1 Asbestos 02 82 14 - Page
The As Built Drawing of June 1, 1966, 85 of 85, identifies that there are 62 Blackmastic Pipe Chases. Do we base the bid on assuming that all 62 pipe chases have asbestos?
See specification Section 00870 Page 1 “Hazardous Material Survey-Note.”
“Survey is presented for information only , and should not be considered complete.”
No further information is forthcoming, bid as shown.
2 Asbestos 02 82 14 - Page
Duct Insulation: There are no quantities of ACM, do we assume that all the duct insulation has asbestos?
See specification Section 00870 Page 1 “Hazardous Material Survey-Note” “Survey is presented for information only , and should not be considered complete”.
No further information is forthcoming. Bid as shown.
3 Asbestos 02 82 14 - Pages 28-31
The quantity of ACM is 14,000 square feet. Do we base our bid on the quantity in the scope, and if so, should we include a unit price if the quantity of ACM is less than or in excess of 14,000 square feet?
See revised Individual Work Task Data Elements in Amendment No. 0003. Do not provide alternate unit prices.
4 Asbestos 02 82 14
Are we permitted to crush the non asbestos masonry, asphalt and concrete and stockpile onsite? Can these materials be used for the installation of the road bed?
Product must meet the referenced NJDOT Specification shown in subject Specification Section 01 50 00, Paragraph 2.4.2.
5 Asbestos 02 82 14
Page 29, Table 1 Individual Work Task Data Elements, there is a reference to 14,000 SF of friable fireproofing. Based on our knowledge, the asbestos is a roped gasket that is extremely friable and has been expoxied inside the core drilled locations. Please confirm due to the ambiguity on the individual work tasked that this material is friable.
See revised Individual Work Task Data Elements in Amendment No. 0003
6 Asbestos 02 82 14 Is the asbestos removal governed under the State of New Jersey N.J.A.C. 5:23-8 Asbestos Hazard Abatement Subcode?
Yes
7 Asbestos 02 82 14
Based on the fireproofing, the response action detailed sheet should be Response Sheet #45 (USACE Engineering Pamphlet 1110-1-11). If this material is friable is this the incorrect detailed sheet. Please identify the correct sheet.
See revised Individual Work Task Data Elements in Amendment No. 0003
8 Asbestos 02 82 14
Can the entire USACE Engineering Pamphlet 1110-1`-11 "Asbestos Abatement Guideline Detail Sheets" be added to provide to all contractors in the next amendment?
The information is available at :
http://publications.usace.army.mil/publicati ons/eng-pamphlets/EP_1110-1-11/toc.htm.

76 RFI Procedure
We were informed at the walk thru that no gov't representative was able to answer any questions while on site. All questions had to be asked in writing so the answers could be distributed to all of the bidders (including the bidders that did not attend the walk through) to make sure everyone was on a level playing field. In volume 1 of the specs, the RFI procedure states theat "RFIs will be answered by an amendment so all bidders are given the same information, Individual replies will not be issued."

HAZARDOUS MATERIALS SURVEY
NOTE: The Hospital building has been under continuous modification since its construction in the mid nineteen-fifties.
As a result of those modifications, hazardous materials were removed. The building ceased functioning as a hospital in the early nineteen-eighties, and since then, numerous tenants have occupied other areas of the complex, many of which have also been cleared of hazardous materials. As a result, a majority of the hazardous materials have been removed. The attached Hazardous Materials Survey was performed during March, 2012, and is presented for information only. This survey should not be considered complete.

SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The contract work includes the demolition of the former Walson Hospital Complex, located at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey and incidental related work. The hospital complex scheduled to be demolished under this contract consists of buildings, roads, and parking areas to include: the Main Hospital building (5250); Refrigeration and Air-conditioning Plant building (5251); Boiler Plant building (5252); and demolition and debris removal of associated parking lots, curbing, and walkways.
