SUBJECT: Requests for Information Consolidated for Solicitation W912BU22R0016 VA086 Fort AP Hill USARC

Compiled 7 March 2022

1. Given the large extent of the HVAC replacement and re-design, will a Dedicated Outside Air System, separate from the individual zones be required? Or will the individual zones be acceptable to handle the DOA independently?

Response: Bid per the design-build SOW.

2. Who is responsible for the electronic security system (ESS), Data/comm, and A/V? If the Contractor, what is the extent of scope? NONE is currently identified in the RFP SOW.

Response: Bid per SOW.

3. 2.1.2 Scope item p. – Tile in restrooms and showers, this scope does not address toilet partitions or plumbing fixtures. Please further define this scope to be included in the contract. Part 6 addresses it slightly, but makes it sound like minor repairs… please provide clarity as it is impossible to correctly quantify with the scope of work as outlined.

Response: Bid per the SOW.

4. 2.1.2 Letter x. - existing equipment, devices, etc.… is there a log that can be provided, contractors need to be able to quantify this… Response: Reference to storage container in Para 1.1.1.c. is no longer valid. See Para 2.1.2.x. for listing of items to be re-installed per the SOW.

5. Is all lighting, switches, outlets, and trims existing to remain/reuse? If not, please provide detailed scope.

6. Please confirm a level 4 drywall finish is acceptable.

Response: The NTP will be provided after the Performance and Payment Bonds have been received and reviewed.

9. Are there any insulation requirements for the Training Building? Roof? Walls? Interior partitions?

Sound? NONE is identified in the RFP SOW.

10. Upon further review and building a code compliant proposal, the question is raised on the Section 01

10 00 Par. 6.13.2.3, “Drill Hall” or as labeled on as-built drawings “Assembly”. Per ASHREA 62.1 the occupancy load for an area labeled as such will be 300 People, which drives the Outside Air requirement higher. Please confirm this is the appropriate understanding and occupancy of this space. If not, please provide the intended occupancy so that the correctly sized equipment can be budgeted.

Response: The Drill Hall occupancy load identified in ASHREA 62.1 as 300 people is correct.

11. On the previous solicitation (W912BU21RE0033) there were multiple amendments with critical information. Please confirm the information provided in the amendments, specifically amendments 2 and 3 will be issued under this solicitation.

Response: Bid per SOW. See 6.13.2.8

99. Paragraph 5.3.4 Electrical work associated with HVAC. It infers that no existing circuit wiring, conduit, or devices are to be reused. Please confirm.

Response: Bid per SOW. See 6.13.3.

100. Paragraph 5.6.2.1 Insulation. In order to meet defined noise criteria elsewhere in the SOW, sound lining in the first 5 feet of duct from a fan system may be advisable. This would seem to contradict this paragraph prohibiting internally lined duct. Please advise or clarify in this regard.

Response: Bid per SOW. No lining is permitted.

101. Paragraph 5.8 - Please confirm this project will require a specific formal commissioning process including all ASHRAE defined roles, responsibilities and tasks.

102. Can an allowance be provided within the bid for item 6.13.2.9 LPG System Inspection and Repair?

This would help to reduce contract risk and overall Government cost as we would not need to add unnecessary potential risk to the project.

103. Electrical demolition section 6.13.3.2. Please confirm that the existing switch and transformers are to be reused and that new work will start at the equipment circuit breaker level and extend out to the equipment.

104. Paragraph 6.13.1.a states that all ductwork must be replaced for bidding purposes. However, on page 54 paragraph 6.13.2.3.3 states existing ductwork may be reused where possible. Please clarify which is required.

Response: For bidding purposes, assume that all ductwork will be replaced.

105. Please confirm if the SSHO can also perform the tasks of Superintendent and QC Manager? Triple

Hat.

Previous jamb installation not properly completed, and jamb are loose and not set following GWB removal. Please provide pictures of the incorrect installation or a site visit providing adequate time will be necessary to determine the extent of the work required. This information is necessary so accurate pricing can be determined.

107. SOW, para 2.1.2, item J, states to Include all floor prep required for new flooring to include removal of existing mastic where applicable, minor floor leveling or crack patching, bead blasting, moisture content seal as required. Will quantities for bidding purposes be provided for mastic removal, floor leveling/crack patching. Without Architectural as-builts being provided it can not be determined what type of flooring or its location currently exists making above accurate quantity determinations improbable. Also, any requirement for moisture mitigation of substrate cannot be determined until existing flooring is removed and testing performed. This would then have to be priced after award.

