RFI# Request for Information Response

Section 00 45 05 on Page 1 lists a different Item/Service description than that of the Assunpink Creek Daylighting project. Please clarify and confirm that the Small Business Subcontracting percentage goals listed are correct for this Solicitation.

Section 00 45 05 has been updated to correct the Item/Service. The Small Business Subcontracting percentage goals remain unchanged. See Amendment No. 0003.

Section 00 73 00 lists the hours of work as 7:30 AM to 4:00 PM Monday through Friday with no work permitted on Saturday and Sunday. Section 01 11 00 lists the hours of work as 8:00 AM to 6:00 PM Monday through Friday with work outside these hours requiring CO approval. Please confirm the correct working hours that prevail and please definitively confirm which days of the week can and cannot be worked.

Work Hours are between 7:30 AM to 4:00 PM Monday through Friday. Work is not permitted on Saturday and Sunday. Any work proposed outside this window requires CO approval. See Amendment No. 0002.

Please clarify Section 01 57 20 Page 19 “Pre-Construction Conditions” Article 7 and 8. Are these environmental permit timing restrictions to be construed to mean that no work can be performed on site 4/1 through 6/30 and 8/1 through 10/31 of each year? If so, please re-evaluate the time for completion and add additional time to the contract as this could restrict the 365 calendar days allowed to complete the contact to six (6) months of actual construction time.

If work is allowed to be performed within these permit timeframes, please explicitly state what work can be performed in these time periods.

Section 01 57 20 Paragraph 3.1.a. states “for bidding purposes assume that there will be no restrictions for working in the stream.”

Article 8 was modified by an approved modification to the Flood Hazard Area and Freshwater Wetlands General Permits. Both Article 7 and 8 provide that as long as the contractor employs the appropriate BMPs, there are no timing restrictions. Otherwise the timing restrictions shall remain.

The Government believes the appropriate BMPs are reasonable and therefore the time for completion remains at 365 calendar days. See Amendment No. 0003.

Please provide as-built drawings of the existing double-celled concrete culvert between South Broad Street and South Warren Street. As-built drawings of the culvert are not available.

The Limit of Disturbance, Contractor Work Limit, and Contractor Staging/Storage Area on the South Side of the project appear to take up to one half of the width of Assunpink Drive. Is a traffic shift or permanent lane closure required to be implemented on Assunpink Drive in order to allow for this access? Please provide traffic control plans and details for this work if it is to be the Contractor’s responsibility.

The Contractor is responsible for submitting a road closure request to the City of Trenton to include a contractor developed traffic control plan. Language in Section 01 50 00 of the Specifications has been updated to clarify this requirement. See Amendment No. 0003.

Sheet Number CD-101 indicates the “Approx Limits of Required Temporary Shoring”, however, no further plans or details are given. Please provide the additional plans, sections, and details required for the temporary shoring sequencing, installation, and removal.

Section 31 00 00 of the Specifications includes additional information regarding shoring requirements.

Does the concrete investigation prepared by AMO Environmental Decisions included in the project specifications meet the NJDEP Guidance for Characterization of Concrete and Clean Material Certification for Recycling requirements for recycling the concrete or will additional sampling, characterization and reporting be required?

The AMO Environmental Decisions included meets the NJDEP Guidance for Characterization of Concrete and Clean Material Certification. However, there is no onsite recycling to be done as per the specifications. The Contractor may wish to use concrete removed from the site in offsite recycling applications. It is likely that sampling, characterization, and reporting requirements will be dependent on the final disposal facility or recycling usage of the concrete removed from the site.

Are there any additional specifications on the bench stones other than dimensions shown on the plans? See Amendment No. 0002

Drawing C-101 shows clearly defines contractor access points to the work area and clearly defines the contractor work limits. Will the contractor be allowed to access the underside of the South Broad Street Bridge via the opening between the west fascia of the bridge and the start of the Assunpink Creek Culvert (approximate STA 1+20)? This access point would be utilized to aid in the installation of the upstream water diversions required for the project. Access could be limited to foot traffic only if there is a concern with the buried utility lines in this area.

No. The Contractor will not be allowed to access the site via this point.

RFI# Request for Information Response

Please clarify the required limits for the existing culvert removal (notes on the drawings contradict each other). Note 1 on drawing sheet C-501 states to remove the culvert in its entirety other than partial removal between STA 1+89.3 and STA 1+92.3. Typical section 3 and note 2 on drawing sheet C-301 notes that a portion of the slab can remain in place between STA 2+94.3 and STA 3+78.9. Other drawing notes and specifications notes state that that portions of the north tube wall can be left in place for temporary ground support of the building (Southeast corner of building) but this is not noted or shown in typical section 4 on drawing sheet C-501. Can some of the north tube slab be left in place as well for temporary support (similar to that shown on typical section 3)?

