ANSWERS TO QUESTIONS

Request for Information RFI # Question Answer

1 On the first page of the construction Solicitation and Specifications, it references Section 00 45 00 to be submitted with the bid.

Where can that be found?

00 45 00 for the Reps and Certs begins on page 10 of the Clauses section of the Solicitation (SF1442)

2 Ref. Page 5 of 52. Goals for minority and female participation. Are these goals for the workforce or for a business entity goal? If just the workforce, are there other MBE/WBE requirements and are they mandatory?

As described in the text of clause 52.222-23, it is the intent of the clause to ensure Affirmative Action and

EEO.

3 Do we submit all 52 pages of the Standard Form 1442?

Pages 1-4 and Section 00 45 00 (Completed) (Representations and Certifications) that begins at page 10 and continues through page 20.

4 On Standard Form 1442, Item 14, what do we enter for “CODE” and “FACILITY CODE”?

Code refers to your CAGE Code. Facility code is not common unless you have several dedicated sites that have been assigned DODAAC’s.

5 Ref. Section 01 50 00. Is a government field office required?

Yes

6 Ref. Section 01 60 00 Work Access Platform.

Is a solid floor debris shield and platform system required for all work? Some of this work can be accomplished by hi reaches or snooper trucks.

Per specifications, debris shields shall be provided to protect all locations where overhead work poses a hazard to the traveling public or marine vessels.

7 Section 00 10 00 – Solicitation Page 3 of 52 and Page 4 of 52 does not correlate to the “Bidding Schedule” on Page 00 10 00-3 and Page 00 10 00-4. Are Section 00 10 00 – Solicitation Page 3 of 52 and Page 4 of 52 required to be completed and submitted with the offer? If so, please clarify the difference between those pages and the “Bidding Schedule”.

The CLIN (Contract Line Item Number) is part of the contract document and refers to the totals from the Bidding Schedule:

CLIN 0001 = Total Base Bid CLIN 0002 = Option 1 Bid CLIN 0003 = Option 2 Bid CLIN 0004 = Option 3 Bid

8 There is no section included for the “Small Business Subcontracting Plan”. Is this section required? If so, please provide.

Small Business Subcontracting requirements will be sent to the Low Bid and will be returned with the Pre-Award survey.

9 The page titled “Special Contract Requirements” references Section 00 73 05 in the Table of Contents. Section 00 73 05 is not included.

Those requirements are stated in section 00 70 00 in the clauses section beginning on page 25 of the SF 1442 and are Clauses 52.211-10 and 52.211-12

10 In order for Bidders to appropriately consider the access implications and costs, please

Fastener quantities in item #2 pertain only to the north approach end floorbeam cover plate repairs in

Section 01 50 00 Page 3 provide a schedule and/or callouts in the Plan Sheets to show the locations on the bridge for the “Fastener Replacement” items (#2 and #10). The locations for the other items of work are very specific, however, the documents do not indicate where the scope of the “Fastener Replacement” work is to be performed items #4 and #5. Fastener quantities in item #9 pertain to the south approach end floorbeam cover plate repairs in items #7 and #8. Bid item #10 pertains to north approach concrete repairs.

11 Please confirm that all of the Main Span Steel Repairs as shown on Plan Sheet S-103 are located either on the Panel Point Line, the Floorbeam Line, or at the immediate connections into the Panel Point Lines and Floorbeams.

Yes

12 Please confirm that daily single lane closures are permitted utilizing a single lane/alternating traffic pattern on the bridge outside of the specified full Bridge Closure period

A daily lane closure of the bike lane only is permitted outside of the specified full Bridge Closure period. The bike lane closure shall comply with DelDOT requirements.

13 Please provide additional details for Item #3n “East Tie Girder Repair at L0”. It is unclear from the solicitation Plan Sheets as Sheet S- 503 only shows a small cutout and the Reference Drawings do not show sufficient detail.

Sheet S-103 indicates the east tie girder repair location in plan view. However, the reference to Detail 2/S-502 on the plan view is incorrect and should read Detail 6/S-503 instead. Detail 6/S-503 adequately shows all necessary repair information.
