SUMMARY OF CHANGES
RESPONSES TO RFIS ROUND II
FT. AP HILL RFIs
RECEIVED: 4 APRIL 2022
Please note: USACE SOW Clarification: It has been brought to the Government’s attention that carpeting exists in the SCIF room. As part of this Contract, the Contractor shall remove all existing carpeting in the SCIF, clean and prep the concrete floor, and install new carpet as specified in the
SOW.
1. 2.1.2.x states that there is various equipment stored on site that that the contractor is to clean, re-assemble, and re-install. This list included, among other things ceiling lights and sconces. Looking at the photos and additional site walk: there did not appear to be any stored light fixtures that need to be re-installed. Please confirm if there are any stored materials.
Response: Stored material is in the assembly hall.
2. 2.1.1.1a states that the contractor shall remove the existing metal roof from the BMA building along with, among other items, curbs around ducts. Do we need to include the removal and reinstallation of HVAC equipment and the associated power connections in our fee?
Response: No, just the penetrations (stacks and vents)
3. 2.1.2.c includes re-installing all door jambs (2.1.2.c). Can we assume that any necessary security equipment for those doors (card readers, mag strips, electronic latches, associated wiring, etc) are all existing and will just be reconnected by the security vendor and that there is no scope for Contractors?
Response: Bid Per SOW.
4. Under TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS, Factor 2. Design… Can the three design projects described include designs for projects on non-design-build (DB) design projects? Our designer has completed numerous non-DB designs for buildings more than 10,000 SF with both HVAC and roof design components which we feel will demonstrate the technical capabilities necessary for this solicitation. Please advise if design projects presented for technical acceptability may be for projects using design-bid-build procurement method if they meet the size and type of work in the solicitation and prove the designer’s technical capabilities.
Response: Yes.
5. Under TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS, Factor 2. Design… Can the three design projects described include designs by other than the Design-Build Contractor’s proposed designer for this solicitation IF a narrative description for technical and design capability is provided adequately describing the current designer’s technical capabilities for renovations of the size proposed in this solicitation, and including the HVAC and roof design components required?
Response: The 8(a) contractor must have the experience in managing these three projects.
6. Can an option for HVAC Alternate be included in the price schedule? • This project and lay-out would be optimal for a VRF system to replace the existing smaller systems.
Response: No Bid per SOW.
7. Entrances – Replace like existing VCT or do we clean existing floor? The SOW and plans contradict each other.
Response: Entrance vestibules are ceramic tiles. Replace ceramic tile.
8. The Lobby Wood Accent, do we clean in place?
Response: If work associated with the awarded contract occurs in the ceiling above, or immediately adjacent to the wooden architectural accent, then the Contractor shall remove, clean, and reinstall the wooden architectural accent. Otherwise, it can remain in-place and cleaned.
9. There is a missing door found in the storage area, do we replace with new door?
Response: Yes. Office door observed during walk through in storage area shall be replaced if damaged. match existing
10. The drywall ceiling in the lobby, do we leave in place and repair as necessary and paint?
Response: Repair as needed and paint ceiling.
11. It is not clear if the electric service is to be upgraded – the government responded to follow the RFP which does not clarify. It is not possible to know the anticipated new demand or level of design effort during the bidding phase. Therefore, we are excluding any additional design or construction work associated with the increased electrical service if found necessary.
Response: Bid per SOW.
12. During the site visit the KOR stated that the existing Fire Alarm/MNS and Fire Sprinkler were to remain as is (except for the reinstallation of the devices. Therefore, we are excluding any design work associated with the Fire Protection systems (Alarm & Suppression).
13. The electrical As-Built drawings were stampeded and dated July 29, 2005 – are these the most recent record drawings?
Response: yes. The as-built plans included within the SOW contain the information available at this time. Bid per SOW.
14. The electrical panels/equipment seem to be much newer than having been installed circa.
2005. Has there been a more recent renovation and or replacement of the electrical panels/equipment? If so, can you please clarify which pieces of equipment are new
15. Per the HVAC As-built drawing TM01 markup provided in the RFP, there are two (2) new Rooftop units labeled AHU-3 & AHU-4. These AHU’s are clearly shown on this drawing at grade outside the building with ductwork extending into the building to serve various new proposed VAV terminal units. Such ductwork would be exposed to the weather and would need to penetrate the building envelope through the roof because of limited space above the existing ceiling. Is the intent of the RFP to locate the proposed AHU-3 and 4 units at grade or locate them on the roof itself which would require extensive structural work for support and additional maintenance access platforms? Please advise.
Response: All AHU’s shall be grade mounted. Bid per SOW
16. Has structural steel for the two new packaged rooftop units and air distribution systems been installed?
Response: All AHU’s shall be grade mounted. Bid per SOW
17. The existing restrooms and other areas are not listed in contract. Please confirm this is correct for ALL trades including MEP?
Response: Work shall be performed in the restrooms. Bid per SOW.
18. SOW section 5.6.2.3 paragraph 1 indicates all return ducts require motorized dampers.
Please confirm this will not be required and only the AHU damper will require motorization.
Response: Bid per SOW. 5.6.2.3 is for the trunks (for example, in the outside air duct and return air duct where they connect into their respective AHU’s mixing box). 6.13.2.2.3 requires manual balancing dampers at all locations where air streams converge or diverge.
19. Given the large extent of the HVAC replacement and re-design, will a Dedicated Outside Air System (DOA), separate from the individual zones be required? Or will the individual zones be acceptable to handle the DOA independently?
Response: Bid per the design-build SOW.
20. Please confirm a ductless mini split with low ambient controls is acceptable.
21. Please confirm the fire alarm scope only includes reinstallation of the existing devices and testing/priming of the system.
22. Will DALT be required for newly installed ductwork?
23. Will a full set of design documents be required to include 35%, 65%, 100%, and IFC documents?
24. Can the superintendent dual hat as the SSHO?
25. Please confirm all controls, telecom, and security work is by others. If not, please provide requirements and any required systems/installers.
Response: Bid per SOW.
26. Do the bathrooms, to include showers, lockers, doors and benches require ABA compliance?
27. Will any of the interior walls being repaired require installation of insulation? If yes, please provide requirements.
Response: Bid per SOW.
28. Please confirm all switch and outlet materials and locations are to remain "as-is".
29. Section 6.12.7.8 and Appendix H provide conflicting flooring requirements in the vestibules. Please confirm the type of flooring required for the vestibules.
Response: Entrance vestibules are ceramic tiles. Replace ceramic tile.
30. Please identify the location of the SCIF Room called out in Section 01 10 00 par 6.12.1 Some specifications sections such as 01 10 00 page 34 section 6.11, or page 48 section
6.13.2.1 paragraph 7 elude to only painting affected surfaces. Other portions of the specification 01 10 00 page 4 paragraph (s) require all interior surfaces to be painted.
Please confirm painting requirement was intended to cover only interior surfaces affected by work as a result of this contract, and not all walls and Ceilings within the building.
Response: The Mail Room is located at the southeast corner of the administration area.
The Copy Room is west and SCIF is north of the Mail Room.
31. Related Question: If all surfaces are required to be painted, will already painted walls be required to be painted with three coats of paint?
Response: Yes, paint all surfaces. Bid per SOW
