Option 3 and Option 5 work shall be in accordance with Section 31 32 23, FOUNDATION DRILLING AND GROUTING
1.3 EXISTING CONDITIONS
1.3.1 Purpose of Dam
Frances E. Walter Dam has been in operation as a flood damage control dam
Section 01 11 00 Page 1 since its completion in late 1960. In addition to flood control, the dam is also operated for recreation and drought emergency water supply. At various times during its operation, the dam impounds water levels from approximately 70 to 100 feet above the normal pool elevations. The dam is categorized as a "High Hazard Potential Dam" by the USACE.
1.3.2 Construction
Construction of the outlet works was initiated in the spring of 1956 and was completed in fall of 1957 with the embankment constructed in four construction seasons with the overall completion of the structure in December 1960. The dam is a rolled earthfill embankment structure with a maximum height of 234 feet above the original stream bed and a length of approximately 3000 feet. The outlet works include a three slide gate intake structure founded on rock and a 16 foot diameter concrete lined tunnel in the right abutment. The spillway weir is an uncontrolled gravity ogee structure situated in bedrock high on the right abutment. Two low areas on the reservoir rim are closed to top of dam elevation 1474 N.G.V.D. by a pair of saddle dikes located approximately one mile north of the dam on the right side of the reservoir.

1.3.3 Purpose of Work
When high reservoir levels have been maintained for extended periods of time, seepage along the downstream toe of the right abutment has been observed. This seepage and its effects upon the integrity of the embankment and its foundation during these high pool periods has been a concern since it was first observed in 1966. The purpose of this project is to drill exploratory borings into the foundation rock and determine the permeability of the subsurface material and perform a remediation program to repair possible damage that may be associated with construction defects or natural permeability deficiencies by grouting the foundation rock to reduce permeability and seepage through the foundation rock.
The performance requirement is for the installed Grout Curtain to achieve a reduction in the lugeon value based on pre and post grouting water pressure testing as measured between verification holes between a double line grout curtain. The proposed approximate 600 linear feet long double row grout curtain will be installed utilizing a split - space technique with primary grout holes spaced at 40 feet apart.
Embankment and Overburden Soils The embankment is a rolled earthfill with a central impervious core, downstream zone of random fill with riprap slope protection, and a semi-pervious upstream zone. A rockfill zone with a minimum thickness of 10 feet was formed at the upstream slope primarily by oversize cobbles and
Section 01 11 00 Page 2 boulders taken from the earthfill. The embankment has uniform 1 vertical to
2.5 horizontal side slopes. A l-foot thick inclined drain and 5-foot thick horizontal blanket of pervious material drain the downstream portion of the dam.
The majority of materials used in the embankment were excavated from nearby borrow areas. Impervious fill ranging from gravelly sandy clay to clayey sandy gravel was obtained from three borrow areas in the highlands north and south of the dam site. Borrow for the semi-pervious zone ranged from pervious sandy gravel and cobbles to semi-pervious silty sandy gravel and cobbles and was obtained from sources upstream and downstream of the dam.
Riprap and rockfill were provided by raking the oversize stone from the embankment materials during placement, supplemented by stockpiled rock excavation and boulders culled from embankment materials in the borrow areas. Additional riprap was obtained from a small on-site sandstone and quartzite quarry operation along the left bank of Cedar Run.
The foundation for all the fill areas was stripped to an average depth of 2 feet to exclude unsuitable foundation materials.
Clay Core. An impervious cutoff trench through the glacial drift to bedrock with side slopes of 1 vertical to 1 horizontal and bottom width of 20 feet was provided under the entire embankment. Foundation rock along the embankment centerline was grouted with a single line of holes in the cutoff trench extending to the depth of 25 feet.
1.4 Geology
1.4.1 Regional Geology
The general geology of the Lehigh River Basin in which F.E. Walter Dam is located lies entirely within the Pocono Plateau which is a small, southeast trending lobe of the Appalachian Plateau physiographic province. The Pocono Plateau is well dissected, giving a mountainous appearance accentuated by crooked, narrow steep-walled valleys containing the Lehigh River and its upper tributaries.
1.4.2 Site Geology
The overburden at the embankment site consists predominantly of numerous small to large boulders in a matrix of silty sandy gravel. Bedrock consists of hard siliceous gray sandstone, siltstone and conglomerate of the Mississippian Pocono Formation, with thin discontinuous beds of gray to black shale.
Beds in the formation are thick to massive and have a rectangularly arranged joint pattern which dip northwest 10 to 20 degrees and strike NE-SW. There is a well developed system of jointing perpendicular and parallel to the bedding with the frequencies of the vertical joints generally ranging from approximately 3 to 12 feet. Weathering along joints is mostly confined to discoloration except along shale contacts where decomposition is common for short distances beyond the joint surfaces.
Water levels in the area of the dam are influenced by both the reservoir and groundwater levels in adjacent abutments. Ground water levels in the right abutment foundation immediately downstream of the existing core trench and grout curtain show rapid and equal responses to changes in pool elevation. The water levels recorded in the existing piezometers indicate phreatic surfaces ranging from approximate elevation 1270 to 1370 feet.
