SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 2

RFI Group 2 Questions 25-67

25. "The Contractor shall conduct the validations listed in Sub-paragraph C for each of the six conditions listed above in Contract Paragraph C120…" There appears to be no Sub-paragraph C, and C120 only lists three conditions. Please clarify.

a. USACE Response: Sub-Paragraph C refers to items underneath the header “SPECIFIC REQUIREMENTS.” Requirements for the conditions were revised prior to solicitation and have been corrected in the revised Contract Paragraph C121.

26. The extent of the CFD analysis described here is very costly. Duplication of the conditions in C120 is a minimum of three loading conditions involving a total of 31 speeds and individual CFD runs. The slow speed maneuvering cases require a minimum of an additional four CFD runs. The azimuthing thruster requirements (hull/stern interaction, air entrainment, and azimuthing thruster interaction) are not clearly defined and will require an unknown number of CFD runs for validation. Bow thruster performance calculations are similar, with the starting analysis being to determine the worst case dredging performance; then sizing verification based on the worst current, plus an analysis of degradation of thruster performance in varying speeds through the water. It is difficult to determine how much analysis is required here, and whether it can be accurately accomplished using current CFD tools. Finally, there is a design track validation that requires modeling of both the above and below water vessel and a very complicated cross wind/cross current analysis for each of the individual dredging sites listed in Section C002 (four sites, varying winds and currents, some of which may require multiple CFD runs for each dredging site). We recommend that the extent of these calculations be reviewed because it will impact the overall cost of the project. Please consider and clarify.

a. USACE Response: Please see revised Contract Paragraph C120 and C121.

27. Section C121 requires that bow thruster be sized so that it is "adequate to turn the dredge, with hopper full, 180 degrees against the maximum current" (six knots, per section C002). This implies that the thruster must accomplish this by itself, but Section C002 states that the bow thruster should be "sized to operate in conjunction with the propulsion system to allow the vessel to turn 180 degrees within its own length (in the water, not relative to land), at full load draft, with drag arms raised." Is the bow thruster required to turn the vessel 180° against a six knot current by itself?

a. USACE Response: The bow thruster is not required to turn the vessel 180 degrees against a six-knot current by itself, the bow thruster is intended to accomplish this with the main propulsion system. Please see earlier in the paragraph which states “in conjunction with the Azimuthing thrusters.”

28. Section C608 requires that "The ABS DPS-1 system shall be designed to maintain vessel’s position and heading under the environmental conditions as specified in Contract Paragraph C002." However, Section C002 does not appear to define specific environmental conditions for dynamic positioning, or operating conditions where the DP system will be used. Please clarify.

a. USACE Response: DP system shall be required to be used in any of the environmental conditions in Contract Paragraph C002. Please also see Contract Paragraph L Volume 1 Factor 3 for more information on environmental conditions.

29. This section (C145) requires both Convention and Regulatory Tonnage calculations, but Section C004 only calls out Convention Tonnage, and we don’t see any requirements based on Regulatory tonnage thresholds that would require the calculation of Regulatory Tonnage. Convention Tonnage can be used for regulatory purposes. Please clarify.

a. USACE Response: Please see revised Contract Paragraph C145.

30. This section (C150) requires the calculation of maximum VCG curves for damaged stability. In our opinion this is not practical to do with DR‐68 probabilistic damage stability. Please clarify.

a. USACE Response: Requirements for DR-68 and 46 CFR 170.110 (per Contract Paragraph C161 Trim and Stability Booklet requirements) shall be complied with.

31. This section (C155) requires intact stability compliance for all the loading conditions listed in section C160, some of which are not valid operating conditions (“not a sailing condition”) nor listed as requirements in DR‐68. Please clarify.

a. USACE Response: Non-sailing conditions shall be included in the Trim and Stability Booklet as required in Contract Paragraph C160, however they shall be exempt from meeting intact stability criteria per DR-68.

