C000 PROJECT MANAGEMENT
C001 PROJECT DESCRIPTION
The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) has issued this Invitation For Bid, to acquire one non-self-propelled inland river buoy barge. The vessel is intended to serve the U.S. Army Corps of Engineers, Memphis District (CEMVM) in support of its missions.
The buoy barge will provide a safe and effective means of removing and setting navigation buoys in the navigable waters of the Memphis District. The vessel will be equipped with a pedestal mounted crane, buoy storage and sinker storage racks.
The configuration of the hull, deck arrangements and the superstructure shall be as shown on the Contract Drawings.
The Contractor assumes complete responsibility for building the buoy barge according to this specification and the documents that are called for in this procurement, to meet the requirements of this contract. Should the Contractor determine at any time that he is unable to fulfill his contract responsibilities, he shall notify the COR immediately of the problem experienced and his proposed manner of correction.
The Contractor shall develop a Final Design package in accordance with the requirements of these specifications and the contract-level drawings included with this solicitation. From the Final Design package, the Contractor will then construct, test and deliver the barge to the Memphis District in Memphis, TN.
Any deviation away from the approved drawings shall become the responsibility of the Contractor; require review by the Marine Design Center, and subsequent submittal for review and approval to ABS during Phase I of the contract.

C040 SCOPE OF WORK
A. CONTRACT INTENT
This specification, in conjunction with the Contract Drawings listed in Section J, Clause J01, Contract &Reference Drawings, contain the requirements for the construction of an inland river buoy barge and describe the essential features, functions, and arrangements of the design.
The contract is formatted with a two-phase period of performance. Please refer to contract Clause H01 Contract Organization regarding Contractor performance.
During the Planning and Engineering Phase of the Contract, the Contractor shall prepare a “Final” Design of the vessel. The Final Design shall be based upon this specification and the Contract Drawings listed in Section J, Clause J01, Contract & Reference Drawings.
During the Construction Phase of the Contract, the Contractor shall construct, test and deliver the vessel and prepare “As-Built” drawings for the vessel.
B. DESIGN DEVELOPMENT
These specifications and contract drawings form a “Contract Design” for the subject vessel.
The arrangements, hull geometry, structure, mechanical systems, electrical systems, and capacities have been engineered to a contract level design that meets the performance and operational requirements of the U.S. Army Corps of Engineers. Additional design is required to meet the requirements of this contract. Stability analyses have been performed to verify the location of all water tight bulkheads and compliance with the applicable standards in C003.
This package has been engineered to the degree shown based on commercially available equipment. The level of development is intended to limit the Contractor’s uncertainty and risk.
This package is not a detailed design and is not intended to be substituted as detailed design drawings and documents.
C. CONTRACTOR’S RESPONSIBILITY
The Contractor shall further develop the Contract Design to include the requirements of the contract specifications into a Final Design, thus completing the design process for the vessel and then construct the vessel to those designs and achieve the classing and certification requirements of this contract.
The Contractor shall be required to perform design and engineering such as development of piping and cable routings, structural details, foundations, detailed arrangements, system schematics and arrangements; complete material lists, purchase specifications, shop drawings, construction details, Detailed Design Drawings (refer to SNAME definition), regulatory body submittals, “as-built” drawings, and other technical details necessary to support his administration, operation, and production practices. Refer to Section H, Clause H03, Design Requirements, for further clarification.
The Contractor assumes complete responsibility for the design development and completion of the vessel to meet the requirements of this contract. Should the Contractor determine at any time that he is unable to fulfill those design responsibilities, he shall notify the
COR immediately of the problem experienced and his proposed manner of correction. Should the Contractor find any discrepancies in the Government’s concept design or specifications, he shall notify the COR immediately to resolve the issue.
D. DRAWINGS
Contract Drawings listed in section J01 have been included as part of this solicitation. Further design and review is required for all these drawings.
The complete drawing package will be provided in AutoCAD format to the Contractor after the Contract is awarded.
Section H12 includes a complete drawing index for this project. The index extends beyond what is provided as part of this solicitation. For clarification purposes, the drawings are listed in matrix form. The matrix includes annotations to distinguish between separate categories based upon the engineering requirements to be completed by the Contractor. The following is a description/definition of these categories:
Drawings To Be Finalized: As part of the scope of work for this effort, the Contractor shall be required to finalize the contract drawings to achieve a Final Design as defined above. The scope and extent of the necessary finalization has been explained in detail in each Work Breakdown Schedule “WBS” section.
Drawings To Be Developed: The Contractor shall also be required to develop a certain number of drawings to achieve a Final Design to conform to the requirements of this solicitation. These drawings have been identified on the drawing index in section H12 but do not currently exist.
As-Built Drawings: The Contractor shall provide a complete As-Built Drawing record of the vessel. The As-Built Drawings shall incorporate all details including changes and deviations made during construction. The requirements for the As-Built drawings as further defined in contract Clause H14.
E. DEVIATIONS FROM THE CONTRACT DESIGN
Should the Contractor desire to deviate from this Specification and/or the Contract Drawings, he shall submit his request in writing to the COR. Each proposed deviation request shall be accompanied with a detailed analysis and comparison of the equipment, material or arrangement specified, and the equipment, material or arrangement proposed, including features, dimensions, performance characteristics, the benefit to the Government, and compelling reason why the deviation should be made. The request shall include, but is not limited to:
Desired deviation Reason for the deviation
Detailed analysis (as stated above) Impact on schedule Impact on cost Impact of regulatory review and classification Supporting documentation (i.e. cut sheets, engineering drawings, photos, etc)
In the absence of compelling reasons for making the deviation, the Contractor’s proposal may be denied.
The Government will review the request and render a decision. If approved, the Contractor shall be responsible for any cascading effects on the design, drawings or scientific reports as determined by the Government. The Contractor shall be responsible for integrating the deviation into the design at no increase in contract cost or no extension of contract completion.
The Contractor bears ultimate responsibility for satisfactory performance of all systems/arrangements impacted or affected by an approved deviations as well as the operation of the completed vessel, as affected by the deviation.
No work shall commence without a written approval from the COR.
If a deviation is approved by the Government, it is the sole responsibility of the
Contractor to coordinate with regulatory bodies and provide any additional engineering effort to meet the conditions of classifications and this specification.
The Contractor shall bear all costs associated with any requested and/or approved deviations, including engineering, estimating, administrative and overhead, regulatory review and approval, construction and test and trials.
