About this file

This document provides an amendment to a solicitation and responses to bidder questions regarding solicitation number W912BU20B0005 from the Department of the Army Corps of Engineers Engineering District Philadelphia. The solicitation is for reconstruction of approximately 27,000 square yards of access road and parking areas at the Dry Brooks Day Use Area, including milling and repaving the existing asphalt, extending one 18-inch corrugated metal pipe culvert by 8 feet, and adding a pavement drainage layer to three localized areas. The amendment extends the bid response date from June 29, 2020 to July 14, 2020. It also revises the pre-award survey submittal requirements to request experience with at least 10 similar projects of 15,000 square yards or 3,000 tons placed in the last 5 years, rather than the original 300,000 square yards or 70,000 tons. The estimated cost range for the project is $1,000,000 to $5,000,000.

AMENDMENT

Response to questions regarding solicitation W912BU20B0005

Question 1. Section 00 50 05 Part 1.3 states in part that the bidder must “Demonstrate experience with at least 5 completed satisfactory projects of a similar nature and must have been at least 300,000 SY or 70,000 tons of bituminous pavements placed. Satisfactory projects must have been completed within the last 5 years.” Given the nature and scope of the proposed project, this responsibility criteria appears much too restrictive and may significantly limit competition. The square yardage and tonnage requirements appear to be many times more than that of the proposed project. Would the Government consider revising this criteria?

Answer 1. SECTION 00 50 05 – PRE-AWARD SURVEY SUBMITTAL REQUIREMENTS:

Please delete Section 00 50 05 in its entirety and substitute revised Section:

SECTION 00 50 05

1.2 GENERAL PRE-AWARD SURVEY INFORMATION

a. Demonstrate experience with at least 10 completed satisfactory projects of a similar nature and must have been at least 15,000 SY or 3,000 tons of bituminous concrete pavements placed per project.

The satisfactory projects must have been completed within the last 5 years.

PART 3 EXECUTION (Not Applicable)

-- End of Section --

Question 2. In reference to the responsibility criteria stated in section 00 50 05 Part 1.3, can key subcontractor experience be used to supplement the General Contractors experience?

Answer 2. No, key subcontractor experience cannot be used to supplement the General Contractors experience.

Question 3. BETA . SAM.gov shows the subject solicitation was updated on June 10th however I do not see any new documents posted. Have there been any additional documents posted since the original posting on May 29th?

Answer 3. No additional documents where posted. This response to questions from industry will create amendment 0001.

Question 4. The plans call for bituminous base/concrete while the specs call for HMA for the paving material. Please clarify.

Answer 4. Specification Section 32 12 16 and drawings refer to the individual HMA layers as “bituminous concrete base course” and “bituminous concrete wearing course.