32. "Ready for Dry Docking, close to zero trim and heel, 10% fuel, hopper communicating with sea" is listed as a loading condition. Immediately below, this section states that "All loading conditions described above, excluding Lightship, shall be presented in three stages..." which includes departure, intermediate and arrival conditions. Presumably the drydocking condition only has to be completed for the 10%/arrival condition. Please clarify.

a. USACE Response: This is correct, please see revised Contract Paragraph C160.

33. See comment on Section C150; this section (C161) requires the stability booklet to evaluate conditions for damage stability against regulatory requirements which is not practical for DR‐68 probabilistic damage stability. This section also requires the stability software to be “packaged and compiled by the software manufacturer”. We have assembled stability software using GLM (based on GHS) for numerous vessels and presume that having Creative Systems create a final GLM for issue to the vessel meets the specification requirement. Please clarify.

a. USACE Response: Use of GLM software is acceptable however it shall need to be in a format that can be reviewed by ABS per Contract Paragraph C101 and shall be included in native files required per this section and Contract Paragraph H14. Please see revised Contract Paragraph H14 with clarified requirements.

34. Section C456 requires anchor windlasses to be hydraulically powered. Vessel is diesel-electric and it would make sense to use electric powered windlass as well. Please clarify if offerors may consider an electric windlass.

a. USACE Response: Please see revised Contract Paragraph C456.

35. This section (C677) requires a fire suppression system in the dredge pump motor room. Is this system required if the dredge pump motors are electric rather than internal combustion engines? A fire suppression system would not be required in this location by 46 CFR Subchapter I Subpart 95.05-10. Please clarify.

a. USACE Response: The Government does not intend to change this requirement.

36. This section (C687) calls out a ships service refrigeration system, for a built‐in storage area for chilled and frozen stores. For this small size crew and limited voyage duration, this appears to be excessive. A series of upright commercial refrigerators and freezers would be less expensive for USACE to purchase, operate, and maintain. Please clarify.

a. USACE Response: The Government does not intend to change this requirement.

37. This section (C710) requires the electrical load analysis to look at eight different operating modes for both day and night. This seems excessive and will result in a significant amount of duplicative effort for conditions that do not define the operating limits of the vessel. Please clarify.

a. USACE Response: The Government does not intend to change this requirement.

38. Section C002, Part C.e requires "The hopper volume shall be 6,000 cubic yards to the top of the overflow, at maximum overflow height, at a minimum of 1.5 S.G. Dredge shall be capable of a hopper volume of 5,000 cubic yards at 1.8 S.G." No consumable loading condition is specified. Part C.i requires "Speed (w/ 50% consumables, 100% fuel):

...Transit speed, hopper full, minimum 10 knots, Shallow Water." This implies but does not directly state that USACE wants the vessel to be able to operate with the hopper full with 1.5 SG material with 50% consumables and 100% fuel. Sections L and M specify hopper capacity for evaluation purposes but do not appear to define a consumable/fuel loading condition for the evaluation. Please clarify.

a. USACE Response: The vessel shall be capable of transit with the offeror’s hopper with maximum volume at 1.8 S.G. and the vessel in departure condition per Contract Paragraph C002.

39. Can the USACE please indicate where the PPQ and Attachment A as referenced are provided as Section J does not include the attachments referenced?

a. USACE Response: See updated attachments for PPQ form.

40. The solicitation contains numerous requirements regarding preparation of “as-built” drawings and other documentation (ex. C101 STABILITY CALCULATION SOFTWARE); however, no guidance is provided as to the extent of deviation from the “as-designed” condition that would trigger a requirement to produce an “as-built” version of the drawing. Historically, minor geometric variations between placement of items in the “as-designed” drawings and the “as-built” location that do not exceed a reasonable threshold (e.g. not exceeding 12 inches) would not trigger creation of “as-built” drawings, thus avoiding unnecessary cost. Similarly for non-drawing items, the extent of deviation that would result in the need to modify the item should be prescribed, consistent with the intended use of the information in question. This information is needed in order to permit accurate estimation of the cost to evaluate and prepare the required items, as well as to permit avoidance of activities that drive cost without providing meaningful benefits.

