Cobbs Creek Watershed Habitat Improvement Project for
Philadelphia District, USACE
Contract Number W91236-09-D-0088
SUMMARY
This report documents the findings from a visual inspection of the 700-linear foot section of the
6-foot by 6-foot Combined Sewer Overflow (CSO) culvert structure (see Figures 1 and 2) conducted on September 9, 2010. The purpose of the inspection was to determine the structural integrity of the CSO structure.
Based on the visual inspection, it appeared that the culvert is generally in good structural condition. However, several joint locations with spalled concrete and exposed reinforcements will need to be repaired and patched. Since the CSO culvert structure will be exposed to sewage in the future, there may be a need to apply a protective coating to the concrete lining in order to protect it from corrosion.

INTRODUCTION
Section 2.5.2 of G&O’s Cobbs Creek Watershed Habitat Improvement Project Technical
Proposal stated that G&O would conduct an inspection with the Philadelphia Water Department
(PWD) of the existing 700-linear foot CSO to assess its structural integrity. Taking photographs and/or videos during the CSO inspection was part of the task.
INSPECTION TEAM
The inspection was conducted on September 9, 2010.
Team members included:
Jimmy Yeung G&O – Structural Engineer
Ross Voorhees G&O – HazMat Specialist
Erik Haniman PWD
Rick Howley PWD
Alex Haptermariam G&O - Attendee
Time of Inspection – 10:00 a.m. to 11:30 a.m.
FINDINGS
The construction of the CSO culvert structure is similar to what is shown in Figure 2 above. The main difference is that there is a reinforced concrete lining along the side wall and the roof of the
Amendment No. 0003
00880 - 2
CSO Inspection Report Page 3 structure. Since this was a visual inspection, the thickness of the lining could not be determined.
The joints of the concrete lining are approximately 8 feet apart. The floor construction of the culvert structure is the same as shown in Figure 2.
The CSO culvert structure and its concrete lining appeared to be in good condition. The major concern is concrete spalling and cracks at some of the joint locations. There are about five areas with noticeable concrete spalling and cracks, at approximately 120 feet, 220 feet, 320 feet, 450 feet, and 575 feet from the upstream end of the structure. Examples of the types of spalling and cracks are shown in Figures 3 through 5 (Taken at approximately 575 feet from the upstream entrance). There are also a few areas with exposed reinforcements due to spalled concrete.

RECOMMENDATIONS
Based on the visual inspection, the CSO culvert structure appeared to be in good structural condition. It will be necessary to patch up the cracks and spalling along the joint locations prior to converting the structure to a storage vault. Furthermore, since the CSO culvert structure will be used for as a sewer, it may be necessary to apply a coating to the inside of the structure to protect the concrete from corrosion.

