Solicitation No. W912BU23R0014 Repairs to Pumps at Bernville Protective Works
Question 1 – Availability of better version of reference drawing.
Answer 1 – The drawing included with the Solicitation - Patterson Pump Drawing No. D-4142-3 -is the only version available. The OEM could not provide a better copy.
Question 2 – Is it expected that when each pump is taken offline and disassembled, that the motors should be transported to a repair facility for the lower bearing replacement? Would this also be the case for Pump #6, to take offline, disassemble, transport to a repair facility for bearing replacement, return and reassembly?
Answer 2 – It is the responsibility of the contractor to determine whether the bearings can be replaced in place (at the job site) or whether they have to be replaced at a repair facility, and to bid accordingly.
Question 3 – On the sheet that has the line descriptions, would you like the “until price” to be the total price for each rebuild and then the “dollar amount” include the labor and greasers?
Answer 3 – I believe this has been addressed already. Contracting to answer this.
Question 4 – We cannot find a manufacturer that will “rebuild” the greasers. Is it ok, to quote for new greasers?
Answer 4 – Parts are still available from the OEM for these greasers. It is the responsibility of the contractor to rebuild them using OEM parts.
Question 5 – As of yet, we still do not have pricing from Patterson to rebuild the pumps, is there a chance that the bid date will get pushed back again, because of this?
Answer 5 – The need to use the OEM to rebuild these pumps is no longer a requirement. The contractor is solely responsible for rebuilding the pumps in accordance with the specification requirements.
Question 6 – We did not see any requirement for a bid bond or performance/payment bonds which seems uncommon for a USACE project of this size. Please clarify if required.
Answer 6 – Bonding is not required.
Question 7 – Patterson has indicated the schedule of 210 days is not realistic. They have not yet provided an anticipated duration but we expect them to say this is a “2 season” project or November 2023 to May 2024 and November 2024 to May 2025. We request the project duration be increased to align with the required vendor’s durations.
Answer 7 – It is no longer required that the OEM perform the repairs.
Question 8 – Are there any liquidated damages?
Answer 8 – I wouldn’t know how to calculate this, so I would say no.
Question 9 – The evaluation criteria under 52.212-2 says that technical and past performance are equal but does not address how price is factored into the selection criteria. Please clarify.
Answer 9 – This is a LPTA procurement.
Question 10 – Can you please confirm valves exist on both the upstream and downstream ends of the pumps to isolate flow?
Answer 10 – There are no valves on either the upstream and downstream sides of the pumps to isolate flow. Normally these areas are dry, hence the schedule to perform this work out of hurricane season.
Question 11 – Is hydrostatic and flow testing and factory certification of performance of these pumps still a requirement?
Answer 11 – No.
