(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

Access to the Steering Gear Room is gained via a watertight door on the stern of the vessel, and via a flush-mounted bolted deck hatch on the port stern.

Access into the Aft Peak Tank for removal of existing steel, and for installation of new steel, can be made either through the shell or through the Steering Gear Room (Main Deck) plating on the port side outboard of the steering gear. The contractor is responsible for making any and all accesses necessary to perform and complete the work listed herein, and for reinstalling accesses upon completion of the work listed herein. All accesses into the tank shall be made in accordance with the Technical Provisions, and the cost of their removal and reinstallation shall be included herein.

The vessel will arrive at the contractor’s facility with material in the Aft Peak Tank. The contents of the Aft Peak Tank will be pumped out and disposed under Clause H-213.

After removal of the contents, the contractor shall fabricate and install blanks on the lines in the Auxiliary Machinery Room leading into the Aft Peak Tank. These blanks shall remain in place until all steel work is completed and the repairs have been final inspected by the COR, USCG and the ABS.

After the blanks are installed, and in coordination with Clause H-213, the contractor shall clean the Aft Peak Tank and make it safe for entry and safe for full unlimited hot work in accordance with the Technical Provisions. This shall remain in place for the duration of the repair period until the tank has been final inspected by the USCG and the ABS. Provide and maintain Competent Person watches on the Tank during all phases of the work, and post the Hot Work Certificate and the Competent Persons’ Log at the entrance to the Aft Peak Tank.

CHECKPOINT - After the tank has been certified by a Marine Chemist to be safe for entry, notify the COR and ABS representative that the tank is ready for inspection prior to the removal of the existing steel.

A firewatch shall be maintained in the Steering Gear room during all hot work operations in the Aft Peak Tank, and for one hour after the completion of hot work operations. This firewatch shall not perform any other work during this time.

Remove all internal transverse and longitudinal horizontal and vertical steel from the inside of the Aft Peak Tank. Rig off ship and dispose of steel. Removed steel is the property of the contractor and shall be disposed of in accordance with all Federal, State and Local requirements.

NOTE: Removed steel shall include, at a minimum, the full width, height and thickness of the 1st, 2nd, 3rd, 4th, 5th, 6th, and 7th swash bulkheads on both the port and starboard sides of centerline, and all structural steel inside the Aft Peak Tank between Bulkhead 134 and the stern, the port and starboard shell plate, and from the Steering Gear Tank top to the bottom of the tank.

Grind all remaining steel and weld material flush to the existing bulkhead and shell plate.

CHECKPOINT – Inform COR/GTR, USCG and ABS that tank is ready for post-removal/pre-installation inspection.

Prepare the interior shell plate surface and the forward bulkhead of the tank to Commercial Blast standards, in accordance with Steel Structures Painting Council Specification SSPC-SP-12, either by mechanical means or ultra-high pressure waterjetting standards to accept a two part paint coating system, consisting of one full-coat of Ameron 235 and two full coats of Ameron 351. The new steel being furnished and installed by the contractor shall also be coated with this same paint system.

NOTE: The USCG and ABS may elect to inspect the steel replacement while it is being performed. Coordinate and perform all in-process inspections with the COR, USCG and ABS.

Furnish and install all new longitudinal and transverse steel inside the Aft Peak Tank. All steel shall be installed as per the reference drawing, complete with swash plates, lightening holes and baffling as per the original installation. All steel shall be of the same thickness and mechanical and chemical properties as per the existing steel.

NOTE: The contractor shall properly sequence their welds so that minimum heat is transferred to the deck above and to the shell plate in order to minimize distortion of the deck and to minimize heat transfer to any of the equipment in the area.

CHECKPOINT – Inform COR/GTR, USCG and ABS that tank is ready for post-installation inspection.

Upon successful completion of this inspection, reinstall the plating and/or structural members used to gain access to the plating, and prove all accesses watertight in the presence of the COR, the ABS and USCG.