a. For those deliverables where no threshold criteria is provided in the solicitation, can a specified conditions, i.e. geometric thresholds or tolerances, for measured differences between placement of items in dimensioned drawings and actual “as-built” arrangement that will trigger the requirement to produce “as-built” documentation be defined?

b. USACE Response: Per the referenced Contract Paragraph H14, all drawings shall be provided in as-built form prior to Final Inspection. At this point in time the Government will review the drawings for acceptance. Safety-related drawings shall reflect as-built condition, stability, hopper and tank capacities, and scientific calculations shall reflect as-built condition after incline experiment. All other drawings shall be updated to allow for sufficient information in support of future maintenance and modifications. In the Government’s experience a large majority of design drawings have to be updated throughout the construction process with the assistance of review by Government on-site representatives.

41. Is there a bidders’ questions phase, or do we just ask you questions as needed?

a. USACE Response: Please see response to RFI 1.

42. Is the contractor free to selected whether the drawings are in metric or imperial units?

a. USACE Response: Per Contract Paragraph C100, “All calculations/reports shall be submitted in English units.”

43. RFP page 378 says "All drawings shall be prepared in CADD form and shall conform to the American National Standards Institute (ANSI) Standard Y14." In the same section of the RFP ANSI Y14.1 and Y14.24 are mentioned. Other ANSI Y14 standards are not mentioned. Are only the ANSI Y14.1 and Y14.24 required?

a. USACE Response: This is correct, ANSI Y14.1 and Y14.24 are the only standards required for drawing format.

44. RFP page 401 does not clarify whether or not drawings that are submitted will be included in the page count. Will drawings be included in the page count?

a. USACE Response: Drawings are a subset of the Preliminary Design Report and are not included in the page count.

45. RFP page 401 requires a Preliminary Design Report in the submission with drawings.

The solicitation also requires PDF files to use an 8.5x11 page size. Can the PDFs of drawings, figures and tables within the Preliminary Design Report PDF be excluded from the page size restriction?

a. USACE Response: This is correct.

46. RFP page 423 Section M (Evaluation) Factor 4 (Past Performance) says "Evaluation of past performance shall be in accordance with this factor utilizing the forms and questionnaires set forth in Appendix B." Can Appendix B please be provided?

a. USACE Response: See updated attachments per this Amendment.

47. RFP page 440 requires the offeror to hold price valid for 120 days from the date specified for receipt of offers. Does this mean that if Notice to Proceed for the construction phase is not received within 120 days that the contractor is then free to change its pricing?

a. USACE Response: Contractors are reminded that the Government intends on awarding a Firm Fixed Price Contract (See Section M Evaluation of Factors)”.

Also, in accordance with FAR Clause 52.212-1, all Contractors are required to hold their price for 120 calendar days from date specified for receipt of offers”.

48. Contractor is to propose 3 deck covering options for pilothouse. Please confirm deck covering options will include pricing and as subsequent contract modification pending final COR selection.

a. USACE Response: This is incorrect, deck covering options are limited to color and pattern variations. Deck covering options shall be included in proposal costs and shall not require modification to the contract. Per Contract Paragraph C430 “The deck covering and flooring system shall meet the requirements of 46 CFR 164.006, Deck Coverings for Merchant Vessels.” Please see revised Contract Paragraph C430 for clarification.

49. Section C606 PROPELLER & NOZZLES includes "ABS certificates shall be provided to the COR for each propeller, including the spare propeller(s) (if option is awarded)." We can not locate clear requirements for a spare propeller, nor an area to price an option for a spare propeller. Please clarify.

a. USACE Response: Please see revised Contract Paragraph C606 and C800.

50. Section C002, Part C.i defines the contract transit speed to be in shallow water, defined in the same section as three times the loaded draft. Section C120 requires speed power calculations for the transit speed(s) to be calculated in deep water. Please clarify.

a. USACE Response: Please see revised Contract Paragraph C120 and C121.

