TECHNICAL QUESTIONS/ANSWERS

OFFEROR MUST SUBMIT THE FOLLOWING INFORMATION WITH QUOTE.

NOTE: Failure to submit a complete listing of all equipment and components could result in offeror being found nonresponsive.

If drawing is not specifically called out, the listed information may be provided as catalog, cutsheet, drawing etc..

01. Q. A question was raised as to the specifications of the EXISTING generator sets.

A. The specifications of the existing generator sets are listed in the original solicitation included as an attachment in Beta SAM. The specific information can be found in the pdf entitled “solicitation+21Q0007” page 41/66 in section C06B “EXISTING DIESEL GENERATOR SETS DETAILS”.

The referenced section refers to the engines as “General Electric model FD” to clarify they are, in fact, General Electric Model 7FDM16.

02. Q. For weight and size purposes, has the existing steel been evaluated to support new product? Or will there be an opportunity for the members to be replaced/additionally supported.

A. The units provided by the successful bidder will be installed onboard the vessel in a future shipyard availability. Systems (both electrical and mechanical) and structure necessary to support the provided units will be installed/modified during that availability.

03. Q. I don’t see any ABS requirements associated. Thus I presume opportunity and vessel carry no marine class agency requirement but does require US EPA compliance. Is this correct?

A. The vessel is not classed by ABS but the EPA Tier compliance is still required.

04. Q. Would the government consider lower Tier rated engines (Tier II) under “Replacement Engine Exemption

1068.240 and 1042.615” regulations. They would fit in the available space (ER) better.

A. The solicitation requires Tier IV rated engines. To clarify the space constraints; the ER includes the stack area and the DEF tanks are NOT considered auxiliary equipment. The DEF tank(s) integration will be part of the follow on shipyard contract, based on engine manufacturer’s recommendations.

05. Q. What ABS rule set year was the vessel was built?

A. Vessel was initially classed by ABS in AUG 1994. As stated in Solicitation Paragraph C02, the design and construction of all machinery and equipment shall comply with all applicable rules, in the following publications, of current issue, in effect on the date the Contractor submits their offer, including any revisions published in the federal register prior to that date.

06. Q . What ABS rule set years were equipment updates approved to?

As stated in Solicitation Paragraph C02, the design and construction of all machinery and equipment shall comply with all applicable rules, in the following publications, of current issue, in effect on the date the Contractor submits their offer, including any revisions published in the federal register prior to that date.

07. Q. What is the history of the DG repowers? In other words what was original and currently installed DGs.

A. The existing power units, as identified in the solicitation are the original units

08. Q. Regarding the envelope constraints, do those include or exclude service envelopes? It is presumed they do include service envelopes and need that clarity please.

A. The identified generator set assembly (not including auxiliary equipment) is 38’6” in length, 11’8” in width, and 15’ in height, and exclude the service (maintenance) envelopes. The service (maintenance) envelopes will be accounted for in the detailed design based on the selected equipment.

09. Q. Please release the vessel power 1 line diagram. This is to help accurately account for the new DG power requirements.

A. The existing one line diagram will me changed significantly before these units are placed in service. New unit requirements are accounted for in the solicitation.

10.Q. Were you able to acquire a photo of the generator nameplates or a model number or a serial number?

A, All generator and engine information on the existing engines is included in the solicitation.

11. Q. Provide a general list of existing equipment to be replaced, and identify which are being requested in this solicitation, vs. items to be provided separately in a shipyard or other contract solicitation.

A, The material/equipment to be supplied is specifically identified in the solicitation. Information on any future shipyard or other contract solicitation has no validity in this solicitation and, as such, has no answer.

12. Q. Provide a list of components planned for re-use, so that these can be discussed for compatibility with the new diesel generators. An example might be a fuel day tank, or a compressed air tank(s) for engine starting.

A. The material/equipment to be supplied is specifically identified in the solicitation. Information on any other components has no validity in this solicitation and, as such, has no answer.

13, Q.Is IP23 open-dripproof acceptable for the generator design? If there is a minimum IP rating required, please state it.

