RFI

Dwg Sheet/ Spec Section Request for Information Response

We request an extension of the bid opening to review the changes in Amendment No. 1 See Amendment No. 0002.

290 Calendar days is not enough time to complete all of the Outfall extensions. We request a time extension for the contract of an additional 100 calendar days See Amendment No. 0003.

RFI #9 response from Amendment 0001 does not include the number of locations where the timber bulkhead will be constructed. Is the contractor to assume that every crossover in Ventnor is to receive a timber bulkhead?

Approximately 41 locations? If not, which locations are to receive a bulkhead.

Yes, the timber bulkheads are to be constructed at all new Standard Pedestrian Crossovers in Ventnor City (there are 12 locations, see response to RFI #4, below).

The bid quantity for construct pedestrian crossovers in Ventnor is enough for approximately 12 locations. Which 12 are being constructed? C-108 to C-111 only show 2 locations for “Construct Standard Pedestrian Crossover”

There are 12 Pedestrian Crossovers in Ventnor City that are shown in a darker lineweight that are labeled "Construct Standard Pedestrian Crossover (TYP)".

Hence, "TYP" means any crossovers that look like this (darker lines) are new. See sheets C-110 and C-111. Bid per plans and specifications.

Ventnor City is approximately 9000 LF. Between which stations is the 4,350 LF of sand fence to be installed?

Locations of the dune requiring reconstruction or initial construction are shown in a darker lineweight, hence these are the locations requiring new sand fence.

Also along the crossovers as shown in the details. Bid per plans and specifications.

Do the stabilization mats installed on the pedestrian crossovers in Longport get installed in the viewing area? Yes. See Amendment No. 0003.

Sheet C-111, C-113, Note 9

Is the additional I-5 material required by this note measured for payment as part of the crossover installation?

Yes. Section 32 15 00 has been revised. See Amendment No. 0003.

Drawing C-503 Detail 1 and Detail 2- 48” Support Systems

The detail shows the bottom timber crib with a thickness of 8” and the top timber crib with a thickness of 6”?

Typically the top and bottom cribbing are the same thickness so that the vertical side crib can be attached.

Should the top cribbing thickness be 8” instead of the 6” noted on the plans?

The pertinent details have been revised on Sheet C-503. See Amendment No. 0003.

There is a slight discrepancy in the sand fence wire between the specs and the detail on the plans. In paragraph 2.1 of spec section 329200, a 14-gauge wire is noted for binding the sand fence. On Detail 1 of Sheet C- 501 a 12.5-gauge wire is noted for binding the sand fence.

Can the desired gauge be clarified?

Detail 1 of Sheet C-501 has been revised.

See Amendment No. 0003.

Sheet C-103

Sheet C-103 shows contractor access over the boardwalk at New Hampshire Avenue in Atlantic City. It is our understanding that the boardwalk ramp at this location is only rated for 80,000lbs. The construction equipment needed for the outfalls will weigh between 100,000 and 120,000 lbs. In addition, the vehicle ramp at Victoria Avenue(used on all the previous beachfill projects), is no longer in place. The boardwalk between Rhode Island Avenue and Oriental Avenue is currently being reconstructed by the City of Atlantic City. How do we access the beach if this ramp is only rated for 80,000lbs? Can this be clarified?

The weight limit is 80,000 lbs for the New Hampshire ramp. The Contractor will be required to obtain a boardwalk crossing permit from the City. For equipment over 80,000 lbs the Contractor will have to dismantle and bring across in smaller sections.

Sheet C-502

After reviewing Amendment #1 we have a question.

It is still unclear on how payment will be made on the timber retaining walls shown on Sheet C-502. It is also unclear how many crossovers in Ventnor will require this timber retaining wall. It appears the response in Amend #1 has confused this permanent structure with temporary construction access.

To eliminate any confusion, can a separate bid item, with associated desired bid count, be created for the Ventnor Timber Retaining Wall shown on Sheet C-502?

The timber bulkheads are to be constructed at all new Standard Pedestrian Crossovers in Ventnor City (there are 12 locations, see response to RFI#4, above). Section 06 13 33 has been revised. See Amendment No. 0003.

It is evident that a number of the outfalls under this bid will require a cofferdam to complete the work noted on he plans. However, we do not see reference in Spec Section 06133 nor 334000 on how payment for this sheeting and shoring will be made.

Due to the magnitude of the costs associated with sheeting/shoring or cofferdam, can a cofferdam bid item be created at each outfall location?

See Section 06 13 33 OUTFALL PIPE SUPPORTS, Part 3, 1st paragraph. Bid per the plans and specifications.

WELDERS - Receive rate prescribed for craft performing operation to which welding is incidental.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which

Amendment No. 0003

Section 00 73 15 Page 14 these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

3.2 RESTRICTIONS ON CROSSOVER CONSTRUCTION

Do not construct two adjacent pedestrian crossovers concurrently. Complete the fencing associated with each pedestrian crossover concurrently with the construction of each pedestrian crossover.

3.3 RECONSTRUCTION/REPAIR OF CROSSOVERS

The reconstruction/repair of crossovers shall be as specified herein for the construction of crossovers.

3.4 CONSTRUCTION OF CROSSOVERS

3.4.1 General

Construct crossovers including observation areas at the locations and in the manner indicated on the drawings and in accordance with the approved work plan. Clearing, grubbing, demolition, excavation and fill shall be performed as minimally as necessary to construct the crossovers. Construct crossovers utilizing a soil aggregate, consisting of I-5 material, as shown on the Contract Drawings, for all crossovers, except Standard Pedestrian Crossovers(Longport). Standard Pedestrian Crossovers(Longport) shall have sand material utilized for the pedestrian crossovers and shall be as specified in Paragraph "SAND MATERIAL". Standard Pedestrian Crossovers(Longport) include stabilization mats, as indicated.

