About this file

This document contains an amendment to a solicitation for beachfill nourishment services along the New Jersey shoreline from Brigantine Inlet to Great Egg Harbor Inlet in Atlantic County. The amendment provides responses to fourteen contractor questions to clarify project requirements. It revises the bidding schedule and drawings to address issues raised, including separating dune grass and woody vegetation quantities, adding plant tables, and revising crossover design details. Eligible contractors are invited to bid on providing beachfill placement and dune restoration services across multiple jurisdictions, including Atlantic City, Ventnor City, Margate City, and Longport Borough. The total estimated cost will depend on quantities required for the base project and available optional additions.

Could you please make available to contactors the x,y,z survey data of the borrow areas and beach fill on Beta.sam? Concur. See Amendment No. 0003.

The dredging order of work requires the inlet to be dredged first.

Can the Corps please provide the XYZ survey data of both the Absecon Inlet borrow area and offshore Borrow Area H? Concur. See Amendment No. 0003.

Spec section 32 92 00, 2.3 Woody Vegetation references that “plants shall come from the nursery as live plugs and shrubs”. Under 2.3.4, there is a fertilizer spec for 18-6-12 slow release to be placed in the pit for each plug. As the woody planting area includes the planting of dune grass (Ammophila breviligulata), separate from the quantities listed under CLIN numbers 10, 11,and 20 it is assumed that the dune grass here is to be provided in plugs (2”) plugs and fertilized as spec’d. Please clarify that these dune grass are to be provided in plug form (not standard bare root).

Provide American beachgrass as specified in paragraph 2.2.1.1. and plant beachgrass as specified in paragraph 3.3.3. Bid as shown.

Plan sheet C-104 shows an area (sta. 22+20 to 24+40) along the landward side of dune that is to be planted with the “Woody Vegetation” mix. However, there is no plant table associated with it (as there is for those areas to be similarly planted in Ventnor (sheet C-113).

Concur. See Amendment No. 0004 for revised Sheet C-104.

Plan Sheet C-113 provides a plant table for plantings to occur at the 2 landward dune planting (Woody Vegetation) areas (Sta. 332+00 to 334+00 and Sta. 349+80 to sta. 350+80). However, that table seems to include also include dune grass planting quantities (at 18” and 24” on center) that are not associated with the Woody Vegetation planting and should be covered under a separate CLIN (i.e. #20), but are not. Please clarify.

Concur. See Amendment No. 0004 for revised Bidding Schedule.

Note 9 on Sheet C-103 Indicates “Remove existing sand fence and install new sand fence” however there is not a specific bid item for the removal of existing sand fence. Can a bid item be created for the removal of existing sand fence? It will be impossible to provide a unit price that includes a known quantity of new sand fence and an unknown quantity of sand fence removal. See note 9 on sheet C-103 and note 11 on C-104 for length of sand fence removal.

Sheet C-103 notes some demolition at the Rhode Island Ave Crossover however there is no specific bid item for this demolition.

Can a bid Item be created for this demolition noted at Rhode Island Avenue.? Include as incidental item to split rail fence work.

Sheet C-104 notes demolition of the existing timber ADA ramp at States Avenue, however there is no specific bid item for this demolition. Can a bid item be created for this existing timber demolition noted at States Avenue? Include as incidental item to Crossover work.

Sheet C-108 notes demolition of the existing timber ADA ramp at Bartram Place, however there is no specific bid item for this demolition. Can a bid item be created for this existing timber demolition noted at Bartram Place? Include as incidental item to Crossover work.

Sheet C-109 notes demolition of the existing ADA Ramp at STA 206+00 and to regrade this area, however there is no specific bid item for this noted work. Can a bid item be created this this work being asked at STA 206+00 in Ventnor? Include as incidental item to Crossover work.

Sheet C-110 notes demolition of the existing ADA Ramp at STA 238+00, however there is no specific bid item for this noted work.

Can a bid item be created this this work being asked at STA 238+00 in Ventnor? Include as incidental item to Crossover work.

Bid Item No. 16 – I-5 Crossover Base Material 12-inch thickness(Ventnor). It appears that this bid item includes both the vehicular crossovers and the double pedestrian crossovers on the landward side of the dune. Can two separate bid items be created?

12” vehicular and 12” double pedestrian? The scope of the two different types of crossover warrant two unit prices. No. Bid as shown.

Ventnor Double pedestrian crossovers. In order to construct the double pedestrian crossovers on the landward side of the dune in Ventnor, damage is likely to occur to the existing split rail fence, sand fence, and I-5 gravel on the crest and seaward side of the dune. Will the contractor be paid separately to restore these areas or are these costs to be absorbed in the unit price?

Include as incidental items to cross over work and split rail fence work.

Bid Item 37 – Option 8 – Street End Scupper Excavation. Can the owner provide us with the access points to all (12) scupper locations? There does not appear to be equipment access to these locations. And where can the excavated material be disposed?

Onsite or offsite?

All Contractor access points are shown on plans.

Excavation under existing walkways may be one method of access. Currently the City maintains an excavated area under each walkway. Street end access can be coordinated through the City. This is dependent upon the type of equipment proposed for use. It is highly recommended that contractors visit the site to confirm existing conditions. Material from scupper excavation is addressed in note # 4, sheet C-304.