A, Generator protection requirements shall meet the required regulatory standards in section C02A (ABS and CFR)

14. Q. The solicitation does not identify all the motor loads and load sequence for the dredge. It only identifies the single largest load. It also doesn’t define any load characteristics. To properly select the generator, the following information is needed:

a. For voltage dip calculations, identify the entire loading sequence, as to type, magnitude, and timing. If there are multiple loading scenarios, describe each.

b. Provide Motor data sheets, or motor size, voltage, starting kva or NEMA motor code for each major load, and whether across the line full voltage started, or reduced voltage. For reduced voltage start, provide a description of the start cycle.

c. Identify the presence of any transformers in the power system

d. For motors controlled via some type of variable frequency drive, the harmonic characteristics of the VFD must be identified.

e. Define any other non-linear system loads

A. The government considered all of the above in choosing the ratings required by the solicitation. The information being asked is not necessary in determining the new generator ratings as the new requirements are identified in the solicitation.

15. Q. In section C07, the solicitation mentions indications and controls required by ABS and USCG, however the document never clearly defines ABS and/or USCG regulations which must be adhered

to. Please identify these.

A. Required regulatory standards are identified in section C02A

16. Q Section C11 requires the Contractor to store the units up to 120 days, but section D01 has an extensive discussion on storage up to 3 years. The intent needs to be clarified, as this is a significant difference, which can affect equipment preservation, packaging, and warranty.

A. The “extensive” requirements of D01 apply only to those items (spares etc.) that are intended to be stored for long periods of times. The gensets themselves are only anticipated to be store d for 120 days.

17. Q Section C12 requires all required spares plus a list of recommended spares. As stated previously the precise ABS and USCG requirements must be clearly defined, as this could affect the required spare parts requirements.

A. Required regulatory standards are identified in section C02A

2. Since the installation phase is years in the future, will a current field service rate sheet be acceptable for now, so that no cost is included in the upcoming bid for the required 60 days of onsite support during installation?

All costs associated w engine commissioning and installation support are to be included in the bid.

3. Is it clear that items required for onsite testing, including load banks, transformers, cabling, and consumables such as urea, fuel, coolant, and lube oil will be provided by the shipyard or others?

Specific test requirements are identified in section E. Fluids will be provided. Load bank testing is required as part of this solicitation. The successful bidder will be responsible for all load bank materials.

4. Is there an estimated project award date and date by which installation is to begin?

If the question pertains to award of this solicitation, award will be made in a reasonable period following receipt of bids. Award date of any future contracts have yet to be determined

5. Describe the fire suppression system currently onboard or planned, as to type, i.e. dry agent, water, etc, as this will affect some equipment choices.

The existing Fire suppression system is CO2

6. Is there an existing DC system that can be used as power input to the engine/generator controls? If so, please provide a description of the system, including voltage and available ampacity.

The contractor shall identify the engine/generator control power requirements as part of Phase I – CLIN 0001AA – Engineering, Manufacturing, and Delivery.

The existing one line diagram will be changed significantly before these units are placed in service. New unit requirements are accounted for in the solicitation.

8. Will the existing switchgear be re-used with the new gensets?

The switchgear will, where necessary, be modified by separate shipyard action.

9. Is there a maximum genset rating allowed, so that the new gensets can be operated at 110% of the rating, and not exceed existing power bus ampacity?

Minimum requirements are identified in the solicitation. There is no maximum requirement.

10. Is there a minimum length of time the generator should be at full field forcing to support fault tripping?

There are no specific requirements related to switchboard protection at this time. Specific requirements related to circuit protection will be determined by the Government’s design agent after award.

11. Are there any specific materials of construction required for the plate / frame heat exchangers?

IAW any regulatory requirements identified in the solicitation.

12. What is the minimum available raw water flow and maximum raw water temperature to be used for heat exchanger design?

The requested information is provided in the identified reference drawings.

13. The solicitation requires an electric barring device. Is a pneumatic barring device an acceptable alternative?

No

14. Are there any specific or unique data points that are unstated but desired, for use in an existing monitoring system? If so, please define these.

Specific monitoring points are identified in the solicitation in addition to those required by the identified regulatory organizations

15. What remote controls, if any, are requested?

Required control systems are identified in the solicitation or the identified regulatory requirements.

16. Are there specific wiring practices required for the local control panel, and skid-mounted equipment? Are specific types of wire / insulation required? Please define Electrical engineering requirements are contained in the regulatory standards identified in C02A

17. Section C07 requires “individual cylinder head temperatures”. This is not available. Would individual cylinder exhaust temperatures be considered a suitable replacement?

Individual Cylinder Head or Cylinder Exhaust Temperatures would be acceptable

18. Section C09 states, “All equipment provided under this section shall be skid or engine mounted” For clarification, there will be numerous items not skid mounted, such as engine/generator control panels, heat exchangers, coolant expansion tanks, and exhaust silencers.

The equipment referenced in C09 are considered auxiliary equipment and as stated in Section D, are not included in the dimensional constraints for the diesel generator set assembly. Skid mounted equipment referenced in C09 does not mean it must be mounted on the same generator set skid, but that it be provided on a skid and not as loose equipment. Equipment that such as Auxiliary expansion tanks, silencers and other equipment normally mounted remotely would, of course notbe mounted on the skid.

19. With regards to on-skid equipment, we believe the current heat exchangers are not skid-mounted. Are the new heat exchangers required to be skid mounted? This will affect the overall length of the diesel-generator skid, as well as the piping arrangement on-skid.

20. Section C09 states, “All skid mounted equipment shall be vibration isolated from their skids using marine grade vibration isolators. Isolators shall be specifically designed for marine applications. Mount type shall use zinc plated steel components. The skids shall allow for the shipyard to weld the equipment directly to the deck plate and structure of the Generator Room.” This mounting configuration is not available for this size and type of equipment. The diesel engine, generator, and accessory items will be rigidly mounted to the skid to maintain alignment. The skid can either be rigidly mounted to the vessel foundation or the entire skid can be isolated from the vessel and we can provide the isolators. Please identify which of these methods is an acceptable alternative.

The equipment referenced in C09 is the cooling equipment only other equipment is to be mounted IAW the applicable solicitation section.

Requirements for the diesel generator sets are covered under C06 and more specifically Part F for Skids and Vibration Isolation. The requirement under C06.F states “The diesel generator sets shall be vibration isolated from their skids using marine grade vibration isolators…”, as an amendment to that requirement isolation of the generator set skid from the vessel deck plate and structure of the Generator Room shall also be allowed. Additionally, in that case the Contractor shall provide the required vibration isolators to support and mount the skids.

21. Are there physical limitations on the exhaust silencer size? Is there a desired arrangement, i.e.

end inlet x end outlet? Also note that interconnecting piping from the SCR outlet to the silencer inlet, and from the silencer outlet to atmosphere will not be provided as part of the diesel generator package. We expect these, plus all the flanges, gaskets, and hardware to be provided by the shipyard.

Reference drawings as identified in C10.A are provided. C10.B identifies the requirements for the exhaust system equipment that shall be provided, and that “The Government’s design agents will use the provided drawings and data to integrate the equipment provided under this contract into the exhaust system on the HURLEY.”

22. Section E05 states, “For all levels of testing performed, the COR must be notified 7 business days prior to the scheduled commencement…” and “The Contractor shall notify the COR 10 days before each test is to be performed…” Are these statements in conflict, and/or can you clarify them?

E05.A shall be revised to state “For all levels of testing performed, the COR must be notified 10 days prior to the scheduled commencement…”

23. In Section E05 on load bank testing, one requirement is “Demonstrate the ability of the generators to be paralleled automatically and manually. Demonstrate reverse power protection trips for each of the generators.” However, no there is no mention in this solicitation regarding switchgear. Our engine / generator control panel will include automatic synchronizing and load controls, intended to interface with existing switchgear. Are there manual synchronizing controls located in the existing switchgear and to be reused? Will the existing protective relay(s) be re-used?

The switchgear will be upgraded through a separate contracting action and for the purpose of this solicitation, the contractor shall assume that all control and protection equipment associated with the switchgear will be provide so that the testing can be completed.

24. In section H01 there are areas boxed in with elapsed time references on the left hand side (these are reproduced below, but turned 90 degrees) There is no clear description of what these blocks signify. Please define.

The phase sequencing is clearly defined in the verbiage directly above the graphic identified.

25. Section H12 requires drawings to be furnished in pdf and dwg file formats. Is this required for every submittal, or do the dwg files only need to be provided upon request and/or once the design is agreed approved?

All drawing submittals are, IAW the solicitation, required to be in dwg and pdf formats.