51. Section C121 requires "The simulations shall be based on a self-propulsion numerical model incorporating the azimuthing propulsor housings, propellers and propeller nozzles." Can an actuator disk approach be used in place of explicitly including the propeller for cases for which the propeller is undergoing normal operation such as resistance and powering computations?

a. USACE Response: The Contractor should use the propeller design condition for Full Load Dredging Condition as developed in Contract Paragraph C120.

52. Section C121 requires "Forces on the hull (above water area and shape) from the cross wind shall be calculated using RANS or similar applied for wind, and for the hull above water areas." For the dredge track validation, can the cross wind aerodynamic forces be applied as a force and moment varying with yaw angle in the hydrodynamic calculations, derived from separate aerodynamic computations on the above water portion of the vessel?

a. USACE Response: Please see revised Contract Paragraph C120 and C121.

53. For the Dredge track validation, are the cross-current and crosswind oriented in the same or different directions? Note that if the current and winds are not oriented in the same direction, the scope of these analyses will increase dramatically due to the number of CFD runs required.

a. USACE Response: Please see revised Contract Paragraph C120 and C121.

54. Section C121 requires "The hull, propeller model shall be used to validate that the dredge can maintain dredging line along the length of the cut for the dredging sites in the operating profile that include cross currents and or cross winds." Four dredging cases are listed in Section C002. Three of four of those conditions include either current or cross winds, or both. All three of those conditions have differing and varying wind speeds, water depth, or current. No direction of cross current or cross winds is defined. The scope of the dredge track analysis based on this description is extremely wide and very costly. We recommend that USACE define the specific conditions required for the dredge track validation in Section 121 rather than have the contractor run numerous expensive and time-consuming cases to determine the limiting boundaries of the analysis. Please clarify.

a. USACE Response: Please see revised Contract Paragraph C120 and C121.

55. Spec Section C002 Vessel Operations & Preliminary Requirements, subpart S, specifies, "Loading time to fill hopper with 5000 cubic yards of 1.8 S.G. material to be between 45- 75 minutes when dredging at 65 Ft." Is the material that is pumped from the bottom 1.8 S.G. or is it some value less? Is 1.8 S.G. solely the bin/hopper density? If not 1.8 S.G., what is the material density that is to be pumped into and out of the hopper?

a. USACE Response: Bottom material shall be defined by the capabilities of the Contractor’s design in conjunction with environmental conditions of the dredging location. 1.8 S.G. is solely defined as the bin/hopper density as identified in Contract Paragraph C002 Primary Dredging Locations.

56. The Solicitation incorporates DFARS 252.225-7001 Buy American and Balance of Payments Program -- Basic (MAR 2022) by reference. The clause was updated in JUN 2022. The JUN 2022 version has a new definition of "domestic end product." Please clarify which definition of "domestic end product" is applicable to this Solicitation.

a. USACE Response: Clause will be updated to most recent revision, most recent definition shall be used.

57. The Solicitation incorporates DFARS 252.225-7001 Buy American and Balance of Payments Program -- Basic (MAR 2022) by reference. The clause was updated in JUN 2022, and the updated version fails to define "qualifying country." Please confirm which version of DFARS 252.225-7001 applies to this Solicitation, and if the JUN 2022 version is applicable, please advise whether the definition of "qualifying country" found in Alternate I applies.

a. USACE Response: Clause will be updated, however “Qualifying Country” is identified in the updated version of the clause.

