 33 Page 5
3.6 APPENDIX A
GPS / IMU Data Collection
CORS Stations
1. The Contractor flight crew may utilize nearby CORS stations during data collection.
2. During data collection, the aircraft shall remain within 100-mile radius of the base station at all times.
PDOP
1. The decisions whether to fly during periods of high PDOP will be based on daily discussions between the Contractor project manager and flight operations. Check the predicted PDOP status prior to each flight.
2. The Contractor shall make every effort not to initialize during periods of PDOP greater than 2.5.
3. The PDOP should not exceed 5.0 during the airborne data collection.
4. If the decision to delay take-off due to high PDOP will impact the ability to complete the program, the collection team may choose to collect data during periods of high PDOP. Data shall be processed and quality checked in a timely manner after the flight, so any data issues will be promptly identified and a decision made on how to resolve any issues.
Flight
1. The elevation mask of all GPS receivers should be set to 10.
2. The GPS / IMU data collection requires an "initialization" period to allow satellite acquisition.
3. The aircraft shall be away from buildings, free of multi-path and should be at a complete stop during the initialization time.
4. During data collection, the aircraft shall not be banked more than 20 degrees to prevent loss of lock with GPS satellites during the mission.
5. The ground and airborne GPS receivers shall collect data for the duration of the flight. This increases the likelihood that the GPS data will be successfully processed in both the forward and reverse directions.
6. Procedural "S" turns shall be performed before entering and leaving the project area.
7. After landing and the plane is stationary, the GPS / IMU subsystem shall continue to collect data for 10 minutes. FCMS shall continue to run during the 10-minute hold.
8. The initialization and termination of the aircraft's data
SECTION 01 32 33 Page 6 collection shall occur as close to the airport base station as possible, but far enough from buildings to prevent multi-path.
Post Mission Procedures
1. Flight Logs shall be retained by the Contractor after each data collection.
2. GPS, IMU, and image data shall be downloaded the same day of data collection.
3. After system memory unit (MM40) download is complete, a preliminary quality control shall be performed on the raw images by the Contractor production team to ensure quality data collection. This quality control shall also be used to analyze any lines for clouds, cloud shadows, etc. requiring a re-fly.
4. A duplicate copy of the raw data shall be maintained by the Contractor. This duplicate copy can be maintained on the DMC system memory unit (MM40) or another hard drive device (PowerVault / GeoVault).