Please advise.

108. SOW, para 2.1.2, item O, states to provide ceramic tile in the east and west vestibules. Appendix

H shows these areas to receive 12 x 12 VCT. Which flooring application is correct?

Response: Provide ceramic tile in vestibules where no tile exists, if ceramic tile exists then match existing. Install new ceramic tile base in all vestibules and match existing.

109. SOW, para 2.1.2, item Q, states to provide acoustical ceiling panels that must follow the existing

Reflected Ceiling plan drawings and to include removal and replacement of ceiling grid (all existing ceiling grid is to be removed) No existing ACT RCP was provided with the as-builts. Appendix J only shows partial areas of ACT being replaced but as stated above in item Q all grid is to be removed.

Are all ceilings being removed and replaced or are we only to demo and replace what is represented by Appendix J?

Response: you will be replacing the existing ceiling grid, however the new ceiling grid will follow the existing ceiling grid.

110. SOW, para 2.1.2, item R, states to Provide 5/8” Gypsum Board on existing framing for ceiling application at vestibules, lobby and Assembly Hall. Appendix J shows the Assembly Hall to receive ACT not GWB. Which is correct?

Response: Assembly Hall is receiving ACT. Vestibules and lobby shall get GWB.

111. SOW, para 2.1.2, item U, states the existing fire suppression system is currently charged. When installing the ceiling tiles and gypsum board, contractor is to ensure sprinkler heads are installed in accordance with local, state, federal codes, ect. This scope only includes reinstallation of pendant heads in locations where ceilings are being replaced. Since no sprinkler drawings were provided the government will need to provide quantities of sprinkler heads to be installed for bidding purposes.

Further, it says the systems is charged. Who will be responsible for draining and refilling the system so sprinkler heads can be moved? The para also states to pressure test after work complete. If drained to do work it would have to be refilled to do pressure test. Also a conflict is noted in 6.12.10.2 which states system is currently drained as opposed to charged in para 2.1.2. Which is it?

Response: The fire suppression system is charged. The Contractor shall drain the system and comply with the requirements stated in section 01 10 00, Page 5, 2.1.2.u for charging and certify the system.

112. SOW, para 2.1.2, item U, states Awarded contractor shall clean, re-assemble, and reinstall stored items in Training Building. A log of stored materials and location of storage will need to be provided so accurate pricing can be determined.

113. SOW, para 2.1.3, item B, states requirement for Demolition and removal of all existing equipment, air distribution, roof penetrations and pads. SOW, para 6.13.1, will require demo of HVAC that is in areas where, according to Appendix J, the ceilings are not to be replaced. Please provide construction details of countertop, length of countertop and bracket support details so accurate pricing can be determined.

Response: Contractor shall provide wood blocking between stud framing. This is a typical detail

115. SOW, para 6.12.7.7, states to Provide wall tile in restroom and showers with 4” x 4” x 3/8”on full height wall ceramic tile. Is this statement correct? Are we supposed to replace all tile “ON” existing tile or is existing tile to be removed and the new tile placed on existing substrate?

116. SOW, para 6.13.1, item B, states to remove all duct insulation. Previous states indicate to remove all Mechanical/HVAC. Is all sheet metal duct to be removed also?

Response: Bid as shown. For bidding purposes, assume all ductwork must be removed.

Will another site visit be held to verify/inspect the SOW provided by the Solicitation and can the RFI cut off date of 3/4/22 be extended to allow for questions after a 2nd Site Visit or questions as they relate to the overall Solicitation requirements?

121. The SF 1442 indicates the Proposal due date is 3/28/22. However, no time of day for submission has been indicated. Please provide the time of day by which proposals are to be submitted/received.