The work consists of, but is not limited to: clearing and grubbing; erosion and sediment controls; demolition of buildings, foundations, utility lines, pavement, curbs, parking lots, and sidewalks; removal of demolition debris;
removal of the concrete foundations and slabs; excavation and backfill;
hauling, disposal; relocation of the water distribution, storm drain, and sanitary sewer lines. The buildings and foundations shall be completely removed and the area backfilled and compacted as specified, and graded as shown on the plans. Following demolition, the area shall be backfilled, compacted, and graded as required in the specifications and as shown on the plans and landscaped with topsoil and planted with grass seed.
In addition, there is a small, memorial headstone located on the northwest corner of the site, which shall be safely relocated, as described herein.
1.1.2 Infrastructure
The hospital consists of two main nine-story wings which are attached at right angles to a central eleven-story elevator wing, with additional one to four-story wings, annexes, and attached facilities radiating out from the central core and main wings. The Refrigeration and Air Conditioning Plant is approximately 2,170 square feet and contains two chiller units, an exterior cooling tower, and associated exterior and interior piping to support the hospital cooling system. The Boiler Plant is approximately 5,693 square feet. There are about 400 parking spaces associated with the complex.
Infrastructure Footprint (square feet)

1.1.2.1 Background
Walson ceased operation as an Army Hospital in 1992. It was then permitted
Section 01 11 00 Page 1 to the Air Force on 12 September 1992 until 1 August 2001 as a medical clinic. The facility was then vacant until October 2002 when the State Local Redevelopment Authority released its claim (which was a result of the 1995 Base Realignment and Closure process). Walson was temporarily used for mobilization between March and July 2003 and again from March 2004 to November 2006, and has been vacant since then. The hospital’s electricity and heating system are shut off and electrical power transformers have been removed. The building has no electrical power, lights, or telephone service. Additionally, the building has no potable water or working drains. Existing doors and windows are not secure.
1.1.3 Location
The work is located at the Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey, approximately as indicated on the Contract drawings. The former Walson Army Hospital complex occupies approximately 26 acres within the Dix cantonment area. The site is located approximately 20 miles southeast of Trenton, New Jersey. The site is bounded by Maryland Avenue (east), North Scott Plaza (north), New Jersey Avenue (west), and Walson Avenue (south).
1.2 WORK SITE ACCESS AND SECURITY
Construct a temporary access road from Ft. Dix road to the work site, as shown on the drawings. Provide perimeter high-security fencing parallel to the access road and surrounding the work site, as depicted on the drawings, for secure site access control and to maintain the integrity of the JB MDL security fence. Provide a secure, temporary access gate for Contractor use, installed at the entrance to the access road from Ft Dix road. In addition, the fence surrounding the work site shall maintain two locked, emergency access gates, as shown on the drawings, for exclusive use by JB MDL security and fire department personnel in case of emergency.
1.3 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.3.1 Hazardous Materials
The demolition work includes removal of hazardous materials consisting of asbestos containing pipe insulation, floor tile, transite panels, exterior caulk and window glazing, expansion joint filler, black tar pipe coating, interior caulk and floor mastic, waterproofing black mastic, interior window glazing, and PCB contaminated fluorescent light fixture ballasts and capacitors, electrical transformers, and oil circuit breakers. A survey report is included in Section 00870 HAZARDOUS MATERIALS SURVEY. Removal, handling, and disposal of hazardous material shall be in accordance with all applicable environmental laws and regulations and the requirements of the project specifications, and shall be performed prior to general demolition of the buildings. All non-hazardous material shall be salvaged
Section 01 11 00 Page 2 by the Contractor or disposed of at an approved landfill as construction debris.
1.3.1.1 Mercury
Mercury is present in several sink traps throughout facility as well as mercury bulb type thermostats in several locations. Contractor to verify locations prior to removal. Debris in sink traps shall be removed, sampled, analyzed, and separated for proper disposal.
