The offerors proposal shall also include a discussion of the designers experience in designing at least two foil assisted catamarans, 55 feet or longer, in the last five years, that have been built and put into successful service. The vessels owners shall be identified. The offeror shall describe the principal dimensions, speed, outfit and systems of the vessels designed and built.

(End of Summary of Changes)
QUESTIONS/ANSWERS
1. We do not see that if the main foil was welded aluminum and sustained damage that it could not cause hull damage through tearing. We also do not see what calculations could be available that indicate bend or flex of the foil at speed. Can the USACE provide any information about boats in the field that are fitted with aluminum foils and rough dimensions of thickness and chord depth as well as attachment method as you have for the stainless foils?
The latest USACE foil assisted catamaran, the S/V Florida II is equipped with a fully machined aluminum foils welded to the hull. There are two other catamaran survey vessels in the Corps fleet with aluminum foils as well.
We cannot disclose scantlings for these foils as that is the naval architect's proprietary information.
2. We have been informed by ABS that they have no calculated data on support foils. Does the USACE have such information available?
No information is available through USACE.
3. You make no reference to rear foils that have been previously specified in USACE specifications. These rear foils were previously adjustable. Can you please advise if they are to be included and provide a relative location and access if they are to be adjustable?
Trim (or rear) foils are a feature of hydrofoil assisted vessels and are thus required. They shall be fixed foils at a location that allows your proposed design to meet the performance and other requirements of this specification.
4. Can you please elaborate what is meant by ‘Hinged aluminum deck plates shall be provided over the steps at the deck level’?
A hinged aluminum deck plate is a plate that covers the steps down to the transom platforms when they are not in use. When the plates are deployed they are flush with the deck and provide a safe working environment.
5. Can you please confirm that the word ‘continuously’ means that the D rubber has no intersections or breaks for the entire length of the fendering?
This is correct.
6. Are suggesting that the push knee metal work tapers into the hull and that the rubber is vertical or also tapered?
Both the rubber and the metal taper back into the hull to prevent the boat from getting the tow knees caught on something due to wave action.
7. Is the rubber to be 8” wide or to fit within an 8” channel?
The rubber itself is to be 8" wide.
8. Will the USACE consider manufactured engine hatches with over size rain gutters in lieu of Freeman type hatches which have no rain gutters? Hatches to meet IACS calculation requirements. The Freeman type hatch will always allow water entry into the engine space when opening with the deck wet with salt or rain water.
Such a hatch will be evaluated, but it must meet all of the requirements of the specification to be considered acceptable.
9. You do not specify engine hatches shall be directly over engines and sized for engine removal if necessary.
Please advise.
This is not a requirement of this specification.
10. Does the USACE have a preferred engine supplier or model for which it already has ongoing maintenance programs and or spare parts that meets the requirement?
No such preference exists.
11. In consideration of the USCG Subchapter T stability requirements and the stated fuel tank requirements, it is preventing the engine room from being accessible from the accommodation voids. Will the Government allow integral fuel tanks or dedicated engine room access from above the main deck?
Integral fuel tanks are not allowed. Fuel tanks must meet all of the provisions of section 22 of the specification.
Dedicated engine room access may be provided from above the main deck provided that it comes from within the main deckhouse. Sound dampening doors shall be provided to separate the engine room access from the rest of the main cabin.
12. There are multiple systems that are called out as 12 VDC. Can the contractor use 24 VDC for these systems to save weight and complexity in the systems?
No, systems called out as 12VDC shall remain 12 VDC.
13. Section 11a The engine room water tight door requirement calls for hand wheel operation. This conflicts with the single lever type requirement in Section 21. Please clarify the requirement.
Either style of door is acceptable to the government.
14. Section 12 includes the requirement “A minimum of 18 inches clear space shall be provided around the shaft seals.” This requirement is unattainable given the vessel size, draft and speed requirements. Will the Government consider modifying the requirement to require 18” clearance above and in front of the shaft seal?
18 inches clear space shall be provided above, to the sides, and in front of the shaft seal.
15. Section 24 calls out a survey gear weight allowance “Survey Gear & UPS Power Supplies – 750 lbs”. Does this include the contractor supplied equipment in sections 42a and 43a, the contractor supplied UPS in addition to Government supplied computers?
Yes, this includes all contractor and government furnished equipment.
16. Section 42(a) calls out Government Furnished Equipment computers and monitors. Dimensions and weight are needed for sizing racks and desks. Power requirements are needed for UPS calculations. Can the Government provide the model numbers or specifications of the Government Furnished Equipment?
The three government furnished computers will be similar to one (1) Dell Precision M4800, and two (2) Dell Latitude 7240s. There will be three (3) 24" Dell full HD widescreen monitors with each computer.
17. Section 49 calls for an “Odom 200 kHz Single Beam SMB200-3 SSS549 Transducer”. This conflict with the dual frequency transducer equipment called out in Section 42a “Odom CV 300 Rack Mounted Single Beam Echosounder with 200/28 kHz transducers”. Please clarify requirements.
The requirement is for the “Odom CV 300 Rack Mounted Single Beam Echosounder with 200/28 kHz transducers”.
18. Section 49 calls for a “Sound Velocity AML-Micro X” unit to be installed in the strut pod this conflicts with the sound velocity equipment in Section 42a “Reson SVP70 sound velocity probe”. Please clarify requirements.
The requirement is for the Reson SVP70 sound velocity probe.
