Dwg Sheet/ Spec Section Request for Information Response

Please provide a detail on the sand fence post spacing. It is unclear what the distance between the posts are and whether it is straight or zigzag.

The posts spacing is 10' C-C, as shown on Detail 1 on Sheet C-501. The posts are in a straight line, as shown on the plan views on Sheet C-401.

Section 32 92 00

Section 32 92 00 specs reference both sowing Panicum amarum seed and planting Spartina patens. Details on plan sheet C-302 only reference planting Spartina patens. Does the Contractor assume the Spartina planted and no seeding? See Amendment No. 0002.

Section 32 92 00

Section 32 92 00 specs reference 2 contradicting fertilization rates. Paragraph

3.3.3.1 Beachgrass references fertilizing at a rate of 50 lbs. of nitrogen per acre, with the second application taking place between May 20 and June 10.

Paragraph 3.3.5 Fertilizer references an application rate of 20 lbs. of nitrogen per acre, with the second application taking place between July 1 and August 1.

Which application rate is required?. See Amendment No. 0002.

Section 32 92 00

Dune grass spacing in specs is listed as 18” on center. Plan details reference 18” on center from seaward dune toe to centerline, and 24” on center landward of there. As the specs reference only 18” on center and there is no additional line item for 24” on center, we assume the intent is 18” on center? See Amendment No. 0002.

Sheet C-001 Note 9 states that material can be placed outside the designed template but within the Work Limits, which in Stone Harbor would extend the beachfill up to 6,300 further away from the Borrow Area. If beachfill is required in this area:

a) For estimating/bidding purposes, should the contractors assume this area would receive the standard 40cy/lf.

b) We request this to be bid as a separate bid item (option) with a designated qty as this work may require additional pumping plant (booster) and would result in considerably higher cost. The risk is to great that this area may or may not receive material. It is important that all bidders are bidding on known qtys and line lengths. See Amendment No. 0002.

SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 SCOPE OF SECTION

This section presents a general overview of the work to be accomplished under this contract, including the required order of work, and any restrictions on the completion of the work between Townsends Inlet and Cape May, located in Cape May County, New Jersey.

1.2 DESCRIPTION OF WORK

The project consists of a Base Bid and 7 Options.

a. The Base Bid work involves the hydraulic placement of approximately 75,000 cubic yards of beachfill along the Atlantic Ocean shorefront between Station 16+08 and Station 85+00 in the Borough of Avalon and approximately 115,000 cubic yards between Station 192+00 and Station 352+38 in the Borough of Stone Harbor, in Cape May County, New Jersey.

b. The Borough of Avalon has three options that may be awarded. Option 1 consists of a 450,000 CY Beachfill from Station 16+08 through Station 85+00. Option 2 is a 250,000 CY Beachfill from Station 16+08 through Station 85+00, and Option 3 is a 95,000 CY Beachfill from Station 16+08 through Station 85+00.

d. Option 7 consists of a 112,500 CY Beachfill from Station 210+000 through Station 255+000.

e. Pre-placement condition surveys, as specified in Section 01 71 23 SURVEY REQUIREMENTS, will determine the exact location and quantity of beachfill material required within the limits indicated, and will be a determining factor in award of options for additional quantities of beachfill. Where options for additional beachfill are awarded, the additional beachfill will be placed immediately after the initial quantity.

f. The Base Bid work includes, in addition to beachfill: re-construction of soil aggregate handicap, pedestrian, and vehicle crossovers; installation of split rail fence; repair of timber handicap dune crossovers; sand fence installation; and planting of dune grass.

g. The approved borrow areas for beachfill to be placed in Avalon and Stone Harbor are located in Townsends and Hereford Inlets as shown on the plan sheets. All material for beachfill work performed under this contract shall be obtained from these borrow areas. Beachfill material from any other source including trucking from upland sources will not be considered under this contract.

Section 01 11 00 Page 1

1.3 CONTRACTOR ACCESS

Access to the work site is available by land and water. Access to the beach for land based equipment shall be at the locations indicated on the drawings. Access to the approved borrow areas is by water only.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer.

1.7 EXISTING UTILITIES

The existing utility locations shown on the drawings are approximate and not complete. The Contractor is responsible for field verifying all existing utility locations, including those not shown on the drawings.

For marking underground utility lines, call for free markouts a minimum of 3 work days before you dig at 811 or 1-800-272-1000.

3.2 SAND FENCE

Erect fence at the locations and along the lines shown on the drawings.

Set posts and pickets/slats vertical, including on slope. Debris may be encountered when excavating to install posts. Excavation may be required at an adjacent location to avoid the debris encountered. Set posts plumb, in proper alignment, at intervals not exceeding 10 feet, and placed so that the top of the post is even with the top of the pickets/slats. Moisten backfill to optimum condition and compact with hand tampers. Set posts such that the number of protrusions, i.e. knots, are minimized on the side to which the fence is to be attached. Place sand fence on alternating sides of posts as shown and attach to the posts by pulling fence taut and securely wrap with minimum 14 gauge galvanized wire around fence post and picket, and subsequently twist wire ends together to secure fence picket to post at each of the locations as the picket bindings. Splice fence by overlapping a minimum of two pickets/slats and wrapping with wire at each of the locations as the fence picket bindings and twisting ends securely.

Tuck all wire ends in at all locations to prevent injury to workers and the public.

Section 32 92 00 Page 3

3.3.3 Planting Method

3.3.3.1 Beachgrass

Plant beachgrass from 15 October to 1 April only. Plant one beachgrass plant per hole. Space the plants as shown on the drawings. (DELETED)

(DELETED)

3.3.4 Spartina Patens

Where the landward slope of dune is completely stabilized with existing growth, Spartina Patens shall only be added where feasible and approved by the COR along adjacent areas, but no further seaward than the area designated on the contract drawings.

3.3.5 Fertilizer

Once the Spartina patens has been planted and the American beachgrass plants break dormancy, as determined by the COR, execute the initial application of fertilizer at the rate of 20 pounds of nitrogen per acre.

This initial application shall be performed within the first 30 days of the beachgrass breaking dormancy.
