Q&A Barge PEGASUS Maintenance 3299
W912BU-20-Q-0013
UPDATED July 6, 2020
Q1: Will the 45 day schedule begin with the NTP which I assume will be given when the barge is delivered to the shipyard. Or will the 45 day schedule begin with contract award as indicated in Section F03 paragraph b?
A: This is not a construction project where it requires a NTP. The NTP is concurrent with the delivery of the vessel.
Q2: We would like to submit a Quote for the ABS Hull Gauging Portion but I don’t know. Who are the Main Ship Repair Yards that will be sending in a Solicitation to the government for this Project? Can you direct me to the person that can help me out with the MSR so we can submit to them?
A: The Government does not facilitate partnerships for procurement notices. We recommend subcontractors to reach out to shipyards that might fall within the travel distance outlined in the solicitation.
Q3: We understand there will be no access to any tanks on the vessel during the ship check. If this remains so what should we assume the condition of the tanks are to determine a level of cleaning to bid on? Or will the tanks be open to look in through the manholes?
A: NASA is okay with opening 2 of the representative tanks for the inspection for the potential bidders to look into. Bidders will not be allowed to enter. We expect a similar condition on each tank to the shipyard 2 years ago, and that was minimum sediment on the bottom.
Q4: In Section C406 Coating System it indicates pressure washing the entire hull exterior (we assume this means bottom, sides, stern and foc’sle areas) including exterior bulwarks and decks while only painting the exterior decks. Is this accurate?
A: NASA is requesting a pressure wash of all exterior surfaces with the exception of the canopy, which is the unpainted part. This includes the bulwark below the canopy and the exterior surfaces of the forward house. The hull coating is included in item G (if directed).
Q5: Does the term exterior decks include foc’sle deck, and pilothouse deck?
A: Yes, it shall include all decks outside of the cargo area bulkheads. Aft deck, side decks, foc'sle deck.
The pilot house deck is grating and is not included in painting.
Q6: There isn't anywhere that calls out specifically what services will be required for the barge while at wet birth or on drydock. Could you provide a list of services (fire line, cooling water, shore power, air etc) that will be required.
A: Per section C041, Paragraph F, shore power is required and specifics discussed.
Q7: Item C170 section 6 paragraph 10 states "provide services in accordance with section H05" though there doesn't seem to be a section H05 in the SOW. Can you clarify.
A: That is an error. Please disregard that comment.
Q8: Per the Interspec provided it says to (SP-6) abrasive blast in the prep section of the (Machinery Spaces), I would believe that would not be feasible with all the equipment in this space. Would a spot
(SP-11) mechanical clean be acceptable? If so can you specify a square footage total and percentage of spot areas to be accomplished?
A: SP-11 is acceptable. The square footage for prep to be addressed is based upon field measurements taken during the pre-bid vessel site survey. Please provide this information in your proposal.
Q9: Will we need to scaffold all the tanks for a close inspection or will a visual inspection from the bottom be ok?
A: There will not be a need for scaffolding for the visual inspections.
Q10: Will we need to scaffold all the tanks or will long wands from the bottom be ok?
A: The tank depth is 15 feet. Scaffold should not be required for pressure washing. Washing with a wand is acceptable.
Second attachment:
Q11: What is the rating of the bulkheads in between the spaces three forward spaces? Specifically will fire dampers be required?
A: Unrated bulkhead. No fire dampers required.
Q12: Is there a specific CFM per room that your group is looking for?
A: Total airflow as specified in the specification is approximately 4545 CFM.
Q13: The work item seems to only call out a supply fan only and the exhaust will be natural, is that correct or do you want an exhaust fan as well?
A: The air will flow from the starboard side intake (no fan) to the port side exhaust where the fan will be located. Free flow of air from the starboard to port must be accomplished.
Q14: What is the voltage/phase for the fan?
A: We suggest a three phase 460V fan at that size. There are empty spaces for new circuit breaker in the motor control center
Q15: Item C439 The wool carpet does not come ins squares, only IMO approved NYLON carpet, low pile is available in squares. Is the intent to install wool carpet as described and provide NYLON carpet tiles as spares? Colors would not match nor would the quality.
A: The intent is to have a high quality carpet material that meets USCG/IMO marine interior standards.
The installed carpet should be in large format squares so that damaged areas can be easily repaired.
Q16: Item C441 Remove existing cabinet top. Fabricate and install new toe board for the existing cabinet.
Which cabinet is this?
A: The only cabinet we have is the stainless steel one on the starboard bulkhead. The intent is to remove the stainless countertop but re-use the cabinet. One new "L" shaped countertop will be installed as described.

Q17: Install new sink similar to Advance Tabco DI-2-10 2 Compartment Drop-In Sink - 10" x 14" x 10" Bowls. Is this 1-sink or 2?
A: The specified sink is one, double bowl sink. Any sink matching the countertop with similar dimensions will be acceptable.
Q18: Does this install in the new 24” deep SS countertop?
A: It will be installed in the new stainless steel countertop.
Q19: Item C686 Please provide sketch of requested duct complete with dimensions. Can vents for the blkhds separating each space be installed in the existing doors or will they be in the steel blkhds?
A: The item calls for the Contractor to provide the proposed location of the ventilation to the COR for approval. The vents separating the forward spaces may be in the doors or bulkheads and must be of suitable size for the application.
Additional information:
The ultrasonic gauging inspection at girth belts may require close access to the structure at the top of the tanks in those areas. The tank depth is 15 feet. Access for this purpose can be made with a step ladder.
Item C320 Tank Cleaning and Gas Freeing has the possibility of pressure washing the tanks.
Item C320 Tank Cleaning and Gas Freeing requires an inspection of plating and structure in all tanks.