3.4.2 Placement of I-5 Material

Prior to placement of I-5 material, place geotextile in accordance with Section 31 05 19 GEOTEXTILE. Place I-5 material in maximum 12 inch lifts and compact to at least 90 percent laboratory maximum dry density as determined by the Modified Proctor test procedure as specified in ASTM D1557.

Remove, replace or dry materials that are too wet to facilitate proper compaction, by any method approved by the Contracting Officer. Place materials to the lines and grades shown and compact by the controlled use of the hauling and spreading equipment. Movement of the equipment shall be distributed as much as practicable over the surface to provide uniform compaction and complete coverage of the fill.

3.4.3 Testing

Furnish materials meeting the requirements specified herein, for placing the materials within the limits of moisture suitable for proper compaction, and for compacting the materials in accordance with the requirements of this section. Perform laboratory tests as required to control the work and demonstrate compliance with material specifications. Testing shall be as specified in Section 01 45 00 CONTRACTOR QUALITY CONTROL(CQC). Determine field in-place moisture/density in accordance with ASTM D6938. All nuclear gauges proposed for use on site shall have been laboratory calibrated within 9 months of their actual use on site. When test results indicate, as determined by the Contracting Officer, that compaction is not as specified, remove, replace and recompact the material to meet specification requirements. Perform tests on recompacted areas to determine conformance with specification requirements. The following number of tests, if

Section 32 15 00 Page 8 performed at the appropriate time, will be the minimum acceptable for each type operation.

a. Perform not less than one gradation test on material placed in each vehicular and ADA accessible crossover and not less than one test for every fifth pedestrian crossover unless otherwise directed or approved by the Contracting Officer. The Contracting Officer may require additional tests, whenever materials are questionable, at no additional cost to the Government. During the course of construction, if the source or appearance or performance of the crossover materials noticeably changes, in the opinion of the Contracting Officer, repeat the appropriate index testing as described herein, of the materials to ensure compliance and reestablish moisture/density relationships for compaction, at no additional cost to the Government.

b. Generate a compaction curve from a modified Proctor test in accordance with ASTM D1557 for each type of material used and for any change in appearance or composition of each material source as determined by the Contracting Officer. Perform tests, in accordance with ASTM D1557, to determine the respective material's optimum moisture and laboratory maximum density value at the following frequency: one preconstruction test for this project; one test in each beachfill town during production at the beginning; and one test at the midpoint in each beachfill town.

c. Perform three in-place nuclear density tests per lift of material placed at each crossover.

d. Check in-place densities using ASTM D1556 once for every 5 vehicular or pedestrian crossovers constructed or reconstructed and once for each ADA accessible crossover constructed. Additional checks shall be performed as requested by the Contracting Officer, at no additional cost to the Government.

3.4.3.1 Action Required for Non-Compliance

Whenever test results indicate material non-compliance, remove such material, at no additional cost to the Government. Perform additional tests as directed by the Contracting Officer, to identify the limits of unsuitable material, at no additional cost to the Government.

3.5 BULKHEAD CONSTRUCTION

Construct bulkheads as indicated on the drawings. Accurately place piles at the locations and alignments both laterally and vertically to ensure that the piles are located within stair stringers as shown. Remove debris encountered during excavation. Piles shall not be cut to permit fitting of sheeting. Shimming is not allowed, unless otherwise shown. Drill bolt holes not more than 1/16 inch larger than diameter of bolt shank. Attach sheeting to piles using thru bolts, washers, and nuts as shown.

Preservative treat lumber immediately after cutting, notching and drilling treated lumber, as specified in AWPA M4.

Note: In lieu of using beveled washers, a flat-bottomed, recessed shoulder may be counterbored for use with a flat washer. Depth of recessed shoulder shall not exceed 1/4 inch deeper than that depth required for uniform washer contact, perpendicular to bolt alignment. Diameter of recess shall be no greater than that clearance required for socket tool access for

Section 32 15 00 Page 9 tightening.

3.6 STABILIZATION MAT INSTALLATION

a. Prepare the surface where the stabilization mats will be placed by raking the beach. Remove debris and foreign objects from the area. The surface should be as smooth and flat as possible to ensure optimal wheelchair accessibility.

b. Unroll the stabilization mat fully. Install the mat with the walking surface facing up.

c. Where the stabilization mat meets permanent crossover structures, the mat end shall be placed with no gap. Set the mat flush or just below the permanent path to eliminate a tripping hazard. Dig a one to two inch trench and tuck the end of the mat into this trench and cover end of mat with beach sand.

d. Anchor the mat end using U-shaped pin anchors across the connector strip. Install the pins in the predefined holes in the mat connector strip, which shall be integral to each end of the stabilization mat.

e. Anchor the beach end of the mat by digging a three inch trench. Fold the end of the mat into the trench firmly securing this end with four anchor pins inserted through the predefined holes in the mat connector strip.

f. Rake sand over the trench covering the end of the mat to prevent a tripping hazard.

3.6.1 Connecting Stabilization Mats

a. Install the successive mats by overlapping the connector strips, ensuring that the anchoring holes are lined up so that the anchor pins anchor both mats securely together.

b. Secure the mats with four U-shaped pins at each seam or as recommended by the mat manufacturer.
