SUMMARY OF CHANGES
The following have been added by full text:
RFI RESPONSES
Section 5(a): States that all aluminum in the hull shall be 5000 series aluminum material, and that no welded 6000 series aluminum shall be used. We assume this means the hull structure only.
Please clarify if this is intended to include any other areas of the vessel, such as the deckhouse, bulwarks, machinery foundations, fender channel etc.
The 5000 series requirement applies to all structure and structural shapes on the hull, decks, and machinery foundations.
Section 6: Specification states that “Vessel to be built in accordance with Subchapter T”. In the event that these specifications contradict Subchapter T, or are missing equipment that would be required by T, please indicate which will govern? Likewise, Section 24(b) states that the AC electrical system shall be in accordance with Subchapter J. Please clarify the intent with these statements on Subchapter T and J. Section 11: The specification calls for carbon monoxide detection. Can this be battery powered or hard wired? What level of detection (30 ppm or less)?
The Government knows of no conflicts between the requirements of the specification and the requirements of Subchapter T. The contractor shall build the boat in accordance with Subchapter T and the electrical system in accordance with Subchapter J. The contractor shall also provide anything additional in these areas that is required by the spec. Any area of the specification thought to conflict with either of these standards shall be specifically identified by the contractor and brought to the Government’s attention immediately.
The carbon monoxide detector(s) may be battery powered household type units.
Section 12b: The described bilge manifold system includes a seachest and duplex strainer. Is it the intent for the 5 HP bilge pump to also act as or be capable of acting as a fire pump?
No, there is no intent for the 5 HP bilge pump to act as a fire pump.
13(a): Can you provide additional details on the anti-fatigue matting for the deckhouse interior?
Is there a preferred manufacturer or style?
The Government has no preferred manufacturer or style.
Section 13(f): The specification calls for a second, removable, chair at the survey station. Shall this chair also be a Stidd model 500 V5 or equal?
No, this chair need not be a Stidd model 500 V5 or equal. The intent is for this chair to be smaller and easier to store than the survey station chair. It shall be of similar material and finish but need not be the same as the Stidd chair.
Section 14(a): the Lewmar V-5 Gypsy/Drum has a maximum pull of 3190 lb. The specification calls for 3500 lb. Will the Lewmar V-5 suffice or should we look at an alternative that can do 3500 lb., such as the Maxwell RC Series?
The Lewmar V-5 Gypsy/Drum has a maximum pull in excess of 3500 lb in a 24VDC configuration.
Section 19: Should the toilet flush system be fresh water off the fresh water tank or salt water via a separate sea intake? Please clarify the requested vacuum assisted toilet system.
The toilet flush system shall utilize fresh water only. The toilet shall be a vacuum assist flush macerating type.
Section 23: Floscan has commented that the TwinScan fuel flow system is ONLY for gas models, and is not available for diesel. Is there a preferred alternate?
The Government recognizes that the TwinScan monitoring system is only for gasoline applications. The contractor shall install one Flow Scan series 7500/7600 per engine.
Section 30: The Specification states “Propulsion Control Systems that are provided, warranted, and serviced by the engine manufacturer are preferred”. Is it the intent for the Propulsion & Steering control system to carry the same 5-year warranty period as the engines and gears?
It is not intended that the propulsion and steering control system carry the same 5 year warranty as the engines and gears.
Section 39: Can you provide additional details on the Government furnished Davit mechanism that will accompany the “Intelliwinch”?
The davit mechanism will come as a packaged part of the Intelliwinch in a specialized design that is still under consideration by the Government at this time. It is suggested that proposers contact Stema Systems and inquire about their packaged winch/crane units for a better understanding of what will be provided.
Section 40: Can you provide additional details or information on the Bar Check and Ball check described in this section?
The Bar Check and Ball Check shall be provided in accordance with section 40 of this specification and standard industry practices.
Section 42: The specification makes reference a government furnished satellite phone antenna.
Will the referenced “galley television and a handset to be located near the pilot’s station” also be Government furnished?
The handset will be provided by the government. The requirement for the connection near the galley television is deleted.
General: Is there a requirement for tonnage or documentation?
No, there is not.
General: Is there a preferred method for large electronic file transfer? Would a system such as WeTransfer (https://www.wetransfer.com/) be suitable for submitting the electronic bid package?
The U.S. Army Corps of Engineers does not have the means to accept large files electronically through unvetted websites. Large eletronic submissions may be sent via email in smaller pieces to aaron.w.sannutti@usace.army.mil or uploaded onto a CD or CDs and submitted with the hard copies. Please note that three (3) hard copy proposals are required in order for an offeror’s proposal to be found responsive.
