1. In the scope it asks to survey with an ROV first with the option of the government to have a diver inspect afterward. Would we be able to just have the diver inspect to cut out a step to ensure the 2 working days?

The reason we have the ROV inspection for the deeper dive is more for safety and to get a better handle on what the divers may encounter. The conditions near the bottom are unknown, according to USACE regulations, a dive should not be completed if the work/inspection can be more safely and efficiently accomplished by another means (i.e. with an ROV). The current conditions at the base of the sill are unknown but if there is no debris/sediment we should be able to get a good idea of what the condition of the sill is with the ROV. If there is a large amount of sediment then the contractor will be ready for that and can bring down the proper equipment to remove the sediment to inspect the sill. Or if the hatch on top of the trash rack which we need to access the sill is corroded shut then the contractor can be prepared to bring the tools necessary to open it. The cost for the ROV inspection will be very minimal compared to the overall cost, it's worth the peace of mind.

2. With that being said does the diver need to be an engineer or just an engineer to watch the video?

Diver should be an engineer.

4. Is the chamber required?

Chamber is only required if the option to dive the sill is awarded and the total depth of the dive is over 100'. At the time the SOW was written the depth of water to the sill was 98', but taking into account they are at an elevation over 1000' the adjusted depth is over 100'. A chamber is not required to remove and reinstall the bulkhead gate.

5. It has the start date of 27 September with 2 10 hour days. Is this the extent of the work window or could additional days be added if needed?

The start date of 27 September is the date that the Corps inspectors will begin their work. The contractor should start before that date to ensure the bulkhead is above the water surface and cleaned off prior to the 27th so the Corps inspectors can get started right away. Additional work days will be needed if any options are exercised and the contractor can stay on site to finish their work after the Corps inspectors finish the inspection of the bulkhead.
