a. General

1. The Contractor shall clean and paint the exterior of the vessel using only paints that are compliant with the requirements specified herein in addition to all Federal, State and Local environmental laws.

2. Paint systems shall, in general, consist of three-part epoxy paint systems: primer, anti-corrosive and finish.

A system by any given producer once chosen by the Contractor shall be used consistently throughout the vessel and shall be applied according to the manufacturer’s directions. The finish coat on the hull exterior above the waterline, deck and on other exposed parts of the vessel shall be a gloss or hi-gloss epoxy, acrylic epoxy or waterborne acrylic. The finish coat below the waterline shall be an environmentally compliant anti-fouling coat. All decks and walking surfaces painted under this provision shall have an environmentally compliant non-skid additive incorporated into the final coat of paint applied to them. No paint used by the Contractor under this Contract shall be older than its shelf life as determined by its manufacturer at the time of its application to the vessel.

Procedure

NOTE - The Contractor shall coordinate an inspection with the Government Representative on site prior to the start of any sandblasting or pressure washing to ensure that all areas, equipment, and fittings are adequately protected.

The Contractor shall perform the following work in sequence:

1. Remove all old hull anodes as follows:

a. Remove all fully and partially consumed anodes; leaving stubs of old anode straps still attached to the hull.

b. The Contractor shall minimize contact with the hull of burning gas jets used to remove anodes.

2. Remove all fenders and their holding gear. Note – The Contractor is responsible for repairing and/or replacing any fenders and holding gear that is damaged during the removal process.

3. Cover and protect all hull and house openings, equipment and fittings including but not limited to propeller shafts, rudder bearings, sea chests, transducers, windows, deck and crane machinery, antennas, speakers, radar and any other items which could be damaged by exterior cleaning operations. Any items so damaged shall be replaced at the Contractor’s expense. At no time shall sandblasting grit be permitted to enter the vessel.

4. Surfaces to be sandblasted or sandwashed shall be degreased prior to cleaning. These specifications require the cleaning and painting of the entire exterior surface of the vessel below the waterline as well as the main deck area, all main deck fittings, and the exterior bulkheads of the deckhouse at the main deck level.

5. Sandblast (Steel Structures Painting Council “Near-White Blast Cleaning” Specification SSPC-SP-10):

7. Remove all cleaning/painting masks and covers and touch up paint any unpainted area or where made necessary by overspray.

8. The Contractor shall remove and relocate drydocking blocks and/or supports, or refloat and redrydock the vessel, as needed at no additional cost to the Government in order to assure complete coverage in cleaning and painting or for any other work as specified herein. Prior to doing so, the Contractor shall notify the COR of their plan to relocate the blocks to adequately support the vessel.

9. Install all new hull anodes in accordance with TP1.08 “Hull Anodes” below.

10. Reinstall all fenders and their holding gear. Note – The Contractor is responsible for repairing and/or replacing any fenders and holding gear that is damaged during the reinstallation process. (Note – See Contract Clause TP