58. This section (C105) requires the "main deck shall have minimal forward shear", "the upper deck shall have minimal camber", and "the house top shall be sloped aft." "Minimal" camber and sheer are not defined; we propose the use of camber and sheer at 1/4" in 12" as "minimal". Please confirm this is acceptable. In the case of a vessel with a full length superstructure, there is no exposed portion of the main deck and we assume that no sheer would be required on such a deck. Please confirm. Regarding camber on the "upper deck" on a similar vessel, we assume that since the "upper deck" would also be the strength deck per ABS Rules, and Section C300 does not require camber or sheer on the strength deck, that no camber or sheer would be required on the upper deck if it is also the strength deck. Please confirm. Finally, regarding "the house top shall be sloped aft", we assume this only refers to the pilothouse top, not the top of every level of the deckhouse that is exposed. Please confirm. Alternatively, all interior and exterior decks could be flat, everywhere. Please confirm your preferences.

a. USACE Response: All deck levels shall be provided with a minimal camber and sheer to avoid water pooling on deck. The definition of minimal provided in the question is acceptable. Additionally the Contract Paragraph C105 was revised in the response to RFI 21.

59. This section (C300) requires "Weather decks above the main strength deck shall have either camber or sheer." ABS defines the strength deck as "the strength deck is the deck that forms the top of the effective hull girder at any part of its length". In the case of a vessel with a full length superstructure, this would result in the upper weather deck also being the strength deck. We presume in that case that no camber of sheer would be required on this deck. Please confirm.

a. USACE Response: All deck levels shall be provided with a minimal camber and sheer to avoid water pooling on deck. The definition of minimal provided in the question is acceptable.

60. This section (C315) requires that exposed levels of the deckhouse have camber, but that interior decks shall be level. This creates some very difficult structural transitions between interior flat decks and exterior cambered decks. We propose to use minimally cambered decks on both interior and exterior house decks, and propose 1/4" in 12" straight camber for these decks. Please confirm this will be acceptable.

a. USACE Response: The Government does not intend to change this requirement and has revised Contract Paragraph C315 to clarify this requirement.

61. This section (C425) requires "A minimum 36-inch clear walkway (clear of handrails and grab rails) shall be provided along each side of each level of the deckhouse at the main deck and above. The walkway shall be extended around either the forward or aft side of the deckhouse, extending from side to side at each level." The purpose of this walkway is not evident, but we assume it is intended for access to the interior of the deckhouse where there are doors on the side of a level. If no access is provided on the side of the house (and only fore or aft access is provided), can the side walkways be eliminated? They would then appear to serve no useful purpose. Please clarify.

a. USACE Response: Please see revised Contract Paragraph C425.

62. This section requires "Stairways and inclined ladders in the interior of the deckhouse shall be designed for two people walking in opposite directions. Stairs, ladders, and railings shall be provided in accordance with ASTM F1166-07." Table 24 in the ASTM standard provides two standards that could be interpreted as meeting this requirement, one for "persons facing each other" with minimum width of 38", preferred 42", and a second requirement for persons passing side by side with minimum width of 48", preferred 54". Further the vessel is required to be classed in accordance with the ABS Guide for Crew Habitability on Workboats (HAB(WB)), which has a different standard in Appendix 3 "the minimum width on two-way (two person) stairs is at least 1,015 mm (40 in.)". Please clarify what the minimum required stair tread widths are to be.

a. USACE Response: Inclined ladders shall adhere to the ASTM Standard F1166- 07, as stated in the Contract Paragraph C427 and as required by EM 385-1-1 in Section 19.B. Per the standard this shall be a minimum width of 48”.

63. The bridge is required to have a Captain's Chair and a Pilot Chair. There is no requirement for a Dredge Operator's chair. Please clarify that the Pilot Chair is not the Dredge Operator's chair and that it is in addition to the Pilot Chair.

a. USACE Response: Please see revised Contract Paragraph C437.

64. Requirement: Various sections require 4” high toeboards/coamings at the perimeter of decks.

a. Question: Does this 4” dimension need to be measured from the top of the deck, or can it be measured from the underside of the deck, commonly referred to as the “molded line”.

b. USACE Response: Per ASTM F1166 Section 11.11.2, the 4” inch dimension shall be measured from the walking surface.

