PLEASE NOTE:
Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.
STATEMENT OF WORK
Magnetic Flux Leakage Testing of Fort Randall Dam Surge Tanks
1. TECHNICAL SCOPE
1.1 General: The Contractor shall perform Magnetic Flux Leakage (MFL) testing on two (2) surge tanks floors. Inspections will be performed at Fort Randall Dam located on the Missouri River, near Pickstown, SD. Each tank is approximately 100 feet in height, has an inside diameter of 59 feet, and has a 2,043,970 gallon maximum capacity.
The surge tank tops have solid roof sections that are vented around the circumference. The top of each surge tank is equipped with a 2’x2’ access hatch allowing entry. Each surge tank is also equipped with a 2’ diameter manway at the base (rough EL=1299). Four of the eight surge tanks at Fort Randall have stairs that allow access from the ground to the top of the tanks (a ladder is needed to access the first stair at rough EL=1316). A continuous 3’ wide catwalk spanning across the top of and between every tank allows easy access from one tank to another. Each surge tank connects to the penstock via a 13.5’ I.D. riser section.
ELEVATIONS
Top of Surge Tank: 1396 Base of Surge Tank: 1296 Top of Penstock: 1242.5 Flow Line of Penstock: 1220.5
Both surge tanks will be drained at the same time, but not necessarily dry. Government personnel will pressure wash the surge tank floors prior to inspection. The contractor should be prepared to scrape or brush for a perfectly clean surface. 120 V electricity is available in the tunnel terminal structure, roughly 200’ away. 120 V electricity is also available in the Warehouse, roughly 400’ away. Water is not readily available at the surge tanks. However, if requested, Fort Randall can supply a truck with a water tank if given advance notice.
The Contractor will be required to provide their own means of lighting. The surge tank space is a confined space but well ventilated. The Contractor is expected to sign into a hazardous energy control clearance and verify hazardous atmospheres for themselves. Government personnel do this prior to entry in to the surge tanks. The Contractor will not be required to wear fall protection when in the surge tanks, as there is a rail constructed around the riser tube entrance to the surge tank. The Contractor will be expected to register his people and provide photo IDs. Contractor personnel will be escorted by government personnel for the duration of the inspection.
1.2 Duration and dates: The inspections are scheduled for the dates listed in the table below, but the dates are tentative and are subject to change. Travel to and from the project is intended to be outside of the inspection days for each trip.
Structure Inspection Date
Fort Randall Dam 04-05 October 2016
1.3 Detailed Requirements: The Contractor shall complete the following tasks:
1.3.1 Perform Magnetic Flux Leakage (MFL) testing on the entire surge tank floor with a floorscanner. The MFL floor scan shall be able to inspect through coated tank bottoms. If a MFL floorscanner is unable to scan inaccessible areas, such as adjacent to the floor-to-shell corner weld or under internal piping, then manual MFL scanning will be required. When the MFL floor scan indicates areas of pitting/corrosion, the site of the deficiency shall be confirmed with ultrasonic testing (UT).
The authorized inspection agency performing the MFL testing shall be a company with a minimum of 5 years experience of having performed MFL floorscanning.
Qualifications of the tank bottom examination procedures and personnel shall be in accordance with Annex G of API 653, Tank Inspection, Repair, Alteration, and Reconstruction. The authorized inspection agency is responsible for qualifying all examiners they employ. All examiners (scanning operators and examiners performing prove-up on the indications) shall be qualified by performing an examination on test plates as specified in paragraph G.5 of API 653. Only third-party companies, having no conflict of interest in tank bottom examination applications, or owner/operator companies may facilitate qualification tests. The examiner shall be considered qualified if the acceptance criteria specified in G.5.3 has been met. Examiners performing prove-up of indications using ultrasonic testing methods should be qualified in accordance with API 650, Section 8.3.2 and supplemental requirements given in Annex G of API 653.
A tank bottom examiner qualification record (TBEQ ) must be completed for each examiner and submitted for review and approval. On the TBEQ, the qualifying company must record:
a) the essential variables from the qualification test;
b) the qualification test results;
c) number of hours the individual has been trained;
d) test score from the written training examination.
The TBEQ shall be certified (signed) as accurate by a representative of the authorized inspection agency and a representative of the company facilitating the test.
The bottom-scanning examiners (operators and/or UT examiners) should be re-qualified when any of the following apply:
a) when the examiner is not qualified to the Tank Bottom Examination Procedure (TBP) that is to be used at the owner/operator facility;
b) when the authorized inspection agency changes the TBP and that change requires the procedure to be requalified;
c) when the operator has not performed a tank bottom scan in six months;
d) when the operator has not used the specific procedure (TBP) for 12 months;
e) when the authorized inspection agency has reason to question the ability of the examiner;
a) when an examiner changes to a new employing authorized inspection agency that uses procedures with essential variables that are different from the previous employer’s procedures.
The field inspection data from this inspection shall be provided in a report. Final reports shall be made available in electronic version. The report shall include, but shall not be limited to, inspection data, drawings (CAD drawings, computer graphics), and photographs.
1.4 Limiting Criteria: All equipment must meet or exceed OSHA and ANSI requirements, and be in accordance with applicable SPRAT and/or IRATA standards and the Corps of Engineers Manual EM 385-1-1, entitled Safety and Health Requirements Manual, dated September 2008. 52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
The Contractor represents that it ( ) is, ( ) is not a small business concern under NAICS Code 541380- assigned to contract number W912BU-16-T-XXXX.