Note 1 on Sheet C-501 has been revised. Typical Section 3 and Note 2 on Sheet C-301 are correct. See Specifications Section 31 00 00, 3.4.2 for information regarding use of a culvert section for temporary support. Typical Sections do not indicate the culvert section allowed to be left in place.

Contractor shall determine these limits within the requirements set forth in the Specifications. See Amendment No. 0003

Is any additional as-built information or details available for the existing culvert (other than that shown on sheet C-501)? Is there any estimate on the spacing of the pilasters for the existing culvert (as shown in detail and noted in note 2 on C-501)? No. There is no additional as-built information available.

Elevation 2 on drawing sheet S-101 notes that the bottom of the culvert footing is founded on bedrock (assumed elevation of 5.66). Is it assumed that the culvert is founded on bedrock over the entire length of the culvert? Is rock excavation anticipated as being required for the installation of the 30” thick rip rap (proposed subgrade is lower than bottom of existing culvert)?

Elevation 2 Sheet S-101 has been revised. It is NOT assumed that the culvert is founded on bedrock over the entire length of the culvert. Bidders should review the subsurface information provided in the Specifications, and refer to Specifications Section 31 00 00, 1.4.1 for Classification of Excavation. No special removal requirements are anticipated for material to be excavated, either for installation of the full thickness of riprap, or for construction of the wall footings, as queried. See Amendment No. 0003.

Regarding detail 9 on drawing sheet S-502, can the support angles for the precast panels be field welded after completing installation of the steel piles (as shown the angles are shop welded)? Field welding will help ensure that angles are set precisely at the correct elevation for installation of the precast panels.

The support angles may be field welded as long as the primer and paint are properly repaired after welding operations. The intended procedure should be reflected on the pile shop drawings and in the pile installation plan.

Please confirm that note 2 on drawing sheet S-102 is correctly stated (wording is also same within the Excavation specifications)? As stated, and assuming rock is at the assumed elevation of +2 as shown on S-202, this would result in a 17’ deep rock socket with end bearing at EL -15. As stated if rock is actually encountered at EL -10 (for instance), the end bearing depth would be at EL -20 (minimum 10’ below top of rock). Is this correct? This is correct.

Considering the potential variability in the rock depth for the Drilled Concrete Shafts (Item 10), can this item be broken down into two items (Drilled Concrete Shafts (in Soil) and Drilled Concrete Shafts (in Rock))?

Drilled soil depth may vary depending on the Contractor’s chosen method of construction (means & methods).

Please clarify the working hours for the project. As stated there is a discrepancy between what is stated in the 00 73 00 (Special Clauses) and Section 01 11 00 (Summary of Work).

Are there any performance or material specifications for the “Soil Choked Riprap” (above the 4’ level of the channel invert) as show in detail 7 on C-301?

Similarly are there any performance or material specifications for the filling of the rip rap voids below the 4’ level (with native sediments as noted in note 4 on C-301)?

No performance or material specifications will be provided. Soil Choked Riprap is top soil. Material used to fill the voids below the 4' level are native sediments which are found within the limits of excavation on the site. See Amendment No. 0003.

The bidder (contractor) agrees that the clause entitled Utilization of Small Business Concerns (FAR 52.219-8) will be included in all subcontracts which offer further subcontracting opportunities, and all subcontractors except small business concerns who receive subcontracts in excess of $500,000 will be required to adopt and comply with a subcontracting plan similar to this one.

Such plans will be reviewed by comparing them with the provisions of Public Law 95-507, and assuring that all minimum requirements of an acceptable subcontracting plan have been satisfied. The acceptability of percentage goals shall be determined on a case-by-case basis depending on the supplies/services involved, the availability of potential small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, women-owned small, and veteran-owned small business concerns subcontractors, and prior experience. Once approved and implemented, plans will be monitored through the submission of periodic reports, and/or, as time and availability of funds permit, periodic visits to subcontractors facilities to review applicable records and subcontracting program progress.

5. The bidder (contractor) agrees to submit such periodic reports and cooperate in any studies or surveys as may be required by the contracting agency or the Small business Administration in order to determine the extent of compliance by the bidder with the subcontracting plan and with the clause entitled Utilization of Small Business Concerns, contained in the contract.

Hazardous waste removal work:

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates

The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS
