Existing curtainwall is called out to be removed and infilled with wall panels per note 1.06 on sheet AD-121. Assuming these panels were installed and warranted with a 20 year NDL warranty, as is required of the Metal Wall Panel specification [ref section 074213] we will need to consult with the manufacturer to maintain the warranty standards and to match the existing wall panels. This is a typo. It should be Stonhard "HT", not "HD".

Spec section 072710.0010 Building Air Barrier System is non specific as it relates to materials or material properties required to comprise the “Building Air System” system. See Amendment No. 0001.
Section 061000 Rough Carpentry paragraph 2.4 speaks to Air Infiltration Barrier presumed to be installed on the exterior wall sheathing. It requires the Air Barrier to certified under the requirements of ASTM C1136. We can’t locate any air barrier product that meets this criteria.
Please advise with basis of design Air Infiltration Barrier to be used on the project.
ASTM C1136 is for “Flexible, Low Permeance Vapor Retarders for Thermal Insulation”. The UFGS specification also gives the following option “or a tear and puncture resistant olefin building wrap (polyethylene or polypropylene) with a moisture vapor transmission rate of 125 g per square meter per 24 hours in accordance with ASTM E96/E96M, Desiccant Method at 23 degrees C or with a moisture vapor transmission rate of 670 g per square meter per 24 hours in accordance with ASTM E96/E96M, Water Method at 23 degrees C”. Reference details 1,4 & 6 on sheet A 502. All details show two layers of 2.6” polyiso insulation mechanically fastened to the steel roof deck, however the details and specs are silent as to how the SSMR panel clips are to be fastened to the roof structure. Is the intent that the SSMR clips are to be fastened through the insulation to the deck or is the intent that a nail board insulation sheathing be used but was omitted form the detail?
Please advise.
The intent is SSMR clips are to be fastened through the insulation to the deck; no nail board insulation sheathing. See Amendment No. 0001.
To date, only one of the three approved installers for aggregate pier foundations listed in Section 1.3 of the specification has expressed interest in providing pricing for this project. GeoConstructors has expressed interest; Hayward Baker has been non-responsive and Menard Group has declined to bid. Are there other approved installers available for us to reach out to?
Specification to be revised to indicate the pier installer qualifications. Specific approved installers will be removed. See Amendment No. 0001.
Can a revisit of the site be completed for vendors which attended the mandatory site visit? There were sections of the building which could not be entered, because the contacts from the DAFB during the mandatory site visit did not have keys to access the following rooms:
a. Monaco Fire Control Panel
b. Lenel Access Control Panel and Associate Electronic Door Locking Hardware Power Supplies
c. Network Video Recorder for the Video Surveillance System
d. Intrusion Detection Control Panel
No new site visit will be scheduled. For information on the following rooms. See photos in Attachment 2.
Please verify the following Fire Alarm System information:
a. Can a floor plan with existing fire alarm device types and locations be provided by the DAFB’s fire marshal’s office (smoke detectors, heat detectors, duct detectors, pull stations, horn-strobes, speaker-strobes, strobes, magnetic door holders, remote power supplies, fire alarm cabinets, remote annunciators, the fire alarm control panel and any third party system connection (i.e. ansul system, suppression systems flow and tampers, etc.)

c. Manufacture and part numbers of each SLC (Signaling Line Circuit) and NAC (Notification Alarm Circuit) device

Is there a design for the high-density storage rails (Note 15, Sheet SB111) in slab-on-grade (mud slab, set rails, infill)? Please provide a detail.
Slab was designed assuming rails are surface mounted which was decided based on conversations with basis of design, ActivRAC 7P (spec section 10 56 26 2.1). If top of slab needs to be recessed for rails, DOR will provide detail in response to an RFI by GC. Final detail to be coordinated with mobile storage shelving manufacturer selected. See Amendment No. 0001.
During the site visit, it was mentioned that the existing canopy was to be salvaged and relocated? This is not the way it is shown in the drawings.
Existing is to be demo'd and a new one furnished/installed by metal panel contractor. The existing scissor lift is being relocated. Please confirm the intent of the existing canopy.
The existing canopy is to be demolished and replaced as indicated on the drawings. Bid as shown.
24 Is the equipment listed in the table on A-111 supplied by the government?
The equipment listed in the “Equipment Schedule” on A‐111 is equipment provided by the Government.

Is there a required bid breakdown for this project? The solicitation mentions breakdown of the proposal sufficient for review. Can those required line items be provided?
This project is bid as a lump sum. There are no breakdown of line items. Bid as Shown.
Has the airfield temporary construction waiver process started for this project? We will have a crane on site and several taller construction vehicles
No. This waiver is highly specific to the time window needed, type of equipment needed (models, heights, locations, etc). It is very important to note that the temporary construction waiver and the crane permit are different. Contents of the request for each are also different. See Section 01 11 05, Dover AFB General Requirements and Amendment No. 0001.
Will deliveries to the existing loading dock area be made somewhere else on site, or will we need to accommodate for the deliveries?
The Contractor will not have to accommodate deliveries.
28 Where is the designated contractor parking area? See Section 01 50 00. Paragraph 3.1.
The site is pretty tight, where on base would the laydown and office trailer space be located?
The laydown area is as shown on Sheet CS101.
Office trailer shall go in this area.
What is the availability of temporary electric at the temporary office location? Electric is available in the vincinity of the project.
Does the temporary office need to include space for the government as mentioned in specification 01 50 00 section 3.6? Yes, per Section 01 50 00.
32 Is a clean out required on the downspout boots? See Amendment No. 0001.

There is not a cleanout called for on detail 2/C-502. Is a clean out required for rain leaders? See Amendment No. 0001.
34 What areas do the condenser’s serve that are to be removed? See Amendment No. 0001.
If we are to supply temporary air conditioning when needed after removal of the condenser’s, we need to know loads in those spaces to properly size the temporary conditioning. See Amendment No. 0001.
Do the prefab roof rails need to be insulated, detail 6/M-502 does not show insulation?
The roof shall be provided with continuous insulation. See Amendment No. 0001.
2.3.5 Carriages. Rigid frames consisting of C-shaped cold-formed steel beams and cross beams, designed to allow secure anchorage of shelving units.
Carriage Width: As Indicated, Carriage Length: As Indicated There are no dimensions on the drawing.
What are the dimensions of the new carriages in Room 162 including depth and length of carriages?
What are the dimensions of the new carriages in Room 1000A including depth and length of carriages ? See Amendment No. 0001.
2.5 STEEL-CASE SHELVING. Steel-Case Shelving: Shelving
consisting of full end, top, and back panels, with end panels made to receive adjustable shelves in slots or to receive clips to support adjustable shelves.
Configure units for mounting on mobile carriages. Type: Self-supporting unit. Configuration: Double-faced units. Width: as indicated to match existing. Height: as indicated to match existing. Shelf Depth: as indicated to match existing. The existing shelving is 4-Post shelving and has 5 openings (shelves) per unit and is approximately 80" tall.
Do you want to match this elevation or will the shelving be taller? If so, how many shelves per section?
Adjustable Shelves: 0.036-inch-thick cold-rolled steel sheet. Provide manufacturer's standard attachment clips.
Do you require clip-type shelving or shelving with a riveted shelf support and reinforcements?
Shelving Back Panels: 0.024-inch-thick cold-rolled steel sheet, sized to completely fill space between uprights. Do you require back panels between each back -to-back sections of shelving? See Amendment No. 0001.
2.7 SYSTEM ACCESSORIES - Provide roll out shelf with divider
inserts to accommodate open-shelf filing for top-tab folder.
How many roll-out shelves are required? Where should the roll-out shelves be located? How many dividers per drawer? See Amendment No. 0001.
3.2 INSTALLATION. Recessed Track Systems: Solidly fill gaps
between slab and rail according to manufacturer's written instructions to secure tracks and prevent movement. Typically the shelving contractor will install the rails and the GC is responsible for the concrete backfill.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

1.) Has there been an initial decision in the matter? This can be:

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.