3.1.1.1 Topsoil
d. When topsoil has been stockpiled during the construction of the project, the Contractor shall spread the topsoil on the disturbed areas after the soil has been loosened and rough grading completed.
3.1.1.2 Soil Conditioner Application Rates
Apply soil conditioners at rates as determined by laboratory soil analysis of the soils at the job site. For bidding purposes only apply at rates for the following:
Lime 2000 pounds per acre
3.1.1.3 Fertilizer Application Rates
Apply fertilizer at rates as determined by laboratory soil analysis of the soils at the job site. For bidding purposes only apply at rates for the following:
10-20-20 GradeFertilizer 500 pounds per acre
3.1.1.4 Seedbed Preparation, Temporary Seeding
a. For temporary seeding, the Contractor shall prepare a suitable seedbed by loosening the soil to a depth of 3 - 6" by means of suitable equipment.
b. The area shall not be rolled or smoothed. On slopes greater than 3:1
Section 32 92 19 Page 4 the surface shall be tracked with heavy equipment such that the surface is irregular with track ridges running parallel to the slope contour.
b. The area shall not be rolled or smoothed. On slopes greater than 3:1 the surface shall be tracked with heavy equipment such that the surface is irregular with track ridges running parallel to the slope contour.
3.1.1.5 Seedbed Preparation, Permanent Seeding
a. The Contractor shall loosen all disturbed areas to a depth of 3 - 6".
In areas where repeated access by heavy equipment or trucks has caused compaction, the Contractor shall loosen the soil to a depth of 12". The Contractor may use agricultural or construction equipment to perform the task.
b. The Contractor shall conduct final grading of all disturbed areas in conformance with the Construction Drawings. All surfaces shall be smooth and free of large rocks
c. On sloped areas (greater than 3:1), the Contractor shall use track equipment to compact the slope and produce ridges parallel to the slope contour.
d. When topsoil has been stockpiled during the construction of the project, the Contractor shall spread the topsoil on the disturbed areas after the soil has been loosened and rough grading completed.
e. Apply soil amendments in rates as described above. Mix amendments into the top 3 - 5" of the topsoil by disking or other suitable means.
f. In lawn areas as shown on the Construction Drawings, the Contractor shall rake the seedbed surface to remove rocks and other large debris. The surface shall be clear of obstructions and debris and must be suitable for mowing upon establishment of the seeding.
3.2 SEEDING
3.2.1 Seed Application Seasons and Conditions
Immediately before seeding, restore soil to proper grade. Do not seed when ground is muddy frozen snow covered or in an unsatisfactory condition for seeding. If special conditions exist that may warrant a variance in the above seeding dates or conditions, submit a written request to the Contracting Officer stating the special conditions and proposed variance.
Apply seed within twenty four hours after seedbed preparation. Sow seed by approved sowing equipment. Sow one-half the seed in one direction, and sow remainder at right angles to the first sowing.
3.2.2 Seed Application Method
Seeding the stream banks shall utilize a dril or cultipacker. Broadcast seeding and hydroseeding may be utilized in the remaining areas.
3.2.2.1 Broadcast and Drop Seeding
Seed shall be uniformly broadcast at the rate indicated above. Use broadcast or drop seeders. Sow one-half the seed in one direction, and sow remainder at right angles to the first sowing. After seeding, the Contractor shall use a weighted roller over the area to provide for good
Section 32 92 19 Page 5 seed-to-soil contact..
3.2.2.2 Drill Seeding
Seed shall be drilled at the rate indicated above. Seeding completed with a cultipacker shall bury the seed to the depth specified in by the supplier and the seedbed must be firm after planting.
3.2.2.3 Hydroseeding
First, mix water and fiber. Wood cellulose fiber, paper fiber, or recycled paper shall be applied as part of the hydroseeding operation. Fiber shall be added at 1,000 pounds, dry weight, per acre. Then add and mix seed and fertilizer to produce a homogeneous slurry. Seed shall be mixed to ensure broadcasting at the rate indicated above. When hydraulically sprayed on the ground, material shall form a blotter like cover impregnated uniformly with grass seed. Spread with one application with no second application of mulch.
If fertilizer is applied at time of seeding, the application rate shall not exceed 100 lbs/ac nitrogen, 200 lbs/ac phosphorous, and 200 lbs/ac potassium. When lime is to be applied by the hydro-seeder, the rate shall not exceed 3 tons/acre burnt and hydrated lime shall not be used.
Hydro-seeding mixtures shall be prepared on site and applied immediately.
No seed/mulch mix that has been left in the seeder for more than eight (8) hours shall be used.
3.2.3 Mulching
3.2.3.1 Hay or Straw Mulch
Hay or straw mulch shall be spread uniformly at the rate of 2 tons per acre.
Mulch shall be spread by hand, blower-type mulch spreader, or other approved method. Mulching shall be started on the windward side of relatively flat areas or on the upper part of steep slopes, and continued uniformly until the area is covered. The mulch shall not be bunched or clumped. Sunlight shall not be completely excluded from penetrating to the ground surface. All areas installed with seed shall be mulched on the same day as the seeding. Mulch shall be anchored immediately following spreading.
3.2.3.2 Mechanical Anchor
Mechanical anchor shall be a V-type-wheel land packer; a scalloped-disk land packer designed to force mulch into the soil surface; or other suitable equipment.
3.2.3.3 Non-Asphaltic Tackifier
Hydrophilic colloid shall be applied at the rate recommended by the manufacturer, using hydraulic equipment suitable for thoroughly mixing with water. A uniform mixture shall be applied over the area.
3.2.4 Watering
Start watering areas seeded as required by temperature and wind conditions. Apply water at a rate sufficient to insure thorough wetting of soil to a depth of 2 inches without run off. During the germination
Section 32 92 19 Page 6 process, seed is to be kept actively growing and not allowed to dry out.
3.3 PROTECTION OF TURF AREAS
Immediately after turfing, protect area against traffic and other use.
3.4 RESTORATION
Restore to original condition existing turf areas which have been damaged during turf installation operations at the Contractor's expense. Keep clean at all times at least one paved pedestrian access route and one paved vehicular access route to each building. Clean other paving when work in adjacent areas is complete.
3.5 MEASUREMENT AND PAYMENT
No separate measurement will be made for the work specified in this section. All costs in connection therewith, to include any required imported topsoil, shall be included in the costs of the bid item entitled, "Topsoil, Seed & Mulch."
