1. Are there endangered or protected species on the job?
Bid as shown. There are no seasonal restrictions for threatened and endangered species.
2. Have DEP and other environmental permits been applied for/ secured for this project?
Stormwater permitting being secured by the Government?
Abington Township secured a PADEP Clean Fill Approval and a Chapter 105 Waiver 16 for the project. The stormwater permitting is covered by the Chapter 105 Waiver 16.
3. It was noted that there are small fish in the Grove Run Park section, what requirements are there to save or relocated the fish?
There are no requirements to save or relocate small fish.
4. Regarding the tie into the existing manhole from new manhole #4 – the footnote says to tie in under the existing 10-inch VCP. Is there enough room to get under the existing line as the manhole is now?
Bid as shown. The existing VCP invert into MH #233 is 311.21. This invert has been added to the plans via AM0002.
5. Does it call for watertight manhole frames and covers or regular castings?
Bid as shown. Watertight manhole frames and covers are required.
6. Do we know if there are any laterals on the existing line that is going to be abandoned?
There are no known sewer laterals; however, Specification Section 01 11 00 paragraph 1.3 requires contractors to make a PA One Call to mark out all utilities on site.
7. How do you contain compaction over the embedded trees in the wood toe area?
Bid as Shown; upon award successful offeror shall submit work plan describing means and methods necessary to achieve project requirements as required by the specifications.

Bid as Shown; upon award successful offeror shall submit work plan describing means and methods necessary to achieve project requirements as required by the specifications.

RFI Responses
11. Do we have to test a small quantity concrete pour such as a manhole flow channel? What amount of notice would need to be given prior to casting the flow channels?
Bid as shown. Concrete testing in accordance with contract requirements is required for all concrete placement activities.
12. Is there a contingency in the budget for borrow material in case we needed it?
Bid as shown.
13. Plan sheet C-110 Roychester Park notes “All existing concrete encasement and sanitary sewer in stream limits to be removed and replaced with R5 riprap, 24” min thickness choked with native stream substrate.” Other notes in the plan set note to “abandon in place”. Are we removing or abandoning? The note to remove refers to detail 6/C-502 but this detail shows a concrete encasement and not the work referenced in the note.
Clarity provided in AM0002. Locations are defined where the existing concrete encasement and/or sanitary sewer line are to be either removed or abandoned in place.
14. Plan Sheet C-108 calls for the removal of approximately 760 LF of existing fence to be removed.
However, the portion marked for removal only measures about 364 LF. Please clarify.
364 LF of removed dog fence is correct. This will be shown in AM0002.
15. The Construction Sequence Plans on sheets CE101 and CE102 says instream activities are restricted to low flow periods. Additionally, these plans call for bypassing the stream. Please provide all available flow data Flow data used during design can be found in Attachment of RFI responses.
16. Note 2 on plan sheet CE102 states that Sandy Run Creek has a trout stocking designation. Please clarify if there any in-water work restrictions for this project.
There are no time restrictions associated with trout.
17. Regarding the cross sections for the channels, do the proposed grade lines represent the theoretical finished grade lines of the Reinforced Embankment or are they indicative of the subgrade slope elevations behind the Reinforced Embankment? Please clarify.
Bid as shown; the proposed grade line represents the finished grade of the bank stabilization.
18. Section 31 00 00, paragraph 3.14.1.b Does the R-5 Riprap pay item include material placed for riprap toe and sanitary sewer trench repair (see note on C-110)? Our quantity take-off is coming in much higher.
Bid Schedule revised in AM0002.
19. Section 31 00 00, paragraph 3.14.1.c Quantity take-off for R-7 Riprap is also coming in much higher.

Clarity provided in AM0002.
21. Dwg C-111 The construction entrance near the area of tributary channel grading is shown coming off of Robinson Avenue however this appears to be a paper street. Please confirm that tree clearing is expected and required to access this scope area.

1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The work includes, but is not limited to the following:
a. Provide the following Roychester Park Environmental Infrastructure Improvements:
(1) Clearing and grubing approximately 1,979 square yards.
(2) Regrade and stabilize 900 linear feet of the stream bank with native live stakes and seed.
(3) Placing approximately 990 square feet of riprap around the headwall to stabilize eroded banks.
(4) Filling and realigning 75 linear feet of stream channel.
(5) Install new sanitary line consisting of approximately 827 feet of 10 inch PVC sewer pipe and 4 precast reinforced concrete manholes.
After installation of new sanitary line, cut and cap existing sewer line to abandon in place.
(6) Invasive Species Control in areas indicated on the drawings.
(7) Field surveying and verifying the existing conditions shown on the drawings.

(2) Regrading and stabilizing approximately 1,050 linear feet of stream channel and banks with native live stakes and seed.
(3) Removing existing gabion baskets and reusing stones.
(4) Removing 350 linear feet of concrete channel bottom and replacing with riprap choked with smaller stone.
Section 01 11 00 Page 1
(5) Removing approximately 70 linear feet of existing concrete channel and redirecting local drainage.
(6) Excavating a channel in a forested floodplain area of approximately 425 linear feet long, 12 feet wide, and 2.5 feet deep, with a longitudinal slope of approximately 0.5 percent.

AHAs must be developed by the Prime Contractor, subcontractor, or supplier performing the work, and provided for Prime Contractor review and approval before submitting to the Contracting Officer. AHAs must be signed by the SSHO, Superintendent, QC Manager and the subcontractor Foreman performing the work. Format the AHA in accordance with EM 385-1-1 or as directed by the Contracting Officer. Submit the AHA for review at least 15 working days prior to the start of each activity task, or DFOW. The Government reserves the right to require the Contractor to revise and resubmit the AHA if it fails to effectively identify the work sequences, specific anticipated hazards, site conditions, equipment, materials, personnel and the control measures to be implemented.
AHAs must identify competent persons required for phases involving high risk activities, including confined entry, crane and rigging, excavations, trenching, electrical work, fall protection, and scaffolding.

1.7.2 AHA Signature Log
Each employee performing work as part of an activity, task or DFOW must review the AHA for that work and sign a signature log specifically maintained for that AHA prior to starting work on that activity. The SSHO must maintain a signature log on site for every AHA. Provide employees whose primary language is other than English, with an interpreter to ensure
Section 01 35 26 Page 6 a clear understanding of the AHA and its contents.
1.8 SITE SAFETY REFERENCE MATERIALS
Maintain safety-related references applicable to the project, including those listed in paragraph REFERENCES. Maintain applicable equipment manufacturer's manuals.
1.9 EMERGENCY MEDICAL TREATMENT
Contractors must arrange for their own emergency medical treatment in accordance with EM 385-1-1. The Government has no responsibility to provide emergency medical treatment.