1.1 GENERAL

1.4 SUBMITTALS

1.5 TEMPORARY FACILITIES SITE PLAN
Submit a detailed scaled plan drawing showing the layout of the construction site prior to starting work. As a minimum the drawing shall include the locations of office and storage trailers, required utility connection points, equipment storage and material staging areas, construction entrance(s) including temporary stabilized construction entrance where required, contractor employee parking areas, temporary construction fence including placement of safety signs (i.e. hard hat area, etc.), and trash dumpsters and containers. The submittal shall also include photographs of the site prior to disturbance by the start of work.
1.6 TEMPORARY WAIVER FOR CONSTRUCTION
Provide Temporary Waiver for Construction. Allow up to 90 days for processing and approval of the waiver(s). Detailed requirements to submit the waiver will be discussed at the pre-con meeting.
1.7 DUST CONTROL PLAN
Submit a plan for controlling the accumulation of dirt, debris, and dust on roadways and other surfaces adjacent to the construction site. As a minimum the plan shall include the name of the contractor including a designated point of contact, equipment to be used for cleaning the streets of this material, and the measures to be taken to reduce transportation of mud onto adjacent roadways (i.e. rotating or replacing the stones in the temporary stabilized construction entrance to clean the truck tires).
1.8 SITE MANAGEMENT
a. The appearance of construction sites at Dover Air Force Base is of paramount importance to the Commander of Dover Air Force Base. A clean and well kept construction site will help ensure proper compliance with the safety and environmental requirements of the contract. The management element of the Contractor's performance rating will be affected by the compliance with this specification. Comply with all of the requirements specified herein and associated specification sections.
b. Collect and dispose of all debris, rubble, residue and waste material generated in the performance of work under this contract. All such materials shall be removed from Dover Air Force Base by the Contractor and disposed of in a State approved permitted landfill. Recycle concrete, untreated wood and other demolition debris as required by Executive Order 13101 and other sections of this specification. The Contractor is not permitted to deposit any such materials in Base trash collection containers or at any on Base location without prior approval of the

Contracting Officer. The Contractor is responsible for remediating and/or reimbursing the Base for any spills caused by him, his personnel and/or his equipment.
1.9 WORKING HOURS
Work shall only be performed between 7:30 A.M. and 4:30 P.M. daily, Monday through Friday, excluding federal legal holidays as outlined by Public Law Number 98 144 (or days not worked on Dover Air Force Base due to the observance of such holidays). Unless otherwise specifically authorized herein or in writing by the Contracting Officer, the scheduling of work for times other than as set forth above, is not permitted.
1.10 ADVANCE NOTIFICATION
Provide at least a 24 hour advance notification to establish when on-site work will start initially, and prior to restarting on-site work following any discontinuances lasting longer than five normal workdays.
Notification shall be provided by phone, in person, or in writing, and shall be given directly to the designated Government Inspector, Building 600 on Dover Air Force Base. The mailing address is 436 CES/CEPM, 600 Chevron Ave, Dover AFB, DE, 19902-5600.
1.11 CONTRACTOR COORDINATION AND COMMUNICATION
The Contractor shall keep the Government abreast of all work activities on a daily basis. The Contractor’s primary point of contact is the designated Government Inspector for the contract. In the event the Government Inspector is unavailable, the Contractor shall provide notifications and/or coordinate work activities with the designated alternate or Project Engineer.
a. At the beginning of each work day, email the designated Government Inspector or alternate a brief description of all work expected to be accomplished that day. Notify the Government Inspector when there is no work in-progress (i.e. due to adverse weather conditions).
Continue to report the status of a project until Final Inspection and until all inspection punch list items are completed.
b. In addition to the required notifications to the Government Inspector, notify the designated Using Agency Facility Manager of activities which may disrupt Using Agency operations (i.e. blocked parking lot or driveway, etc.).
1.12 MANDATORY VERIFICATIONS
Work shall progress in stages when verification of the quantity, adequacy and/or accuracy of underlying work is necessary before follow-on work is allowed to start. When required by these specifications, such verifications shall be mandatory, and an allowance for these verifications shall be made in the Contractor's Contract Progress Schedule. Provide notification that work is ready for verification in accordance with the requirements outlined on the Mandatory Verification Schedule. Required mandatory verifications are as listed by the schedule.
1.13 COORDINATION OF WORK
Coordinate the work of subcontractors and ensure the coordination of the work between the various trades. In many instances the contract drawings
Section 01 11 05 Page 3 indicate only the general location and arrangement of equipment, fixtures, piping, conduit, or outlets and may not in all cases show, identify or detail all materials or components that are necessary, usual and customary for proper installation, connection or attachment. Study, examine and evaluate the contract drawings to establish the work, coordination, or materials required and necessary to provide a product complete in the usual and customary manner, and shall provide for all such requirements as though expressly detailed herein or on the drawings.
1.14 SECURITY
1.14.1 General
a. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of Dover AFB. Safeguard all government property provided for contractor use.
b. At the close of each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off, and all doors and windows secured.
c. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Investigation (CBI).
d. Ensure that employees including those of all subcontractors have the proper credentials allowing them to work in the United States.
Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
e. The contractor will not be entitled to any compensation for delays or expenses associated with complying with the provisions of this section. Furthermore, nothing in this clause shall excuse the Contractor from proceeding with the contract as required.
f. Do not enter a Controlled, Restricted or other sensitive area unless escorted by the Government.