65. Requirement: Walkways above the main deck shall be constructed of welded steel. The outer edges of the walkways shall have a flat bar coaming extending 4 inches above the walkway plate to trap rainwater. Drains shall be provided at low points with down spouts exiting onto a weather deck below. A similar coaming shall be installed at all ladder openings and all other openings in the walkway.

a. Question: For the 4” coaming around the inclined ladder openings, can the coaming be cut down to within 1/4" of the deck at inclined ladder tops, to prevent tripping?

b. USACE Response: Per ASTM F1166 Section 11.2.5, “the top tread shall be flush with the walking surface to which the stair is attached. If there is coaming at the top of the stair the top tread shall be flush with the top of the coaming and shall extend to the coaming.”

66. Requirement: Officer’s Mess. The Officer’s Mess shall be a separate space from the Crew Mess and shall be sized for at least 15 people.

a. Requirement: Officer’s Lounge. The officer’s lounge shall be a separate space designed to support at least 15 persons.

b. Question: Is “15 people/persons” correct for the officer’s mess and lounge spaces?

c. USACE Response: Please see response to RFI 22.

67. Section L mentions that the Past Performance Questionnaire (PPQ) document is included in Section J. I do not see this document included. Can you please send out the PPQ template in which we are to send to past performance customers for completion.

USACE Response: See updated attachments per this Amendment

C120 RESISTANCE & PROPULSION

GENERAL DESCRIPTION

None.

REQUIREMENTS

The Contractor shall prepare a resistance and propulsion calculation 849-C120-01 RESISTANCE AND PROPULSION during Phase II of the Contract for submittal to the COR and regulatory bodies for review and approval.

The resistance and propulsion calculation shall be developed by an experienced organization with ample experience in resistance and propulsion calculations for vessels of similar size and type. All calculations shall be performed for deep water and shallow water as defined in Contract Paragraph C002 where the additional wave resistance is considered.

The resistance and propulsion calculation shall cover the three conditions as follows:

Full Load Dredging Transit Condition in deep water, with full hopper, at maximum draft with drag head(s) onboard and bottom doors closed. Speed range from 1 Kt. above to 5 Kts. below the contract required speed, in increments of .5 1.0 Kts.

Full Load Dredging Condition South-West Pass at 65-foot dredging depth, with drag heads on the seabed and dredge piping employed, full hopper, and bottom doors closed, 6 knots counter current making 2 knot headway (8 Kts. through water). Speed range from 2 3 Kts. below the contract required speed to the contract required speed, in increments of .5 1.0 Kts.

Full Load Mobilization Transit Condition in deep water, with hopper free flooded, drag head(s) onboard and bottom doors closed. Speed range from 1 Kt. above to 5 Kts. below the contract required speed, in increments of .5 1.0 Kts.

The calculation shall provide:

• total resistance of the vessel, drag arms and drag heads,

• hull wave making and frictional resistances

• Z-Drive appendage resistance

• hull appendage resistance

• Drag Head and Drag Arm Resistances while dredging with max pump power.

• air drag for vessel portions above water

• propulsion motor power

• gear and shafting efficiencies

• propeller & nozzle efficiency,

• wake fraction,

• thrust deduction,

• propeller RPM,

• propeller tip speed,

• propeller cavitation level as defined by the Burrell Chart.

• propeller thrust and EHP.

SPECIFIC REQUIREMENTS

The Speed/Power estimate shall be verified by RANS calculations as described in Contract Paragraph C121.

The Contractor shall optimize the propeller size, pitch, and blade area for the critical dredging condition:

“Full Load Dredging Condition South-West Pass at 65-foot dredging depth, drag heads on the seabed and dredge piping employed, full hopper, and bottom doors closed, 6 knots counter current making 2 knot headway (8 Kts. through water)”.

The Contractor shall develop and submit (849-C120-02 FUEL CONSUMPTION CALCULATION) a calculation of the expected daily and annual fuel consumption using the operational profile as described in Contract Paragraph C002.

The calculation shall be submitted to the COR during Phase II of the contract for review and approval.

SPECIAL FEATURES