Response: Amendment will include an extension to the due date and the time will be shared

122. Has a CCL or range of cost been established for the Design Build project under this Solicitation?

Response: Instructions should be on the front sheet of the SF1442. Construction Magnitude is $1M - $5M

123. Section 00 21 00 – Instructions to Offerors, item 2. Price Schedule, Para 1 “Note”, states to submit your price schedule with sufficient backup documentation to enable us to do a thorough analysis of the proposed offer (price). Ex: If the offer includes materials, the supporting documentation would include vendor quotes. Seeing that this Solicitation is for a competitive bid for a single project, the above information would not typically be required for price submission. This would normally be a requirement for Solicitations involving SATOC, JOC or other sole source proposals which would utilitize line item, m, l, e, g&a breakdowns associated with the likes of R.S. Means, 4eClicks, etc.. Can this pricing requirement information be waived for this competitive bid Solicitation?

Response: No

124. Solicitation document, Section 01 10 00, pg 3 of 47, Bidding Schedule – The bidding schedule provided in this section differs from the bidding schedule found in SOW document, Section 01 10 00, pg 5 of 424. The Sol doc contains 1 item for total price and 3 CLINs 0001 thru 0003. The SOW doc just contains 1 item for total price. Which Bidding Schedule are we to use and submit?

Response: Submit the schedule in the SF1442 CLIN 0001 thru 0003

125. Will all FF&E and all other movable items be removed from the areas of construction in both buildings prior to the contractor starting any work?

Response: FF&E not required. Bid per SOW.

126. Please provide Architectural as-builts for both the Training bldg. and the OMS Roof project. These drawings are necessary to determine all existing conditions and current construction details as the apply to the new SOW so accurate pricing can be determined.

Response: Available as-builts are provided within the Appendices. Bid per SOW.

127. There are as-built dwgs provided in Appendix C, pgs 243 – 245, that indicate they are for a

Maintenance Shop at Ft. Lee. Per the Sol, both the Training building and the OMS building are located at Ft AP Hill. Further these drawings to not show any details that would provide the necessary information for replacing a roof. Please provide asbuilt drawings for the OMS building at Ft AP Hill and ensure they provide all roof and/or interior details as required so accurate pricing can be determined.

Response: Fort Lee drawing sheets to be omitted from SOW. Available as-builts are provided within the Appendices.

129. SOW, para 2.1.2, item A, states to provide 5/8” Gypsum Wall Board (GWB) on existing steel stud framing for walls and ceilings. Several locations of stud framing were damaged during the previous contract or rusted from a water incident. This contract shall include replacement of those members.

Will the government be providing quantities and room locations where the stud framing is damaged?

This information is necessary so accurate pricing can be determined. If quantities cannot be provided, pictures of all affected areas or a site visit providing adequate time will be necessary to determine the extent of the work required.

Response: USACE is aware of a few areas where the metal sill track had rust which was approx.

15-0” of metal sill track.

130. Is there an available sign in sheet that can be distributed of the 22 FEB 22 site walk?

131. The Section 13B of the SF 1442 is not completed, is a bid bond need for this project?

Response: Performance and Payment Bonds are required after award

132. Section 11 of the SF 1442 states contract performance to begin within 10 days and contract completion within 365 days but Section 52.211-110 states the following:

The Contractor shall be required to (a) commence work under this contract within 365 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 365 days.

* The time stated for completion shall include final cleanup of the premises.

*The Contracting Officer shall specify either a number of days after the date the contractor receives the notice to proceed, or a calendar date.

o Section 52.211-110 seems subject to interpretation; would the contract period be 365 days after approval of the design documents or 365 days to include the design documents?

Design Period would be approximately 180 days on average.

With manufacture lead times in HVAC and Metal Products, construction period would need the 365 days to complete.

Response: PoP is 365 days including design and construction

133. The site walk alluded to a past project that was issued and not awarded last fiscal year due to

Technical Package Issues, can the RFI’s and answers from that bid be released since this is basically a re-bid of that project?

Response: Previous solicitation was cancelled. Additional information is provided with this amendment, not all RFIs will apply.

This project and lay-out would be optimal for a VRF system to replace the existing smaller systems.

Response: No VRF will be permitted.

135. I was informed that a roof was recently replaced on the building, is that a true statement?

If so, can you provide the contractor who holds the warranty?

o To remove the existing furnaces and all the existing flues properly, the roof would have to be repaired where the flues exit the roof.

Or does the government want to abandon the flues in place and make weathertight?

Response: Yes. The training building’s roof was replaced and the 99th should have the warranty.

136. Will base badging be required to access the site during construction services?

Response: No, site is accessible from public road
