Q2. Will a bid opening be held?

A2. No. Send proposals in via email to Frederick.conway@usace.army.mil.

Q3. How long are prices submitted to be held for?

A3. Pricing to be held throughout the duration of the project

Q4. We did not see any requirement for a bid bond or performance/payment bonds which seems uncommon for a USACE project of this size. Please clarify if required.

A4. This is a commercial contract and we usually don't require bonding for a commercial.

Q5. Patterson has indicated the schedule of 210 days is not realistic. They have not yet provided an anticipated duration but we expect them to say this is a “2 season” project or November 2023 to May 2024 and November 2024 to May 2025. We request the project duration be increased to align with the required vendor’s durations.

A5. TBD

Q6. Are there any liquidated damages?

A6. TBD

Q7. We request the bid date be extended to May 17 in order to evaluate the responses to questions.

A7. Not a bid! Proposals due by 31 May 2023.

Q8. The evaluation criteria under 52.212-2 says that technical and past performance are equal but does not address how price is factored into the selection criteria. Please clarify.