1.3.1.2 Asbestos Insulation Removal
The work includes the removal of asbestos insulation associated with the demolition of air ducts as required to demolish the complex. This work is as specified in Section 02 82 14 ASBESTOS HAZARD CONTROL ACTIVITIES. A survey report is included in Section 00870 HAZARDOUS MATERIALS SURVEY.
1.3.1.3 Lead Based Paint
The buildings contain lead-based paint (LBP), which will require protection of workers, as specified in Section 02 83 00 LEAD IN CONSTRUCTION.
Lead-based paint is present on painted surfaces. Prevent contamination of the site soil from LBP during all aspects of the demolition work.
1.4 UTILITIES
1.4.1 Electric Transmission Service Termination
The Contractor shall pay Jersey Central Power and Light (JCP&L) a fixed dollar amount for Termination of Electric Transmission Service at the site. The dollar amount is listed in the Bidding Schedule as Bid Item No.
2 "Jersey Central Power and Light: Terminate Electric Service". Any cost to the Contractor over and above this amount shall be included in Bid Item No. 1 "Demolish Walson Hospital Complex".
1.4.2 Location Of Underground Utilities
There are buried utility lines that cross through the complex or were feeder lines for the Hospital. These utility lines have been turned off and abandoned in place. For bidding purposes, assume that underground lines labeled UE contain electric cables. The existing utility locations shown on the drawings are approximate. The Contractor is responsible for field verifying all existing utility locations, including those not shown on the drawings. Obtain digging permits from JB MDL prior to start of excavation. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.4.2.1 Sanitary Sewer
The existing sanitary sewer line shall be relocated as shown on the drawings.
1.4.2.2 Water
Relocate existing water main and install a tee connection and valve as shown. Install new water line at the southern edge of the complex and tie back into the original water main as shown on the drawings. A tee and new fire hydrant shall be installed at the location as shown.
Section 01 11 00 Page 3
1.4.2.3 Telephone
The existing telephone system is serviced from a manhole on the Hospital side of Maryland Avenue, as shown. The lines in this manhole originate in a manhole across Maryland Avenue where the service will be severed by others. All underground lines along with any boxes or hand holes shall be completely removed unless noted otherwise on drawings.
1.4.2.4 Natural Gas
The existing gas service is turned off at the valve in New Jersey Avenue and shall be cut and capped at that location prior to complete removal of the pipe.
1.4.2.5 Electric
Manhole 104 is located just west of Maryland Avenue and shall be retained and as shown on the drawings. The conduit exiting manhole 104 and running north along the western side of Maryland Avenue is active and shall not be removed or damaged. The conduit/cables running from manhole 104 to the hospital shall be removed entirely. These wires have been disconnected by others. The remaining conduit/cables running from manhole 104 to the cooling plant and boiler house shall be removed entirely.
1.4.3 Notification
Notify the Contracting Officer at least 48 hours prior to starting excavation work.
1.4.4 Interruption Of Utilities
Perform the work with a minimum of outage time for all utilities. Written notification shall be given to the CO at least 10 working days in advance of the need for a proposed utility outage. Provide temporary heat and/or domestic hot water if outage is expected to be longer than 8 hours continuous duration. This time period shall include start-up and cool-down periods. The utilities may be interrupted only when approved in writing by the CO. Because of mission requirements, utility interruptions may have to be scheduled at a time other than that requested by the contractor.
1.4.5 Base Fire Hydrant Use Permit
Prior to the contractor using any fire hydrant on base as source of water, the contractor shall obtain a Permit to Use Fire Hydrant from the Utility Section of the 87th Civil Engineer Squadron. Provide all the equipment necessary to connect to the fire hydrant including, but not limited to the following: fire hydrant wrench, backflow device, hoses and if necessary a valve. Adhere to the Fire Hydrant Use Rules and Regulations which are attached to the end of this Section during the use of any fire hydrant.
Provide the COR with a copy of the approved Fire Hydrant Use Permit prior to using any fire hydrant on base.
